Sec. 5.82.13. General Obligation Bonds, Refunding Series 2000-B, Special Funds.¶
(A) There is hereby created within the Treasury of the City of Los Angeles to receive money from the sale of the General Obligation Bonds, Refunding Series 2000-B (the “Series 2000-B Bonds”), a special fund named the General Obligation Bonds, Refunding Series 2000-B, Funding Fund (the “Funding Fund”) for the purpose of refunding certain bonds from the City of Los Angeles General Obligation Bonds, Series 1993-A, Series 1994-A and Series 1995-A and for the costs of issuing the refunding bonds. The Controller and the Treasurer are authorized to deposit the money in the Funding Fund with the Paying Agent, as authorized in the Series 2000-B Bond Resolution.
(B) There is hereby created within the Treasury of the City of Los Angeles a special fund named the General Obligation Bonds, Refunding Series 2000-B, Debt Service Fund (the “Debt Service Fund”) for the purposes of payment of principal of, premium, if any, and interest on the Series 2000-B Bonds. All money from the collection of property taxes for the Series 2000-B Bonds shall be deposited into the Debt Service Fund. The Debt Service Fund shall retain all of its earnings until such time as they are expended for debt service or the Treasurer directs that some or all of the earnings be deposited into the Excess Earnings Fund in accordance with the City’s Tax Certificate for the Series 2000-B Bonds. (A) There is hereby created within the Treasury of the City of Los Angeles for the purpose of receiving money from the sale of the General Obligation Bonds, Series 2001-A (the “Bonds”), the following special funds:
(1) General Obligation Bonds, Series 2001-A, Branch Library Facilities Construction Fund,
(2) General Obligation Bonds, Series 2001-A, Zoo Improvement Projects Construction Fund,
(3) General Obligation Bonds, Series 2001-A, Animal Shelter Facilities Construction Fund and
(4) General Obligation Bonds, Series 2001-A, Fire/Paramedic, Emergency Helicopter Facilities Construction Fund
(collectively the “Construction Funds”).
No expenditures may be made from the Construction Funds except for the purposes of the branch libraries facilities, zoo improvement projects, animal shelter facilities and fire/paramedic, emergency helicopter facilities, as approved by the voters on November 3, 1998, for the libraries and zoo facilities and on November 7, 2000, for the animal shelters and fire/paramedic, emergency helicopter facilities, including costs of issuance of the Bonds. When all facilities and improvement projects in the Construction Funds are completed, any money remaining in the Construction Funds shall be deposited into the Debt Service Fund, subject to any conditions in the City’s Tax Certificate for the Bonds. All earnings by the Construction Funds shall be retained in the Construction Funds until such time as expended for the purposes of the Construction Funds or the Treasurer directs that some or all of the earnings be deposited into the Excess Earnings Fund, in accordance with the City’s Tax Certificate for the Bonds.
(B) There is hereby created within the Treasury of the City of Los Angeles a special fund named the General Obligation Bonds, Series 2001-A, Debt Service Fund (the “Debt Service Fund”) for the purposes of payment of principal of, premium, if any, and interest on the Bonds and for repayment of any temporary transfers from the City’s Reserve Fund. (B) There is created within the Treasury of the City of Los Angeles a special fund named the General Obligation Bonds, Series 2002-A and Refunding Series 2002-B Cost of Issuance Fund (the “Cost of Issuance Fund”) for the purposes of paying all expenses incident to the sale and issuance of the Series 2002-A Bonds and the General Obligation Bonds, Refunding Series 2002-B (the “Series 2002-B Bonds”). After payment of all costs of issuance any money then remaining in the Cost of Issuance Fund, including any interest earnings, shall be transferred on a pro-rata basis to the respective Construction Funds.
(C) There is created within the Treasury of the City of Los Angeles a special fund named the General Obligation Bonds, Series 2002-A Debt Service Fund (the “Series 2002-A Debt Service Fund”) for the purposes of payment of principal, premium, if any, and interest on the Series 2002-A Bonds and for repayment of any temporary transfers from the City’s Reserve Fund. The premium and accrued interest, if any, received by the City from the sale of the Series 2002-A Bonds and all money from the collection of property taxes for the Series 2002-A Bonds shall be deposited into the Series 2002-A Debt Service Fund. When there are no longer any Series 2002-B Bonds outstanding, any money in the Series 2002-B Debt Service Fund shall be deposited into the City’s General Fund, subject to any conditions in the City’s Tax Certificate for the Series 2002-B Bonds.

