2.112.010 - Membership terms and vacancies.¶
There is created an Imperial County accident and safety committee, as an advisory body to the board of supervisors, appointed by the board to serve without compensation. The committee shall be composed of nine members, seven of whom shall be appointed from the county offices, institutions and departments, the eighth member shall be designated annually by the board of supervisors from its members, and the ninth member shall be the Imperial County director of human resources. Three members shall be appointed for two years and four appointed for one year. All subsequent terms shall be for two years. The county counsel shall render legal advice to the committee upon request. The board of supervisors shall fill vacancies on the committee by interim appointments for the unexpired term.

2.112.020 - Duties of the committee.¶
The safety committee shall:
A. Establish a program designed to promote safety and prevent accidents within the offices, institutions, and departments at the county;
B. Aid department heads in the establishment of rules for use and conservation of county equipment;
C. Hold meetings quarterly with additional meetings as needed.

2.112.030 - Powers of the safety committee.¶
The safety committee is hereby authorized:
A. To join safety organizations, to obtain posters, circulars, and other matters pertaining to safety and accident prevention, and to cause the same to be distributed to the offices, institutions, and departments of the county;
B. To arrange for periodic safety inspections as needed;
C. To promote safety by recognizing county employees in the form of certificates or plaques for safety observance and achievement;
D. To prescribe by resolution, rules for the conduct of the committee's business, including the time and place of meetings and the order of such business; provided, however, that the rules shall require a quorum of not less than five committee members for the transaction of business; and provided further that such rules shall authorize the committee to report any committee member absenting himself or herself from two consecutive meetings to the board of supervisors, with the request that a vacancy on the committee be declared, and that a replacement be appointed by the board of supervisors.

2.112.040 - Internal organization.¶
At the first meeting of the committee following January 1st of each year, there shall be chosen from among the members thereof a chairperson and a vice-chairperson. The county director of human resources shall serve as permanent secretary to the committee and may vote and take part in its proceedings.

2.112.050 - Reporting of accidents.¶
It shall be the duty of all county employees involved in any accident incurred in the course of employment to report the same forthwith, including all details thereof, on forms approved and provided by the safety committee.

2.112.060 - Investigation of accidents.¶
The head or authorized agent of each county office, institution or department, shall make an immediate and complete investigation of accidents in which his or her employees are involved, and shall forward a report thereof, with recommendations whereby such accidents may be prevented to the secretary of the committee, such report and recommendations to be made on forms prescribed by the committee.

2.112.070 - Records of the safety committee.¶
The secretary of the committee shall:
A. Be responsible for the forwarding of completed forms covering all accidents to the appropriate agencies;
B. Make his or her files of accident reports available to the safety committee at all times.
All existing accident reports and files now in the possession of any county office, institution or department shall be turned over to the secretary of the safety committee.
