Article 1. - General Provisions

6501 - Applicability.

The provisions of this chapter shall apply only to the Ventura County Airport—Oxnard and the Ventura County Airport—Camarillo.

6501-1 - Name, purpose and scope.

This chapter shall be called the Airports Ordinance Code. It shall govern the use and operation of the Oxnard and Camarillo Airports. The Airports Ordinance Code is intended to provide for reasonable, safe, efficient use of the airport as a public transportation facility and as a base for aviation and aviation-related operations and to protect the surrounding communities and environment.

6501-2 - Authority for regulations.

The Ventura County Airports Ordinance Code is adopted pursuant to the County's power as owner, operator, and proprietor of the airports to regulate the use of the Oxnard and Camarillo Airports, consistent with the power of the United States Government to control air traffic and aircraft safety. The code also constitutes power over ground operations, motor vehicles, and other matters not preempted by State and Federal laws.

6501-3 - Compliance.

A person shall not enter, be upon, or remain on any airport unless he/she complies with all of the regulations set forth in this chapter applicable to such airport, and with all other applicable ordinances, rules and regulations.

Article 2. - Definitions

6502 - Director of Airports.

The person in-charge of the Airports Department appointed by the County Executive Officer.

6502-1 - Aircraft.

Any manned contrivance used or designed for navigation of, or flight in, the air.

6502-2 - Aircraft (abandoned).

Any aircraft that is left unattended for a period of seventy-two (72) hrs. without any evidence of ownership.

6502-3 - Air carrier.

A person who undertakes directly by lease, or other arrangement, to engage in air transportation.

6502-4 - Aircraft fuel servicing tank vehicle.

A tank vehicle (tanks, tank truck, fuel trailer, semi-trailer tank vehicle) designed for and employed in the transportation and transfer of fuel into or from an aircraft.

6502-5 - Air operations area.

Any area of the airport used or intended to be used for landing, takeoff or surface maneuvering of aircraft.

6502-6 - Aviation Advisory Commission.

Technical Advisory Committee appointed by the Ventura County Board of Supervisors to make recommendations to the Board.

6502-7 - Board.

The Ventura County Board of Supervisors.

6502-8 - Bonding.

The process of connecting the fuel servicing tank vehicle and the aircraft together by means of a grounding wire to prevent the possibility of static ignition of fuel.

6502-9 - Camarillo Airport.

The real property owned by the County north of Pleasant Valley Road, south of State Highway 101, and west of Las Posas Road located primarily in the City of Camarillo. The Camarillo Airport is further depicted in Exhibit A.

6502-10 - Camarillo Airport Authority.

The five member advisory board consisting of two Ventura County Supervisors, two Camarillo City Council members, and one public member.

6502-11 - Commercial operating area.

The portion of the air operations area used for the maneuvering of commercial aircraft for the loading and unloading of passengers and cargo.

6502-12 - County.

The County of Ventura unless otherwise specified.

6502-13 - Exclusive area.

The area of the airport designated for security purposes called exclusive as designated by the Director of Airports.

6502-14 - Experimental aircraft.

Any aircraft so classified by the Federal Aviation Administration (FAA).

6502-15 - Federal Aviation Regulation (FAR) Part 139.

FAR covering requirements for Airport Certification and Operations for Land Airports Serving Certain Air Carriers.

6502-16 - Fire hazard.

Anything or act which increases or may cause an increase of the hazard or menace of fire to a greater degree than that customarily recognized as normal by persons in the public service regularly engaged in preventing, suppressing or extinguishing fire; or which may obstruct, delay, hinder or interfere with the operations of the Fire Department or the egress of occupants in the event of fire.

6502-17 - Fixed Based Operator (FBO) also referred to as Aeronautical Service Provider (ASP).

Any individual, partnership, corporation, or other business entity engaged in providing aviation services as authorized by the Director of Airports.

6502-18 - Flammable substance.

Any liquid, gas, or solid that will readily ignite or explode.

6502-19 - Fueling.

Includes all fuel transfer activities, such as fueling, defueling, and draining of aircraft fuel tanks.

6502-20 - Fuel storage facilities.

Any tank and associated facility for the storage of aviation fuels at an airport, dispensed into aircraft through an airport fueling system or by loading into tank servicing vehicles and then to an aircraft.

6502-21 - Hot refueling.

The fueling of an aircraft while its engines are running.

6502-22 - Oxnard Airport.

The real property owned by the County north of Fifth Street, east of Victoria Avenue, south of Teal Club Road, and west of Ventura Road in the City of Oxnard. Oxnard Airport is further depicted in Exhibit B.

6502-23 - Oxnard Airport Authority.

The five member advisory board consisting of two Ventura County Board of Supervisors, two Oxnard City Council members, and one public member.

6502-24 - Person.

Any individual, firm, partnership, corporation, company, association, or body politic, and includes any trustee, receiver, assignee or other similar representative.

6502-25 - Prohibited area.

That portion of the air operations area containing the runway, taxiway, and adjacent safety areas of the runway and taxiway, or other areas designated by the Director of Airports or his designee.

6502-26 - Restricted area.

All areas within the perimeter fence line of the airports designated by the Director of Airports and so posted.

6502-27 - Self fueling.

The process of fueling an aircraft by an individual other than a fixed based operator.

6502-28 - Sterile area.

An area to which access is controlled by the inspection of persons and property in accordance with an approved security program.

6502-29 - Ultralight aircraft.

An aeronautical vehicle operated for sport or recreational purposes which does not require Federal Aviation Administration (FAA) Registration, an Airworthiness Certificate, nor a Pilot Certificate.

6502-30 - Vehicle (abandoned).

A motor vehicle, cycle, trailer or similar method of conveyance that is left unattended over seventy-two (72) hours, the registered owner of which is unknown and/or parked in an undesignated/unauthorized area.
