Chapter 13.20 — UNIFORM PROPERTY NUMBERING SYSTEM

13.20.010 - Adoption.¶
The uniform property numbering system as set forth in this chapter is adopted for the incorporated area of the city.

13.20.020 - Authorization.¶
The city council of the city may, within the limits of the city, adopt and incorporate a uniform property numbering system as developed by said city council.

13.20.030 - Numbering system basis designation.¶
The basis for the uniform property numbering system shall be a point of origin which shall be the intersection of Main Street (State Highway 49) and the centerline of Sutter Creek. The east-west base line shall run along the centerline of Sutter Creek. The north-south base line shall be Main Street (Highway 49). Index lines shall be north and south, east and west with their respective base lines at one-mile intervals. Numbers shall be assigned along each base line in increasing magnitude northerly, southerly, easterly and westerly in accordance with the distance of the point of origin, five hundred numbers shall be assigned to each base line. For the purpose of determining the proper number for a particular location, the number shall be assigned to each mile along each base line. For the purpose of determining the proper number for a particular location, the number assigned shall be proportioned to the distance of the location from its adjoining index lines and shall be in sequence with numbers established on adjacent properties. On all streets and roads, the numbers on the north side and the west side shall be odd numbers and the numbers on the south side and the east side shall be even numbers.

13.20.040 - Maps.¶
Master Grid Index Map and Sub-index Grid Maps.
A.
Master Grid Index Map. A master grid index map or maps shall be adopted by resolution of the city council of the city showing the point of origin, base lines and index lines. The map or maps shall become effective upon adoption by the city council.
B.
Sub-index Grid Maps. Sub-index maps shall be prepared by the city engineer showing details of precisely numbered areas. These maps shall then be maintained as necessary by the city clerk to designate the numbers and location of numbers assigned particular buildings. These maps shall become effective on completion or revision by the city clerk.

13.20.050 - Street names—City clerk—City council—Powers and duties.¶
All streets and roads, whether public or private, and whether dedicated or not, including all city streets, shall be named pursuant to this section, and such streets shall be known by the name assigned. No street shall be deemed officially named unless it has been approved by the city council by order duly made by resolution. All official names existing on the effective date of this chapter shall remain the same until changed according to law including this chapter. The city clerk shall maintain a list of all street names so approved or in existence and shall certify to the city council that no name submitted for approval duplicates or so closely approximates an existing name as to cause confusion. The ordinance committee shall initiate a program to name officially all existing streets for which no name has been officially assigned and shall cause any future streets to be officially named. Where a public hearing is required to officially name or change the name of a street, the city clerk shall initiate such a hearing before the city council. No subdivisions or division of land shall be approved until all the streets therein or contiguous thereto have been officially named by the city council after initiation by the city clerk. A new street shall bear one name for its entire length, or where a street changes direction by ninety degrees a different name may be adopted for such changed direction to facilitate its numbering. All new street names shall follow the themes of mining or historical names of the Mother Lode.

13.20.060 - Administration.¶
The uniform property numbering system set forth in this chapter shall be initiated, continued, operated and maintained by the city clerk, and all numbers assigned shall be in accordance with this chapter. It is the duty of the building inspector to require the installation of numbers as required by this chapter prior to the issuance of a final inspection permit on any new construction completed after the effective date of sub- index maps for the area in which the construction is taking place. Only one number shall be given to the following: apartments, commercial, mobile home, multistory buildings. Numbers 1 through 99 shall be assigned for the first floor, and numbers 200 through 299 for second story, etc.

13.20.070 - Numbers—Notice—Display.¶
After the effective date of any sub-index map, or revision thereof, the city clerk shall give written notice to the owner of building or land which are assigned, or reassigned numbers pursuant to this chapter, which notice shall contain the new number assigned. Written notice may be given by posting, personal delivery or first class mail. Notice for new construction shall be given to the building department which shall require display of the number prior to the issuance of a final inspection permit. Within ninety days after the city clerk has given notice, the owner of the building or property shall cause the number to be displayed
horizontally on the building or land in such manner as to be visible from the street or road on which the building or land fronts and shall remove or obscure from public view any old or previous numbers not in accordance with this chapter; provided, however, that where buildings are removed a considerable distance from any public street or road, such number shall be displayed at the entrance of any roadway or driveway leading to such building; provided further where delivery of mail is provided the number may be displayed horizontally upon receptacles designed for the delivery of mail where the receptacle is in the proximity of the roadway or driveway leading to the building. Numbers shall be maintained in a neat and orderly manner so as to remain readable. Numbers displayed shall be a minimum height of one foot on the dwelling or the sign or post. Numbers shall be displayed at a minimum height of two feet six inches aboveground, and not to exceed a maximum of eight feet. Numbers shall be of a contrasting color from the basic background.

13.20.080 - Historical zone.¶
A specific historical numbering zone shall be set forth on the mapping system created pursuant to this chapter. Said historical zone shall have as its boundaries those currently set forth under Title 2 of the City's Code, Chapter 2.40, section 2.40.020. Except as otherwise hereinafter modified by the city council of the city by resolution, the existing numbering given real property parcels and buildings within said district shall remain as is.

13.20.090 - Legal description of real property not affected.¶
The adoption and implementation of this chapter shall in no manner affect the legal description of any property.

13.20.100 - Violation—Penalty.¶
Any person, firm, partnership, copartnership, corporation, or other entity, either as principal, agent, or employee, who fails, or refuses to display, the number assigned to real property of said person, firm, partnership, copartnership, corporation, or other entity, shall be deemed guilty of a violation of the provisions of this chapter. The permitting of a number or numbers that have not been assigned to real property, or the removing or failing to maintain an assigned number or numbers to real property, shall be a violation of the provisions of this chapter.
Any violation of the provisions of this chapter shall be deemed to be an infraction, punishable by a fine not to exceed fifty dollars for the first offense, a fine not exceeding one hundred dollars for a second offense within one year of the first offense and a fine of not exceeding two hundred fifty dollars for each additional violation. For purposes of this chapter, each day that a violation of the provisions of this chapter continues shall be deemed a separate offense.
