12.08.010 - Closing or restricted use—Authorized.¶
A. The Director of Transportation of the County of Monterey may restrict the use of, or close, any County highway whenever he considers such closing or restriction of use necessary:
For the protection of the public;
For the protection of such County highway from damage during storms;
During construction, improvement, or maintenance operations on the highway.
B. Any such action of the Director of Transportation may be reviewed and modified by the Board of Supervisors of this County.

12.08.020 - Closing or restricted use—Notice.¶
A. To notify the public that a County highway is closed or its use restricted, the Director of Transportation may:
Erect suitable barriers or obstructions upon such highway;
Post warnings and notices of the condition of any such highway;
Post signs for the direction of traffic upon such highway, or to or upon any other highway or detour open to public travel;
Place warning devices on such highway;
Assign a flagman to warn, detour or direct traffic on such highway.
B. No person shall willfully remove or fail to observe any sign, marker, warning, notice, or direction, placed or given under this Section.

12.08.030 - Repairing vehicles.¶
No person shall make any repairs to, or install any part or accessory on, any vehicle while it is upon any County highway, except emergency repairs necessary to enable a disabled vehicle to be moved from the highway.

12.08.040 - Selling from parked vehicles or structures.¶
No person shall park any vehicle or place any structure wholly or partly within any County highway for the purpose of selling such vehicle or structure, or of selling therefrom or therein, any article or thing, and no person shall sell, display for sale, or offer for sale any article or thing either in or from any such vehicle or structure so parked or placed.
The provisions of this Section shall not prohibit a seller from taking orders or delivering any commodity from a vehicle on that part of any County highway immediately adjacent to the premises of the purchaser.
As used in this Section, "vehicle" means any device in, upon, or by which any person or property is or may be propelled, moved, or drawn upon a highway.
