§ 4.03. Meetings to be public.

Except for closed sessions permitted by general state law, all council meetings shall be open to the public and citizens shall have a reasonable opportunity to be heard. (Amended by General Municipal Election on November 7, 2000; Amended by General Municipal Election on November 2, 2010)
