Chapter 2.44 — DEPARTMENT OF PLANS AND INSPECTIONS

2.44.010 - Established.

There is established within the city a department of plans and inspections.

2.44.020 - Purpose and intent.

The city council finds that it is necessary to have a department of plans and inspections in the city to more properly enforce the California Building Code and related construction codes and standards. The city council finds that until such time as the department of plans and inspections has established its staff under this chapter, the city may contract with or appoint a building official to perform plan checks and inspections and other functions.

2.44.030 - Staffing.

The city council shall establish by resolution or minute order, the manner of appointments, number, classification, terms, hours, duties, compensation, and other conditions governing the selection and/or employment of the officer or officers and employee or employees of the department of plans and inspections of the city.

2.44.040 - Duties.

The department of plans and inspections shall have as its primary duty the administration and enforcement of all ordinances and regulations now in force and effect or which may hereinafter be adopted by the city council relating to building and/or construction of any and all improvements within the city.

2.44.050 - Other duties.

The department of plans and inspections shall, in addition to the duties set forth in this chapter, do and perform such other duties as may from time to time be required by the city council.

2.44.060 - Fees—Disposition.

The department of plans and inspections shall collect, receive and pay into the city treasury for deposit in the general fund, or as otherwise required, for such duties, services and inspections as it performs, all fees as prescribed by the laws, codes, and regulations that the department of plans and inspections is to enforce, or such fees as may be fixed and determined from time to time by the city council by resolution.
