2.66.010 - Office established.

There is established the office of local health authority executive director ("LHA Executive Director") for the county of Imperial ("county") and the Imperial County Local Health Authority.

2.66.020 - Qualifications for office.

The LHA Executive Director shall be chosen upon the basis of that knowledge and those skills set forth in a job description previously approved by the Imperial County Local Health Authority Commission ("commission").

2.66.030 - Conditions of employment.

A. Appointment and Tenure. The LHA executive director shall be appointed by a majority vote of the commission. Notwithstanding any other provision of Title 3 of the County of Imperial Codified Ordinances, the LHA executive director shall be employed by a joint employment contract, the terms of which shall be negotiated among the commission, the county, and the LHA executive director. The LHA executive director shall serve at the pleasure of the commission, and may be removed at any time, with or without cause, as further outlined in the joint employment contract.

B. Salary. Notwithstanding any other provision of Title 3 of the County of Imperial Codified Ordinances, the salary of the LHA executive director shall be established by the commission through a joint employment contract, and shall be paid by the county's auditor-controller in the same manner as the salaries of other county employees.

C. Benefits. Notwithstanding any other provision of Title 3 of the County of Imperial Codified Ordinances, the benefits to which the LHA executive director is entitled, including, but not limited to, leave, healthcare, retirement, severance, and other fringe benefits, shall be established by the commission through a joint employment contract; however, nothing within this chapter shall be interpreted as withholding or otherwise limiting those benefits to which the LHA executive director is entitled in accordance with applicable state or federal law. The provisions of section 3.32.040 of the County of Imperial Codified Ordinances shall not apply to the LHA executive director.

2.66.040 - Duties and responsibilities.

The primary duties and responsibilities of the LHA executive director shall be those duties set forth in the joint employment contract and the job description for the LHA executive director approved by the commission. The commission may assign the LHA executive director additional duties and responsibilities.
