12.28.005 - Prohibited—Specified places.

A. The Director of Transportations is hereby authorized to prohibit stopping, standing or parking and directed to place and maintain appropriate signs and curb markings giving notice of this regulation at any of the following places when such prohibition as indicated by a traffic engineering investigation will alleviate dangerous hazardous traffic conditions or facilitate the full use of the roadway:

  1. At any place within one hundred (100) feet of the intersection of two or more highways;

  2. At any place within twenty-five (25) feet of a railroad grade crossing;

  3. Adjacent to either side of a crosswalk or driveway entrance for a distance not to exceed twenty (20) feet from either side of such crosswalk or driveway;

  4. Adjacent to any fire hydrant for a distance not to exceed fifteen (15) feet on either side when it has been determined that stopping, standing or parking of any vehicle, whether attended or unattended, would present some special hazard or would prevent ready access to the fire hydrant.

B. When the Director of Transportation, upon the basis of a traffic engineering investigation, finds that the conditions no longer exist to prohibit stopping, standing or parking as authorized in Section 12.28.005(a), the Director shall remove such signs and such curb markings from such portion of such street or highway.

12.28.010 - Prohibited—At all times.

No person shall stop, park, or leave standing any vehicle, whether attended or unattended, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or official traffic-control device, in any of the following places at any time, and the Director of Transportation of the County of Monterey is directed to place and maintain appropriate signs or curb markings giving notice of this regulation at such places:

Crosswalks. On the right-hand side of any road or street, within one hundred (100) feet of the approach side of any yellow marked crosswalk, or within fifty (50) feet of the departure side of such a crosswalk; and on the right-hand side of any road or street, within such number of feet of the approach side of any white-painted crosswalk as equals the sum of the speed limit in miles per hour for such road or street at such crosswalk, plus ten (10) feet.

117 Drive, along the west side of 117 Drive from the north end (including the cul-de-sac in its entirety) southerly for one thousand four hundred (1,400) feet;

Addington Road, on both sides of Addington Road between Calle Del Adobe and Fontes Lane;

Anza Drive, on the north side of Anza Drive, in Serra Village, from a point two hundred forty (240) feet west of the centerline of Anza Circle, westerly for a distance of twenty-five (25) feet;

Arroyo Seco Road, on both sides of Arroyo Seco Road from a point one thousand twenty-five (1,025) feet east of Monterey County Bridge number 326, easterly for a distance of eight thousand (8,000) feet. The Director of Transportation of the County of Monterey is directed to place and maintain appropriate signs giving notice of said regulations;

Arroyo Seco Road, on both sides of Arroyo Seco Road from the centerline of Leslie Lane, easterly for five hundred ten (510) feet;

Arroyo Seco Road, on the north side of Arroyo Seco Road from the centerline of Leslie Lane, westerly for two thousand nine hundred (2,900) feet;

Arroyo Seco Road, on the south side of Arroyo Seco Road from the centerline of the most western intersection with Elm Avenue, westerly for nine hundred sixty-five (965) feet;

Associated Lane, on the north side of Associated Lane, from Salinas Road westerly to its terminus;

Associated Lane, on the south side of Associated Lane, in Pajaro, from the centerline of Salinas Road, westerly to its terminus;

Bay Farms Road, on the west side of Bay Farms Road from a point seven hundred (700) feet south of the centerline of Salinas Road southerly for a distance of one thousand one hundred eighty (1,180) feet;

Blackie Road, on the north side of Blackie Road, from State Highway 183 to the most easterly intersection of Commercial Parkway and Blackie Road;

Blackie Road, on the south side of Blackie Road, from State Highway 183 to six hundred twenty-five (625) feet east of the most easterly intersection of Commercial Parkway and Blackie Road;

Bollenbacher Drive, on the west side of Bollenbacher Drive from a point thirty (30) feet south of the centerline from Rogge Road southerly for a distance of ninety-five (95) feet;

Bollenbacher Drive, on the east side of Bollenbacher Drive from a point thirty (30) feet south of the centerline from Rogge Road southerly for a distance of sixty (60) feet;

Boronda Road, on the east side of Boronda Road from a point one hundred fifty-eight (158) feet south of the centerline of Calle del Adobe, southerly for a distance of one hundred eighty-five (185) feet;

Boronda Road, on the west side of Boronda Road from a point two hundred eighty-five (285) feet north of the centerline of Madison Lane, northerly for a distance of two hundred twenty (220) feet;

Calle Del Adobe, on both sides of Calle Del Adobe between Boronda Road and the city limits of Salinas;

Calle Del Adobe, on both sides of Calle Del Adobe between Boronda Road and El Rancho Way;

Calle Del Adobe, on both sides of Calle Del Adobe from its intersection with Post Drive generally east to its terminus;

Carmelo Avenue, on both sides of Carmelo Avenue, in the unincorporated area near Carmel-by-the-Sea, from Scenic Drive generally north to Santa Lucia Avenue;

Carmel Rancho Boulevard, on both sides of Carmel Rancho Boulevard, in Carmel Valley, from its intersection with Carmel Valley Road southerly to Rio Road;