(E) There is hereby established in the Treasury of the City of Los Angeles a special fund named the General Obligation Bonds, Refunding Series 2011-B, Excess Earnings Fund (Refunding Series 2011-B Excess Earnings Fund) for the purpose of holding money that the Treasurer finds to be earnings in excess of the yield on the Refunding Series 2011-B Bonds. The Treasurer shall deposit money from the Refunding Series 2011-B Debt Service Fund into the Refunding Series 2011-B Excess Earnings Fund in accordance with the City’s Tax Certificate for the Refunding Series 2011-B Bonds. No expenditures may be made from the Series 2017-A Construction Fund except for the purposes of providing safe, clean affordable housing for the homeless and for those in danger of becoming homeless, such as battered women and their children, veterans, senior, foster youth, and the disabled; and providing facilities to increase access to mental health care, drug and alcohol treatment and other services, as authorized by over two- thirds of all of the qualified voters at the special election on November 8, 2016 (Prop HHH Projects). When all Prop HHH Projects related to the Series 2017-A (Taxable) Bonds are completed, any money remaining in the Series 2017-A Construction Fund shall be deposited into the Series 2017-A Debt Service Fund, subject to any conditions in the City’s resolution authorizing the issuance of the Series 2017-A (Taxable) Bonds. (B) There is hereby established in the Treasury of the City a special fund named the “ General Obligation Bonds, Series 2024-A (Taxable) Debt Service Fund” (Series 2024-A Debt Service Fund), for the purposes of payment of principal, premium, if any, and interest on the Series 2024-A Bonds. The accrued interest, if any, received by the City from the sale of the Series 2024-A Bonds and all money from the collection of property taxes for the Series 2024-A Bonds shall be deposited into the Series 2024-A Debt Service Fund. The Series 2024-A Debt Service Fund shall retain all of its earnings until they are expended for debt service on the Series 2024-A Bonds. When there are no longer any Series 2024-A Bonds outstanding, any money in the Series 2024-A Debt Service Fund shall be deposited into the City’s General Fund, subject to any conditions in the City’s resolution authorizing the issuance of the Series 2024-A Bonds.
(C) Pursuant to City Charter Section 344, money in the special funds described herein shall not be subject to reversion to the Reserve Fund of the City.

(A) There is hereby established in the Treasury of the City of Los Angeles (City) for the purpose of receiving money from the sale of the City of Los Angeles General Obligation Bonds, Series 2026-A (Taxable) (Social Bonds) (Series 2026-A Bonds), the “ General Obligation Bonds, Series 2026-A (Taxable) Proposition HHH Construction Fund ” (Series 2026-A Construction Fund). (q) Solid Waste Resources Revenue Bonds, Series 2023-A Acquisition Fund. There is hereby created in the Treasury of the City of Los Angeles for the purposes of receiving and disbursing money from the sale and issuance of the City of Los Angeles Solid Waste Resources Revenue Bonds, Series 2023-A (Series 2023-A Bonds), a special fund named the “Solid Waste Resources Revenue Bonds, Series 2023-A Acquisition Fund” (Acquisition Fund). Sec. 5.162.48. MICLA Lease Revenue Bonds, Series 2019-B (Real Property).¶
There is created in the Treasury of the City of Los Angeles a special fund, named the “MICLA Lease Revenue Refunding Bonds, Series 2019-B (Real Property) Accounting Fund” (Series 2019-B Accounting Fund) for the purpose of recording accounting transactions for the funds received from, and to be only used to retire certain maturities of commercial paper notes issued by MICLA and to refund certain lease revenue bonds issued by MICLA, the proceeds of which were used to finance and refinance the acquisition and improvement of certain real property of the City. The City Controller shall administer the Series 2019-B Accounting Fund. All earnings of the Series 2019-B Accounting Fund shall be retained in the Series 2019-B Accounting Fund to be used for the purposes permitted by the MICLA Lease Revenue Bonds,
Series 2019 — A (Capital Equipment) and Lease Revenue Refunding Bonds, Series 2019-B…¶
Series 2019-B Accounting Fund shall not revert to the Reserve Fund at the close of each fiscal year.

There is created in the Treasury of the City of Los Angeles a special fund, named the “MICLA Lease Revenue Bonds, Series 2020-A
(Capital Equipment) Accounting Fund” (Series 2020-A Accounting Fund) for the purpose of recording accounting transactions for the MICLA Lease Revenue Bonds, Series 2020-A (Capital Equipment) transaction, which Bonds are to be used to retire certain maturities of commercial paper notes issued by MICLA to finance and refinance the acquisition of certain items of equipment of the City. The City Controller shall administer the Series 2020-A Accounting Fund. Any monies in the Series 2020-A Accounting Fund, if any, shall not revert to the Reserve Fund at the close of each fiscal year.

