12.32.010 - Jurisdiction.¶
This Chapter shall govern parking at County owned facilities except County owned parks and Natividad Medical Center. "County owned facilities" include the driveways, paths, parking facilities or the grounds of any County owned building or other facility.

12.32.020 - Parking prohibited; exceptions.¶
No person shall stop, park or leave standing any vehicle at County owned facilities except under one or more of the following circumstances:
A. The operator of any vehicle displays in plain view while so stopped, parked or left standing at said facility, a valid parking permit issued under the authority of the County Administrative Officer, or their designee, and the vehicle is stopped, parked or left standing in conformance with such signs as may be posted designating the class of parking permit which is allowed to park in the area.
B. The operator of the vehicle or a passenger is a member of the public with business at the County owned facility and such vehicle is stopped, parked or left standing in areas designated for "public" or "visitor" parking and in conformance with such signs designating conditions or restrictions, as may be posted from time to time.
C. The operator of the vehicle is a member of the Board of Supervisors and the vehicle is stopped, parked or left standing in an area posted for their exclusive use.
D. The vehicle is stopped, parked or left standing at a County owned facility on a holiday on which that particular County owned facility is closed or it is between the hours of 6:00 p.m. and the following 7:00 a.m. This exception shall not apply to red zones, emergency zones, or other areas restricted during the aforementioned times if such areas are marked with the appropriate signs or curb markings.

12.32.030 - Parking limitations.¶
A. No person shall park their vehicle in any County owned parking lot or facility, except in a parking stall indicated by white painted lines or rows of buttons, and in such a manner as to occupy not more than one stall with the vehicle within the stall lines.
B. No person shall stop, park or leave standing their vehicle in any restricted area which is marked with appropriate signs or curb markings if stopping, parking or leaving their vehicle in that area would violate those restrictions.

12.32.040 - Authority of County Administrative Officer; designating parking areas; signs and curb markings.¶
The County Administrative Officer, or their designee, shall determine what areas shall be used at each County owned facility for each class of parking permit, and what conditions or restrictions shall apply to them. The County Administrative Officer is directed to maintain appropriate signs or curb markings giving notice of such condition or restriction in the various parking areas. No condition or restriction is effective unless such signs or curb markings are in place. Curb markings shall be in accordance with Section 31458 of the Vehicle Code.

12.32.050 - Vehicle tow away.¶
Any vehicle left unattended in any of the parking areas or driveways at County owned facilities in violation of the signs or curb markings indicating the conditions or restrictions applicable in that area, or in such a location as to obstruct or create a hazard to traffic, may be moved, or removed and stored, by or at the direction of any peace officer, and the reasonable charges incurred in so doing shall be a lien upon such vehicle.

12.32.060 - Copies of parking restrictions.¶
The County Administrative Officer is directed to maintain at the County Administrative Office, or the office of their designee, for examination by all interested persons, a copy of this Chapter and a map or other written statement indicating the current restrictions or conditions placed on each parking area at County owned facilities. The County Administrative Officer is also directed to provide to each County owned facility a copy of the map or written statement of the current restrictions and conditions placed upon the parking area of that County owned facility, and to designate the official or employee at the facility whose duty it shall be to have custody of the map or written statement and keep it available for public examination.

12.32.070 - Authority of County Administrative Officer; parking permits.¶
Parking permits for County owned facilities for County employees, officials, jurors and visitors are authorized and shall be issued in such a manner and on forms as the County Administrative Officer or their designee may, in their discretion, determine. Permanent parking permits shall be affixed within a seven-inch square in the lower corner of the vehicle rear window farthest from the driver, consistent with Section 26708 of the Vehicle Code. Temporary parking permits shall be placed on the far-right corner of the vehicle dashboard. No person shall use upon his or her vehicle any counterfeit or facsimile parking permit. No person, who has been issued any type of permanent parking permit, shall place said permit on any unauthorized vehicle.

12.32.080 - Parking patrol.¶
The County Administrative Officer is directed to designate persons as parking patrol, who shall have the duties to investigate and survey parking conditions at County owned facilities and to make and deliver notices of violations of this Chapter pursuant to applicable provisions of the Vehicle Code.