Carmel Valley Road, on both sides of Carmel Valley Road, approximately opposite the Carmelo School, from a point one hundred (100) feet east of the marked crosswalk on said road in front of said school, westerly for a distance of three hundred fifty (350) feet;

Carmel Valley Road, on both sides of Carmel Valley Road from the centerline of Camp Steffani Road southeasterly for a distance of two thousand five hundred (2,500) feet;

Carmel Valley Road, on both sides of Carmel Valley Road, from a point thereon three hundred seventy (370) feet generally east of the center of its intersection with Laureles Grade Road, westerly for a distance of nine hundred seventy (970) feet;

No person shall stop, park, or leave standing any vehicle, whether attended or unattended, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or official traffic control device, in any of the following places at any time, and the Director of Transportation of the County of Monterey is directed to place and maintain appropriate signs or curb markings giving notice of this regulation and post signs providing for the removal of vehicles in violation of this prohibition at such places:

12.28.013 - Prohibited at all times with tow-away authorization (oversized vehicles).

For the purposes of this section, "oversized vehicle" shall mean a motor vehicle under California Vehicle Code section 670, as may be amended from time to time, which also meets one or more of the following criteria: exceeds seven (7) feet in height; or exceeds seven and a half (7 ½) feet in width; or exceeds twenty-two (22) feet in length; or having a manufacturer's gross vehicle weight rating of ten thousand (10,000) pounds or more. Removal of vehicles in violation of this prohibition shall be processed consistent with California Vehicle Code section 22651, et seq. as may be amended from time to time.

No person shall stop, park, or leave standing any oversized vehicle, whether attended or unattended, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or official traffic control device, in any of the following places at any time, and the Director of Transportation of the County of Monterey is directed to place and maintain appropriate signs or curb markings giving notice of this regulation and post signs providing for the removal of vehicles in violation of this prohibition at such places:

Allison Road, on both sides between Railroad Avenue and San Juan Road.

No person shall park any vehicle upon any County highway for seventy-two (72) or more consecutive hours. Any of the officers or employees who are authorized by Chapter 10 of Division 11 of the Vehicle Code to remove a vehicle from a highway is authorized to remove any such parked vehicle from such highway in the manner prescribed by the applicable provisions of said Chapter 10.

No person shall stop, park, or leave standing, whether attended or unattended, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or official traffic-control device, for longer than twenty (20) minutes in any of the following places; and the Director of Transportation of the County of Monterey is directed to place and maintain appropriate signs or curb markings giving notice of this regulation at such places:

Railroad Avenue, on the south side of Railroad Avenue, in Pajaro, from a point twenty-five (25) feet east of the centerline of Waters Lane, a private road, generally west for a distance of three hundred thirty (330) feet;

Rosehart Way, on the south side of Rosehart Way from a point seven hundred ten (710) feet southwest of the centerline of the eastern intersection of Potter Road and Rosehart Way, westerly for a distance of thirty (30) feet.

San Juan Road, one hundred (100) feet west of Porter Drive on the south side, to Bishop Street for a distance of ninety-five (95) feet.

12.28.070 - Parking—Twenty-four-minute limit.

A. No person shall park any vehicle for longer than twenty-four (24) minutes in any of the following places between 8:00 a.m. and 5:00 p.m., except on Saturdays, Sundays, and holidays, and said places shall be indicated by appropriate signs or curb markings:

Crane Street, on the northwest side of Crane Street, in Castroville, from Merritt Street generally northeast for a distance of sixty (60) feet, exclusive of driveways;

Crane Street, on the southeast side of Crane Street, in Castroville, from a point fifteen and one-half (15.5) feet northeast of Merritt Street generally northwest for a distance of forty (40) feet;

Geil Street, on the northeast side of Geil Street, in Castroville, from the end of the curb return of Wood Street generally northwest for a distance of fifty (50) feet;

Jonathan Street, on the north side of Jonathan Street from the centerline of Salinas Road, westerly for a distance of eighty-four (84) feet;

Merritt Street, on the northeast side of Merritt Street (a state highway), in Castroville, from Crane Street generally northwest for a distance of seventy (70) feet.

B. No person shall stop, park, or leave standing, whether attended or unattended, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or official traffic control device, for longer than twenty-four (24) minutes in any of the following places. This regulation shall be effective upon the days and during the hours specified below for each such place.

Porter Drive, on the west side of Porter Drive from a point three hundred two (302) feet south of the centerline of San Juan Road, southerly for a distance of forty-eight (48) feet; effective times: all days between the hours of 8:00 a.m. and 8:00 p.m.

12.28.075 - Parking—Thirty-minute limit.

No person shall park any vehicle for longer than thirty (30) minutes between 8:00 a.m. and 5:00 p.m. in any of the following places, and said places shall be indicated by appropriate signs or curb markings:

Porter Drive, on the east side of Porter Drive from a point five hundred forty-five (545) feet from the southeast curb return of San Juan Road, southerly to the centerline of Salinas Road.

