Article 8 — Traffic Regulations

6508 - Applicability.

The purpose of this article is to provide minimum standards to safeguard life, property, and public welfare by regulating and controlling the various motor vehicle activities on the airports owned and operated by the County of Ventura.

6508-1 - General.

Motor vehicles shall be operated in a proper and safe manner in accordance with the motor vehicle laws of the State of California and ordinances of the County of Ventura.

6508-2 - License and access requirements.

All persons seeking to operate a motor vehicle in the restricted area of the airport must possess:

(a)

Valid drivers license;

(b)

A security gate card issued by the Director of Airports.

Persons not meeting the above requirements shall be under the direct supervision of an authorized individual.

6508-3 - Suspended or revoked permit.

(a)

The operation of a motor vehicle on the airports is a privilege which may be suspended by the Director of Airports for repeated violations of any traffic regulations set forth in this article.

(b)

Driving privileges shall permanently be suspended by the Director of Airports after three violations in a twelve (12) month period.

6508-4 - Airport roadways.

(a)

No person shall operate a motor vehicle on, upon, or across any portion of the airport except along or upon roadways designated for travel by motor vehicles or those portions set aside by the Director of Airports.

(b)

Any person found operating a motor vehicle without the required authorization or when his/her authorization has been revoked or suspended, may be permanently barred from operating a motor vehicle or equipment on the airports.

6508-5 - Insurance.

Any person operating a motor vehicle on the airport must have vehicle liability insurance as required by the State of California.

6508-6 - Commercial vehicles.

No person shall operate any vehicle for hire on or from the airports without an appropriate permit from the County and complying with such conditions as may be prescribed by the County.

6508-7 - Loading and unloading of passengers.

No common carrier or vehicle for hire shall load or unload passengers at any place other than those designated by the Director of Airports.

6508-8 - Vehicles on air operations areas.

(a)

No motor vehicle or other vehicle shall be operated on the air operations area, except by persons authorized by the Director of Airports.

(b)

No motor vehicle shall operate on the prohibited areas without communications and prior clearance from air traffic control, or by being escorted by a radio equipped vehicle as authorized by the Director of Airports.

(c)

Any vehicle operating on unimproved areas shall take care to avoid tracking foreign object debris (FOD) onto runways and taxiways.

6508-9 - Speed limit.

Motor vehicles shall be operated in strict compliance with speed limits posted on traffic signs and in no event at a speed in excess of fifteen miles per hour (15 MPH) in open areas, ten miles per hour (10 MPH) in hangar areas and five miles per hour within fifty (50) feet of any aircraft.

6508-10 - Proximity to aircraft.

Except for motor vehicles engaged in servicing aircraft, a motor vehicle must not pass under any portion of the aircraft.

6508-11 - Right-of-way.

(a)

Aircraft have the right-of-way over all motor vehicles, except emergency vehicles.

(b)

Emergency vehicles responding to an emergency have the right-of-way over all motor vehicles, including aircraft.

6508-12 - Emergencies.

When an emergency occurs on the airport, traffic may be halted, detoured, or diverted by airports personnel to maintain safety. All persons on the airport shall obey the restrictions imposed upon operation during such emergencies.

6508-13 - Incidents/accidents.

Any person operating a motor vehicle involved in an incident or accident which causes injury to or death of any person or damage to or destruction of property shall notify the airports department personnel immediately. Unless further injury or damage is imminent, the

motor vehicle(s) shall not be moved until authorized by the Airports Department.

6508-14 - Hangar entrances.

Hangar entrances shall be kept clear at all times for ingress and egress of tenants' aircraft. The Director of Airports may move or have towed away at the owner's expense, parked vehicles which hinder any approved operation.

6508-15 - Reckless or careless operation.

No person shall operate a motor vehicle on the airport in a reckless or careless manner. A "reckless or careless manner" with regard to this section means intentionally or through negligence threatening the life or safety of any person or threatening damage or destruction to any property of any person. A violation of this section constitutes a misdemeanor.

6508-16 - Loading and unloading of aircraft.

A person shall not operate a motor vehicle between a parked aircraft and the terminal building while that aircraft is engaged in loading and unloading activities.

6508-17 - Motor vehicle service and repair.

No person shall service, repair, overhaul or perform other maintenance on a motor vehicle or other equipment on the airports except in an area approved by the Director of Airports.

6508-18 - Motor vehicle lights.

The following are minimum motor vehicle safety lighting requirements. Lights required by this section must be of sufficient illumination to ensure safe operations.

(a)

All motor vehicles operated on the airport at night shall be equipped with headlights and taillights.

(b)

All baggage and cargo carts shall be equipped with reflectors and reflective tape installed in such a manner as to be visible from the front, sides, and rear of cart.

6508-19 - Motor vehicles and equipment brakes.

(a)

Motor vehicles operating on the airports must be equipped with a functional braking system.

(b)

Motor vehicles shall not be left unattended with the engines running, unless standard chocks are in place in front and behind one of the tires, or unless the emergency brake is set and the operator of that vehicle is assured that the emergency brake is functioning properly.

(c)

Baggage carts, cargo carts or other equipment must be equipped with a properly functioning braking system.

6508-20 - Markings, signs.

No person shall park or leave unattended any motor vehicle or other equipment in a manner contrary to any sign, pavement marking, or other control device.

6508-21 - Parking—All parking violations shall be subject to civil and not criminal enforcement if they occur on or after July 1, 1993.

(a)

No motor vehicle shall be parked on the airport except in a manner and at locations prescribed by the Director.

(b)

No person shall park or leave unattended a motor vehicle or other equipment on the airports which interferes with the use of a facility by others or which prevents movement by other motor vehicles or equipment.

(c)

No person shall park or leave unattended a motor vehicle or other equipment in a manner which may or does interfere with or prevent an aircraft fuel servicing tank vehicle's immediate access away from an aircraft or any location in the event of an emergency.

(d)

No motor vehicle shall be parked within fifty (50) feet of any fuel storage facility.

6508-22 - Abandoned vehicles—All parking violations shall be subject to civil and not criminal enforcement if they occur on or after July 1, 1993.

The provisions of this article are applicable to all vehicles on the airport.

(a)

Any vehicle that remains on the airport or any other location under the control and responsibility of the airport, for more than seventy- two (72) hours in an undesignated area, may be given a written notice of illegal parking.

(b)

On the third day following the notice of illegal parking, a written notice of intent to remove the vehicle may be placed on the vehicle.

(c)

On the third day following the notice of intent to remove the vehicle, the Airports Department may remove such vehicle.

6508-23 - This section not used. 6508-24 - Access violations.

Any person found operating a motor vehicle without the required authorization or when his/her authorization has been revoked or suspended, may be permanently barred from operating a motor vehicle or equipment on the airports.

6508-25 - Motor vehicle licensing.

All motor vehicles operating on the airport shall be licensed in accordance with California Vehicle Code.
