Article 4 — Fire Regulations

6504 - Purpose.

The purpose of this article is to establish reasonable minimum fire safety regulations for the protection of persons, aircraft, and other property.

6504-1 - Applicability.

In addition to any other requirement imposed by law, all persons at the airport shall comply with the specific fire regulations applicable to all persons using the airport, under the Uniform Fire Code.

Every person using the airport or its facilities in any way shall use the utmost caution to prevent fire and shall not cause to exist any condition constituting a fire hazard.

These rules shall at no time be construed to conflict with FAA Regulations, the Uniform Fire Code or the National Fire Protection Association Standards.

6504-2 - Flammable finishes, doping and painting.

The application of flammable finishes, doping and painting of aircraft, shall be performed in an authorized space designated by the Director of Airports with prior written approval and shall conform with all associated regulations.

Incidental doping and painting of aircraft for routine maintenance shall conform with all associated fire, air pollution control and environmental health regulations.

6504-3 - Smoking, open fires, or spark producing device.

Smoking, open fires, or spark producing devices are prohibited on the airport in the following circumstances:

(a)

Areas marked or posted;

(b)

Within fifty (50) feet of aircraft, hangars, fuel servicing tank vehicles, and fuel loading stations;

(c)

On aircraft loading ramps, aprons, and aircraft parking areas.

No person shall start a fire on the airport such as a campfire, barbecue, or any fire whatsoever without prior written approval from the Director of Airports.

No welding unless authorized by the Director of Airports and permitted by the Fire Department.

6504-4 - Portable fire extinguishers.

Portable fire extinguishers suitable for flammable or combustible Class A/Class B/and Class C fires shall be required for:

(a)

Hangars—All individual hangars at Oxnard and Camarillo Airports shall be equipped with one or more fire extinguishers having a minimum 2A-10 B:C classification.

(b)

Towing Vehicles—Every vehicle used for towing aircraft shall be equipped with at least one 20 B:C fire extinguisher having a minimum of 20 B:C classification.

(c)

Aircraft Refuelers—Every aircraft fuel servicing tank vehicle shall be equipped with two 20 B:C fire extinguishers easily accessible from either side of the vehicle.

6504-5 - Fueling and defueling.

(a)

Fueling Prohibited—No aircraft shall be fueled or defueled while the aircraft is in a hangar or enclosed space.

(b)

Smoking Prohibited—Smoking is prohibited within fifty (50) feet of an aircraft while the aircraft is being refueled or defueled.

(c)

Bonding Required—During fuel servicing, the aircraft and the fuel servicing tank vehicle shall be properly bonded to prevent the possibility of static ignition of fuel.

(d)

Hot Refueling—Hot refueling is not authorized except under emergency situations or by prior approval by the Director of Airports.

(e)

Self Fueling—All individuals wishing to self fuel shall comply with all applicable local, State, and Federal laws and regulations and shall obtain and comply with permits from the Department of Airports and the Fire Department.

6504-6 - Fueling of ground vehicles.

No person shall fuel any ground vehicles on the airports except for those which include:

(a)

Fuel servicing tank vehicles;

(b)

FBO vehicles used for towing aircraft;

(c)

Necessary specialized equipment for use by FBO's and Airlines.

6504-7 - Privileges.

Tenants wishing to store, handle, and dispense aircraft fuel at the airports must obtain written approval from the Director of Airports and an appropriate Fire Department permit.