12.28.080 - Parking—Angle only permitted.

A. Angle parking is permitted on those roads or streets, or portions thereof, specified in Subsection B of this Section, only at those places thereon where the Director of Transportation of the County of Monterey has, in his discretion, placed signs or painted parking stalls giving notice that such parking is permitted. Where such signs or painted parking stalls are in place, no person shall park in any manner other than at the angle indicated by such signs or painted parking stalls, and no person shall park in such a manner as to occupy more than one stall, or in such a manner as to place his vehicle over any painted parking stall line.

B. The roads or streets, or portions thereof, referred to in Subsection A of this Section are as follows:

Lincoln Street, on the east side of Lincoln Street between Chualar Road and Scott Street; on the east side of Lincoln Street from the centerline of Jackson Street, southerly for a distance of two hundred fifty (250) feet, in Chualar;

McDougall Street, on the northeast side of McDougall from a point seventy-six (76) feet northwest of the centerline of Crane Street, northwesterly to a point thirty-nine (39) feet southeast of the centerline of Preston Street, in Castroville;

Preston Street, on the southeast side of Preston Street, from a point ninety-two (92) feet northeast of the centerline of McDougall Street, northeasterly to a point thirty-three (33) feet southwest of the centerline of Pomber Street, in Castroville;

Scott Street, on the south side of Scott Street between Lincoln Street and Washington Street, in Chualar.

12.28.090 - On County freeways.

No person shall stop, park, or leave standing any vehicle upon a County freeway to which the owners of abutting lands have only limited or restricted right or easement of access, except as follows, and the Director of Transportation of the County of Monterey is directed to erect and maintain at reasonable intervals along such freeways signs bearing the words "Emergency Parking Only," or words of similar import:

A. When necessary to avoid injury or damage to persons or property;

B. When required by law or in obedience to a peace officer or official traffic-control device;

C. Any person actually engaged in maintenance or construction on freeway property o employee of a public agency actually engaged in the performance of official duties;

D. Any vehicle which is so disabled that it is impossible to avoid temporarily stopping, and any vehicle which has been summoned to render assistance to a vehicle or person.

12.28.100 - Penalty for violation.

12.28.110 - Prohibited at all times (except disabled persons).

No person, except disabled persons, shall stop, park or leave standing any vehicle, whether attended or unattended, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or official traffic-control device, in any of the following places, and the Director of Transportation of the County of Monterey is directed to place and maintain appropriate signs and curb markings giving notice of this regulation at such places.

In conformance with California Vehicle Code (CVC) Section 22511.7, only vehicles displaying either a special identification license plate issued pursuant to CVC Section 5007 or a distinguishing placard issued pursuant to CVC Section 22511.55 or 22511.59 may legally park in these locations as listed herein:

Circulo de Escuela, on the north side of Circulo de Escuela, near Monterey, from a point forty-two (42) feet west of the centerline of Olmsted Road, westerly for a distance of forty-two (42) feet;

Geil Street, on the northeast side of Geil Street from a point seventy-three (73) feet southeast of the centerline of Union Street, southeasterly for a distance of twenty (20) feet;

Geil Street, on the east side of Geil Street, in Castroville, from a point forty-nine (49) feet south of the south curb line of Main Street, southerly for a distance of twenty (20) feet; and, on the east side of Geil Street from a point eighty-nine (89) feet south of the south curb line of Main Street, southerly for a distance of twenty (20) feet;

Hatton Avenue, on the east side of Hatton Avenue, in Spreckels, from a point one hundred ninety-nine (199) feet north of the northeast curb return at Fourth Street, northerly for a distance of eighteen (18) feet;

Lincoln Street, on the east side of Lincoln Street from a point one hundred seventy-eight (178) feet north of the centerline of Main Street, northerly for a distance of thirty-six (36) feet (two diagonal stalls); on the east side of Lincoln Street from the centerline of Jackson Street, southerly for a distance of twenty-eight (28) feet (one diagonal stall); on the east side of Lincoln Street from a point seventy-nine (79) feet north of the centerline of Scott Street, northerly for a distance of thirty-two (32) feet (two diagonal stalls);

McDougall Street, on the northeast side of McDougall Street from a point thirty-nine (39) feet southeast of the centerline of Preston Street, southeasterly for a distance of eighteen (18) feet, in Castroville;

Ocean Avenue, on the south side of Ocean Avenue from a point one hundred seventy-four (174) feet east of the centerline of Hatton Road, easterly for a distance of twenty-five (25) feet;

Preston Street, on the southeast side of Preston Street from a point ninety-two (92) feet northeast of the centerline of McDougall Street, northeasterly for a distance of twelve (12) feet, in Castroville;

Sandholdt Road, on the east side of Sandholdt Road, in Moss Landing, from a point seven hundred forty-five (745) feet north of the east end of Bridge No. 112, northerly for a distance of twenty-five (25) feet;

Scott Street, on the south side of Scott Street from a point twenty-seven (27) feet west of the centerline of Lincoln Street, westerly for a distance of thirty (30) feet (two diagonal stalls).
