Article 2 — Definitions

61002 - Area, limited to.

The definitions set forth in this Article govern the interpretation of this Chapter and apply to the Rincon Parkway, County of Ventura.

61002-1 - Person.

"Person" means any individual, association, organization, partnership, corporation, or other entity, but does not include any governmental entity.

61002-2 - Board.

"Board" means the Board of Supervisors of the County of Ventura.

61002-3 - Director.

"Director" means that person appointed by the Board of Supervisors as the Director of the General Services Agency.

61002-4 - Animal.

"Animal" means any creature, except a human being.

61002-5 - Refuse.

"Refuse" means any animal, vegetable, or mineral matter, such as swill, solid or liquid waste, sewage, cans, bottles, paper, wood, petroleum products, carcasses of dead animals, trash and garbage.

61002-6 - County.

"County" means the County of Ventura.

61002-7 - Permit.

"Permit" means written consent, warrant or license granted by the Director allowing specific functions on the Rincon Parkway.

61002-8 - Recreational vehicle parking meter zone.

"Recreational vehicle parking meter zone" means State Route 1 between one (1.0) mile north of Route 33 and one and one-half (1.5) miles south of Santa Barbara County line. The area within the recreational vehicle parking meter zone designated for metered parking is on the Pacific Ocean side, State Route 1 parking spaces between milepost 25.61 and milepost 26.65.

61002-9 - Buffer zone.

"Buffer zone" means the four and one-half (4½) foot wide "No Parking" area between the bike lane and the recreational vehicle parking meter zone and day use areas. This zone extends horizontally and vertically.

61002-10 - Recreational vehicle parking meter space.

"Recreational vehicle parking meter space" means twenty-four (24) hour parking in the recreational vehicle parking meter zone.

61002-11 - Vehicle.

"Vehicle" has the same meaning as in Vehicle Code section 670.

61002-12 - Recreational vehicle.

"Recreational vehicle" has the same meaning as in Health and Safety Code section 18010.

61002-13 - Rent and Fee Schedule.

"Rent and Fee Schedule" means the document approved by the Board of Supervisors setting Ventura County Parks Department fees, permits, and licenses for County-operated or lease-managed parks.

61002-14 - Alcoholic beverage.

"Alcoholic beverage" means and includes alcohol, spirits, liquor, wine, beer, and every liquid or solid containing alcoholic spirits, wine or beer, and which contains one-half of one (0.5) percent or more of alcohol by volume, and which is fit for beverage purposes either alone or when diluted, mixed or combined with other substances.

61002-15 - Limited parking zone.

"Limited parking zone" means a parking area that restricts parking during designated times.

61002-16 - County Parks.

"County Parks" means any park, trail, community center, or recreation facility owned by, leased by, or under the control of the County, either exclusively or concurrently with another governmental entity or entities.

61002-17 - Park or parking.

"Park or parking" means the standing of a vehicle, whether occupied or not, other than temporarily for the purpose of, and while actually engaged in, loading or unloading passengers or merchandise. This is pursuant to Vehicle Code section 463.

61002-18 - Memorial.

"Memorial" means any item or display left in memory of a person or animal.

61002-19 - Gender.

"Gender." The use of masculine pronouns is intended to be gender-neutral and applies to the feminine use when applicable.

61002-20 - Shall and may.

"Shall" is mandatory and "may" is permissive.

61002-21 - Loud or raucous noise.

"Loud or raucous noise" means any sounds from the use or operation of any device in such a manner that the volume or sound is unreasonably loud, raucous, jarring, disturbing, or a nuisance to persons or domestic animals.
