Article 2 — Juvenile Confinement

6221 - Juvenile hall schools.

There shall be maintained in connection with the Ventura County Juvenile Hall, an elementary public school and secondary public school for the education of the children in said Juvenile Hall.

6221-1 - Elementary.

The elementary public school in said Juvenile Hall shall be known as and called the "Juvenile Hall Elementary School."

6221-2 - Secondary.

The secondary school in said Juvenile Hall shall be known as and called the "Juvenile Hall High School."

6222 - Superintendent of schools.

The elementary and secondary schools provided for under this Article shall be maintained and operated by the County Superintendent of Schools of Ventura County, unless otherwise indicated, and said Superintendent of Schools and the County Board of Education shall have the same powers and duties with respect to such schools as the governing Board of a school district would have were said schools maintained by a school district. The Board of Supervisors shall have the power to review and approve any budget proposing expenditures for the operation of such schools and may revise it to the extent deemed necessary.

6223 - Forestry camp.

A Juvenile Forestry Camp is hereby established at Los Prietos in the County of Santa Barbara, said camp to be known as the "Ventura-Santa Barbara Juvenile Forestry Camp."

6223-1 - Joint operation.

Said camp shall be jointly operated by the Counties of Santa Barbara and Ventura. Any written contracts or agreements heretofore entered into by said Counties respecting said camp are hereby ratified.

6223-2 - Board of Directors.

The internal affairs and administration of said camp shall be under the management and control of the Board of Directors consisting of the Probation Officers of Ventura and Santa Barbara Counties, or their respective authorized deputies, a referee of each of the Juvenile Courts of Ventura and Santa Barbara Counties, the presiding Judges of the Juvenile Courts of Ventura and Santa Barbara Counties or Superior Court Judges designated by the respective presiding judges of the Juvenile Court and the County Superintendent of Schools of the County of Santa Barbara, or his authorized deputy, who shall operate the school maintained at the camp, all of whom shall hold office by virtue of and during the term of their official position. In addition, the Boards of Supervisors of Ventura and Santa Barbara Counties shall select one member of each Board to serve as a director at the pleasure of each of said Board of Supervisors, and the Juvenile Justice Commissions of Ventura and Santa Barbara Counties shall each select one of its members to act as a director at the pleasure of each of said Juvenile Justice Commissions. In addition, the Board of Supervisors of

each county shall appoint one person who is not connected in any way with any branch or department of county government to said Board of Directors, to represent the general public on said Board of Directors, such person to serve at the pleasure of the Board of Supervisors which appointed said person. Five (5) members of said Board of Directors shall constitute a quorum for the transaction of business.

6223-3 - Superintendent.

Said camp shall be in charge of a superintendent, who shall be selected by the Board of Directors of said camp. The duties of the Superintendent shall be prescribed by, and his activities, orders, rules, regulations and administration of the camp shall be subject to the authority, approval and direction of the Board of Directors of said camp.

6223-4 - Finance.

The method and procedure of financing said camp, and the details of the joint operation thereof shall be established by written contract between the respective Boards of Supervisors.

6223-5 - Camp schools.

The County Superintendent of Schools of the County of Ventura is hereby directed to establish, maintain, operate and conduct a public school of such grade or grades as may in his discretion be necessary for the education of the boys at Los Prietos Boys Camp.

6224 - Youth center schools.

There shall be maintained in connection with the Ventura County Frank A. Colston Youth Center, an elementary public school and a secondary public school for the education of the children in said Youth Center.
