Sec. 5.499. Creation and Administration of the Fund.¶
(a) There is hereby created and established in the Treasury of the City of Los Angeles a special fund to be known as the “Emergency Medical Services Collection Fund,” hereinafter referred to in this chapter as the “Fund.”
(b) The purpose of the Fund shall be to receive revenues and make expenditures in connection with the collection, by private collection agencies under contract with the City of Los Angeles, of delinquent ambulance billings.
(c) All delinquent ambulance billings monies collected by private collection agencies under contract with the City of Los Angeles shall be deposited in the Fund.
(d) All interest and other earnings attributable to monies in the Fund shall be credited to the Fund.
(e) Monies deposited in the Fund shall be used to pay for all expenditures resulting from the collection contracts between private collection agencies and the City of Los Angeles regarding the collection of delinquent ambulance billings.
(f) The Fund shall be administered and expenditures shall be authorized by the Chief Engineer and General Manager of the Fire
Department or the Chief Engineer and General Manager’s designee.
(g) Monies not expended from the Fund may be transferred, as directed by the City Council, to the General Fund.
(h) The Chief Engineer and General Manager of the Fire Department shall report to the City Council and the Mayor regarding and
identifying all receipts into, and all expenditures out of, the Fund, as well as the purposes for which the expenditures were made. Each report shall cover a fiscal year and shall be submitted within 90 days after the close of said fiscal year.