Sec. 5.162.50. MICLA 2019 Street Lighting Financing.¶
There is created in the Treasury of the City of Los Angeles a special fund, named the “MICLA 2019 Street Lighting Financing Construction Fund” for the purpose of receiving and expending the new money received from the MICLA 2019 Street Lighting Financing and which new money shall be used solely for the acquisition and installation of certain streetlights with light-emitting diode and/or high voltage conversion and related improvements. Money in the MICLA 2019 Street Lighting Financing Construction Fund shall be used only to finance costs associated with the acquisition and installation of the streetlights and related improvements, and no money shall be released from the MICLA 2019 Street Lighting Financing Construction Fund except in accordance with the tax certificate for the MICLA 2019 Street Lighting Financing. All earnings by the MICLA 2019 Street Lighting Financing Construction Fund shall be retained by the MICLA 2019 Street Lighting Financing Construction Fund to be used for the purposes permitted by the MICLA 2019 Street Lighting Financing transaction and the related tax certificate.

Sec. 5.162.52. MICLA 2020 Streetlights Financing.¶
There is created in the Treasury of the City of Los Angeles a special fund, named the “MICLA 2020 Streetlights Construction Fund” for the purpose of receiving and expending the new money proceeds from the MICLA 2020 Streetlights Financing and which new money shall be used solely to finance the costs of the acquisition and installation of approximately 2,500 streetlights with light-emitting diode (LED) and/or high voltage conversion and other related improvements (Project). No money shall be released from the MICLA 2020 Streetlights Construction Fund except to pay for costs of the Project and as provided in the tax certificate for the MICLA 2020 Streetlights Financing (Tax Certificate). All earnings on amounts held in the MICLA 2020 Streetlights Construction Fund shall be retained in the MICLA 2020 Streetlights Construction Fund to be used for the purposes permitted by the MICLA 2020 Streetlights Financing transaction and the Tax Certificate. Any money remaining in the MICLA 2020 Streetlights Construction Fund after completion of the Project shall be dealt with in accordance with the Tax Certificate.

Improvement Corporation of Los Angeles. The proceeds of such commercial paper notes were used to finance and/or refinance the acquisition of certain items of equipment of the City and the acquisition and improvement of certain real property of the City. The City Controller shall administer the Series 2021- C Accounting Fund. Monies in the Series 2021-C Accounting Fund, if any, shall not revert to the Reserve Fund at the close of each fiscal year.

There is created in the Treasury of the City of Los Angeles a special fund, named the “MICLA Lease Revenue Bonds, Series 2025 (Los Angeles Convention Center) Construction Fund” (Series 2025 Construction Fund), for purpose of receiving, investing, and expending the proceeds from the Municipal Improvement Corporation of Los Angeles Lease Revenue Bonds, Series 2025-A (Los Angeles Convention Center) and Lease Revenue Bonds, Series 2025-B (Los Angeles Convention Center) (Federally Taxable) (Bonds). Money in the Series 2025 Construction Fund, including any earnings thereon, shall be released and used to finance and refinance the costs of the expansion and modernization of, and improvements to, the Los Angeles Convention Center (Project), including to make rebate payments to the United States government, as provided in the indenture for the Bonds (Indenture). All earnings on amounts held in the Series 2025 Construction Fund shall be retained in the Series 2025 Construction Fund and used in accordance with the Indenture. Any money remaining in the Series 2025 Construction Fund after completion of the Project shall be used in accordance with the Indenture. Money in the Series 2025 Construction Fund, if any, shall not be subject to reversion to the Reserve Fund.

