Chapter 6 — Regulation of Parking Facilities

6601 - Purpose of regulations.

The purpose of this Chapter is to provide for the regulation of pedestrian and vehicular traffic and parking on the grounds, pedestrian walkways and parking facilities adjacent to and/or servicing Ventura County government office buildings or other facilities owned, used or leased by the County of Ventura or in the unincorporated area of the County. Regulations hereunder shall be for the purpose of providing the maximum amount of convenient parking and appropriate pedestrian walkways for the benefit of persons engaged in business with the County or County employees.

6601-1 - Enforcement by the Sheriff's Department and State agencies.

Enforcement of this ordinance in the unincorporated areas of the County, other than upon County owned or controlled property, will be accomplished by the County Sheriff's Department and/or any appropriate State agency.

6602 - Director shall regulate use.

The Director of the Ventura County General Services Agency and the Director of the Ventura County Health Care Agency shall determine the appropriate and most efficient utilization of those County facilities under his/her respective direction and control. Such authority shall specifically include the authority to issue citations and notices of violations relating to the Ventura County Ordinance Code and the California Vehicle Code and the placement of signs and markings upon the parking facilities and pedestrian walkways

within the jurisdiction of the Issuing Agency to indicate where vehicular travel and parking is permitted and for limiting such travel and parking as necessary.

6603 - Issuing agency designation and authority.

Any County Agency wherein the Director has the authority to issue citations for criminal violations and notices of violation for civil violations of County ordinances shall be deemed to be the Issuing Agency for enforcement of parking violations as such is defined under the California Vehicle Code. The Agency Director may determine, and thereafter post and mark, those parking stalls or spaces to be reserved for maintenance and other special parking for officers or employees, the press and physically handicapped.

6604 - Director may issue permit.

The Director of General Services Agency or his/her designee may issue permits for fixed periods of time to park in parking stalls or spaces, not otherwise reserved, for the more efficient transaction of the business of the County of Ventura.

6605 - Vehicle Code applies.

All of the provisions of the California Vehicle Code relating to traffic upon the highways shall be applicable to traffic upon the parking facilities of the County of Ventura and the unincorporated areas of the County, except as otherwise provided in these regulations.

6606 - Operating, parking or standing regulated.

When signs or markings authorized by these regulations are in place giving notice thereof, no person shall operate, park, or leave standing any vehicle upon the public facilities of the County of Ventura contrary to the direction and provision of such signs and markings.

6607 - Parking for official business.

No person shall park or leave standing unattended any vehicle, upon the parking facilities of the County of Ventura unless such person has lawful or official business to transact with the County and then only for the time necessary to transact such business. All persons parking upon the facilities of the County of Ventura at any time will obey any signs limiting parking by duration and/or time of day. This section is intended to prohibit the use of County property for overnight camping of any kind or any other unauthorized use.

6608 - Curb markings.

No person shall park or leave standing any vehicle upon the parking facilities of the County of Ventura or the unincorporated areas of the County at any time in violation of any curb markings as such are set forth in California Vehicle Code section 21458.

6609 - Reserved parking regulated.

No person shall park or leave standing any unauthorized vehicle upon the parking facilities of the County of Ventura at any time in a parking area, lot, stall or space reserved for any official or employee whose name or title is posted or marked or in a parking area, lot, stall or space posted or marked "RESERVED."

6610 - No double parking.

No person shall double-park any vehicle upon the parking facilities of the County at any time. Double parking shall be defined under California Vehicle Code section 22500(h).

6611 - Specific regulations.

(a)

For the parking facility adjacent to and serving the San Buenaventura City Hall and the Ventura County Office Building, no privately owned vehicle, driven by an officer or employee of the City of San Buenaventura or of the County of Ventura or any person regularly employed in any City or County building and no City or County vehicle, other than an emergency vehicle while responding to an emergency, shall be parked in any parking stall or space painted yellow or marked "For Public Parking Only" at any time between 8:30 a.m. and 4:30 p.m. of any day except Saturdays, Sundays and holidays.

For all other parking facilities of the County of Ventura, no privately owned vehicle, driven by an officer or employee of the County of Ventura or any person regularly employed in any County building and no County vehicle, other than an emergency vehicle responding to an emergency, shall be parked in any parking stall or space painted yellow or marked "For Public Parking Only" at any time between 8:30 a.m. and 4:30 p.m. of any day except Saturdays, Sundays and holidays.

6612 - Violation.

Any violation of the foregoing Ordinance Code sections 6603 through 6611 shall be subject to the following fines in addition to any administrative charges or penalties authorized under the California Vehicle Code.

6613 - Removal of abandoned vehicles.

The Director of each Issuing Agency is authorized to have removed, at the owner's expense, any unattended vehicle or unattached trailer parked or left standing and deemed abandoned upon the facilities of the County of Ventura, within the jurisdiction of such agency, and in conformance with the provisions of the California Vehicle Code.

Regulation of County Facilities

6650 - Purpose of regulations.

The purpose of this Chapter is to provide for the regulation of pedestrian walkways and the general use of the grounds and facilities adjacent to and/or servicing Ventura County government office buildings and other facilities owned, used or leased by the County of Ventura. Regulation hereunder shall be for the purpose of providing for the appropriate use of County facilities for the benefit of persons engaged in business with the County or County employees.

6651 - Director shall regulate use.

The Director of the Ventura County General Services Agency shall determine the appropriate and most efficient utilization of those County facilities under his direction and control.

6652 - Pedestrians have right of way.

All pedestrians shall have the right of way at all times everywhere on the parking facilities of the County of Ventura and drivers of all vehicles shall exercise due caution when approaching and passing pedestrians on those facilities.

6653 - Activities restricted to specific areas.

Specific activities such as golf, football, baseball, etc., are not allowed except as specifically provided for in designated and/or marked areas or facilities.

6654 - Prohibition on skateboards, roller skates, etc.

No person shall ride or propel any skateboard, roller skates, coaster, toy vehicle or similar device on or along any parking facility, pedestrian walkway, or grounds of the County of Ventura.

6655 - Restriction upon placement of advertising upon automobiles.

No person shall place upon or within any automobile, parked upon County property, any commercial advertisement, circular, newspaper, handbill or other such document without the express permission of the owner of the vehicle or Director of General Services Agency or his/her designated agent. The purpose of this section is to minimize the littering of County property and the resultant expense in removing such litter.

6656 - Leash requirement.

All dogs, when on County property, shall be leashed and the leash controlled by the owner or the owner's representative. The foregoing shall not apply if the dogs are securely confined in a vehicle or if the dog is a seeing eye or physically disabled guide dog.

6656-1 - Removal of animal waste.

Owners shall ensure that any and all feces left by their dog(s) while on County property are immediately removed, unless the owner is physically unable to do so.

6657 - Enforcement.

Any violation of sections 6651 through 6656 shall constitute an infraction and be subject to a fine in the amount of $30.00.
