15-49 Examination Process
The selection techniques used in the examination process shall be impartial. They shall relate to those subjects which, in the opinion of the city manager, fairly measure the relative capacities of the persons examined to execute the duties and responsibilities of the position in question. Examinations shall consist of selection techniques which will equitably test the qualifications of the candidates. The techniques shall include achievement and aptitude test, other written tests, personal interview, performance tests, physical agility tests, evaluation of daily work performance, work samples, medical test, psychological tests, successful completion of prescribed training or any combination of theses or other tests. The provisionary period shall be considered as a portion of the examination process. Examinations shall be designed to provide equal opportunity to all candidates by being based on an analysis of the essential requirements of the positions, covering only factors related to such requirements. 15-50 Promotional Examination
The city manager may conduct promotional examinations whenever he or she believes the needs of the service require them. Promotional examinations may include any of the selection techniques mentioned in these rules, any combination of them, or any other tests the city manager deems appropriate. Regular or provisionary employees who meet the requirements set forth in the promotional examination announcements may compete in promotional examinations. (Res. No. 7-7-87-2, Rule V, (part).)
15-51 Continuous Examination
The city manager may periodically administer open-competitive examinations for a single position as the needs of the service require. The names of successfully candidates shall be placed on employment lists, and shall remain on such lists, as set forth in Article VII. (Res. No. 7-7-87-2, Rule V, (part).)
15-52 Conduct Of Examination
The city council may contract with any competent agency or individual for the preparation and administration of examinations. In the absence of such a contract, the city manager shall prepare and administer examinations. The city manager shall arrange for the use of public buildings and equipment for the examinations. (Res. No. 7-7-87-2, Rule V, (part).)
15-53 Notification Of Examination Results And Review Of Papers
- The city manager shall give each examination candidate notice by mail of the results thereof. If the
candidate is successful, the city manager shall inform the candidate of the final earned score and rank
on the employment list.
- All candidates shall have the right to inspect their own test answer sheets within five working days after the results are mailed. The city manager shall correct any error in computation, if called to the attention of the city manager within this period. Such corrections shall not, however, require invalidation of appointments previously made, but that applicant shall be placed on subsequent employment lists in the order of his or her test scores.
