12.50.010 - Findings and declarations.¶
In accordance with Senate Bill 2232 (Stats. 1986, Ch. 1378), local authorities are asked to provide reasonable access to super trucks attempting to reach terminal or service facilities from the State Highway System. Caltrans has designated certain state routes in Monterey County as super truck routes. This Chapter is necessary to designate certain County roads that will allow reasonable access yet provide safety, continuity, and direction within the system to facilitate the movement of goods.

12.50.020 - Definitions.¶
The following words and phrases shall have the meaning set forth, and if any word or phrase used in this Chapter is not defined in this Section, it shall have the meaning set forth in the California Vehicle Code; provided that if any such word or phrase is not defined in the Vehicle Code it shall have the meaning attributed to it in ordinary usage:
A. "Terminal" means a facility at which freight is consolidated to be shipped or where full load consignment may be loaded and off-loaded or at which vehicle combinations are maintained, stored or manufactured.
B. "Service" means a facility for purposes limited to fuel, food, lodging, and repair when such access is consistent with the safe operation of the combinations of vehicles and when such facility is within one-half mile of identified points of ingress and egress to the designated state highways.
C. "Super truck" means a truck tractor and semi-trailer or truck tractor, semi-trailer and trailer with unlimited length as regulated by the Vehicle Code. Overall length is unlimited because no constraints are applied to tractor length. Maximum trailer lengths are twenty-eight (28) feet six inches for twin trailer combinations and forty-eight (48) feet for semi-trailers.
D. "King pin setting" means the distance between and the king pin and the rear axle of the trailer.
E. "CalTrans" means the State of California Department of Transportation.
F. "Terminal route" or "service route" means a highway or portion thereof, approved and signed, for travel by super trucks.

12.50.030 - Application.¶
A. Any interested person requiring terminal access for super trucks from the federally designated system shall submit their request in writing, together with such information as may be required by the Director of Transportation.
B. Upon receipt of the request set forth above, the Director of Transportation will cause an investigation to be made to ascertain whether or not the proposed terminal facility meets the requirements of the truck terminal. Upon his or her approval of that designation, he or she will then determine the capability of the route requested, and alternate routes, whether requested or not. Determination of route capability will include, without limitation, a review of adequate turning radius and lane width of ramps, intersections and highways and general traffic conditions such as sight distance, speed and traffic volumes. No access off a federally designated highway system will be approved without the approval of CalTrans.
C. Should the requested route pass through the County of Monterey to a terminal located in another jurisdiction, the applicant shall comply with that jurisdictions application process. Coordination of the approval of the route through the County will be the responsibility of the entity which controls the terminals land use.

12.50.040 - Revocation of route.¶
The Director of Transportation may revoke any approved terminal route if the route becomes a traffic hazard for vehicular traffic. A safety hazard includes the inability of interstate trucks to negotiate the route or said vehicles causing unsafe driving conditions for other vehicular traffic or pedestrians.

12.50.050 - Appeal process.¶
A. If the Director of Transportation denies terminal designation, route feasibility or revokes a previously approved route, the applicant/terminal owner, within ten (10) days following the date of receipt of the decision of the Director of Transportation, may appeal said decision to the Board of Supervisors in writing. Any appeal shall be filed with the Clerk of the Board of Supervisors. The appeal shall state specifically wherein there was an error or abuse of discretion by the Director of Transportation or wherein the decision is not supported by the evidence in the record. Within five days of filing of the appeal, the Director of Transportation shall transmit to the Clerk of the Board the request for terminal route, sketches of the revoked route, and all other data filed therewith.
B. The Clerk of the Board of Supervisors shall make copies of the data provided by the Director of Transportation available to the applicant and to the Appellant (if the applicant is not the Appellant) for inspection and may give notice to any other interested parties who requested notice of the time when the appeal will be considered by the Board of Supervisors.
C. If CalTrans and not the Director of Transportation denies or revokes terminal access from federally designated highways, no appeal may be made to the Board of Supervisors, but must be made to CalTrans as may be permitted by CalTrans.

12.50.060 - Super trucks permitted—Signing.¶
A. Whenever the Board of Supervisors, by ordinance, prohibits the operation of a truck with a king pin setting in excess of thirty-eight (38) feet and up to an including forty (40) feet with an overall length of up to sixty-five (65) feet, from roads or portions of roads, the Director of Transportation shall designate such roads or portions thereof by appropriate signs.
B. Whenever the Board of Supervisors, by ordinance, permits the operation of a truck with a king pin setting in excess of forty (40) feet or an overall length greater than sixty-five (65) feet, on roads or portions of thereof, the Director of Transportation shall designate such roads or portions thereof by appropriate signs.
C. When appropriate signs are in place giving notice thereof, no person shall operate any truck contrary to the posted regulation on any such road or portion thereof.

12.50.070 - Super truck routes—Designated.¶
A. Terminal Routes:
Jolon Road, in its entirety between Highway 101 near Bradley to Highway 101 near King City;
Gonzales River Road, from Alta Street westerly for one thousand (1,000) feet;
Blanco Road, in its entirety from the most easterly city limits of Salinas westerly to Reservation Road;
Reservation Road, from Blanco Road, westerly to the city limits of Marina;
Davis Road, from Blanco northerly to Market Street (State Highway 183);
Del Monte Avenue (Castroville), from State Highway 183 northerly to Wood Street;
Wood Street (Castroville), from Del Monte Avenue westerly to Castro Street;
Castro Street (Castroville), from Wood Street southerly to Blackie Road;
Blackie Road from State Highway 183, easterly to the most easterly intersection of Commercial Parkway and Blackie Road;
Neponset Road (Marina area), from the southbound off ramp of Highway 1 southeasterly to Monte Road;
Monte Road (Marina area), from Neponset northerly for two thousand one hundred (2,100) feet;
Abbott Street, in its entirety;
Harris Road, in its entirety;
Spreckels Boulevard, in its entirety;
Rio Road from Highway 1, easterly to Carmel Rancho Boulevard;
Carmel Rancho Boulevard, in its entirety;
Carmel Valley Road, from Carmel Rancho Boulevard westerly to Highway 1;
Potter Road, from State Highway 101 easterly to the northern most end of Rosehart Way;
Rosehart Way, from its northern most end, southwesterly for one thousand one hundred fifty (1,150) feet.
B. Service Routes:
Wildhorse Road, between northbound off ramp and Mesa Verde Road;
Mesa Verde Road, between Wildhorse Road and a point eight hundred (800) feet northerly.

12.50.080 - Penalty for violation.¶
Repealed.