(f) Debt Service Reserve Fund Releases Tracking Fund. Wastewater System Debt Service Reserve Fund Releases Tracking Fund (the “DSRF Releases Tracking Fund”) for the purpose of depositing amounts released from the Debt Service Reserve Fund in connection with the issuance of the Bonds to facilitate compliance with certain federal tax law requirements applicable to the Debt Service Reserve Fund releases for the Wastewater System revenue bond program. The Bureau of Sanitation shall administer the DSRF Releases Tracking Fund. Monies in the DSRF Releases Tracking Fund, if any, shall not revert to the Reserve Fund at the close of each fiscal year.
(g) Reimbursement Tracking Fund. Wastewater System Reimbursement Tracking Fund (the “Reimbursement Tracking Fund”) for the purpose of depositing reimbursements received by the Bureau of Sanitation from various sources related to the Wastewater System to facilitate compliance with certain federal tax requirements applicable to replacement proceeds for the Wastewater System revenue bond program. The Bureau of Sanitation shall administer the Reimbursement Tracking Fund. Monies in the reimbursement Tracking Fund, if any, shall not revert to the Reserve Fund at the close of each fiscal year.
Money shall be deposited into the funds created in this section, held and disbursed and the earnings thereon dealt with as provided in Section 5.168.2 of this Code and (except for the “A” CP Construction Fund, “B” CP Construction Fund, “C” Construction Fund, and the CP Rebate Fund) in the Wastewater System General Resolution and the supplements thereto. Moneys shall be deposited into the “A” CP Construction Fund, “B” CP Construction Fund, “C” Construction Fund and the CP Rebate Fund, held in such funds and disbursed and the earnings thereon dealt with as provided in Section 5.168.2 of this Code and the City’s Wastewater System Subordinate Revenue Bonds General Resolution adopted by the Council in March, 1991 (the “Subordinate Wastewater General Resolution”) and supplements thereto.
Moneys in the funds created in Section 5.168.1 shall not, such funds being “bond funds” pursuant to Charter Section 344, be subject to transfer to the Reserve Fund.

Sec. 5.168.2. Deposits Into Wastewater System Revenue Bond Funds.¶
In accordance with instructions received from the Director of the Bureau of Accounting, Department of Public Works, and concurred by the Controller, the Treasurer shall, on or before the twenty-fifth day of each month commencing on November 25, 1987, withdraw from the Sewer Construction and Maintenance Fund, and, if needed, the Sewer Operation and Maintenance Fund and the Sewer Capital Fund (these
three funds hereafter referred to as the “Sewer Revenue Funds”) as directed by the Director of the Bureau of Accounting, Department of Public Works, with the concurrence of the Controller, an amount sufficient to make the required monthly deposit to the Debt Service Funds and Debt Service Reserve Funds and, thereafter, if funds remain in the Sewer Revenue Funds, to make any required deposit to the Emergency Fund. Such deposits shall be in such amounts as provided for in the Wastewater System General Resolutions and the supplements thereto. So long as the conditions set forth in the Wastewater System General Resolution and the Subordinate Wastewater General Resolution are met, the Treasurer, in accordance with instructions received from the Director of the Bureau of Accounting, Department of Public Works, and concurred by the Controller, shall withdraw money from the Sewer Revenue Funds in such amounts and at such times as shall be needed to pay debt service or make deposits to be used to pay debt service on or fund reserves for the subordinate wastewater system revenue bonds and notes as provided in the Subordinate Wastewater General Resolution and the supplements thereto.
The Construction Funds shall be funded in accordance with the Wastewater System General Resolution and the Subordinate Wastewater General Resolution, and the supplements thereto, with proceeds of the corresponding wastewater system revenue bonds and subordinate wastewater system revenue bonds, respectively.
The “A” CP Construction Fund and the “B” CP Construction Fund shall be funded in accordance with the Wastewater Subordinate General Resolution and supplements thereto with proceeds of the sale of new issue Wastewater System Commercial Paper Revenue Notes.
The Rebate Funds will be funded as required, in accordance with instructions provided by the City Administrative Officer and concurred by the Controller, with funds withdrawn from the Sewer Revenue Funds or, if required and permitted by the Wastewater System General Resolution, with funds withdrawn from the Debt Service Reserve Fund, or with any funds permitted to be deposited to a rebate fund, including the construction fund for the related series of bonds.
The Emergency Fund will be funded at the time the Wastewater System Revenue Bonds Series 1987 are issued with $5,000,000, or such other amount as shall from time to time be recommended as provided in the Wastewater System General Resolution, which shall be withdrawn from the Sewer Construction and Maintenance Fund for such purpose.
The Debt Service Reserve Funds shall be funded, respectively, at the time the corresponding wastewater system revenue bonds, respectively, are issued in accordance with the supplemental resolutions to the Wastewater System General Resolution, in an amount sufficient, when the amounts in such funds are combined, to equal Maximum Annual Debt Service as defined in the Wastewater System General Resolution which amounts shall be derived primarily from the proceeds of the bonds and a portion of which may be withdrawn from the Sewer Revenue Funds for such purposes. At the time of issuance of any wastewater system revenue refunding bonds, amounts shall be transferred from any or all of those Debt Service Reserve Funds described above which were created in connection with the refunded bonds to the Debt Service Reserve Fund created for the refunding bonds or to any escrow account or fund created in connection with the refunding, in such amounts, if any, as shall be directed by the Treasurer.
