15-41 Preparation Of Plan 15-42 Adoption, Amendment And Revision Of Plan 15-43 Allocation Of Positions 15-43.1 New Positions 15-44 Reclassification

15-41 Preparation Of Plan

The city manager or a person or agency employed for that purpose shall ascertain and record the duties and responsibilities of all positions in the classified service. Thereafter the city manager or a person or agency employed for that purpose, shall recommend a classification plan for such positions. The classification plan shall consist of classes of positions in the classified service defined by class specifications. The classification plan shall be so developed and maintained that all substantially similar positions, with respect to duties,

responsibilities, authority and character of work, are included within the same class. The classification plan shall include schedules of compensation which shall apply, equitably, to all positions in the same class. (Res. No. 7-7-87-2, Rule III, (part).)

15-42 Adoption, Amendment And Revision Of Plan

The city manager shall implement the classification plan. The city manager may amend it from time to time. During the implementation process, all recognized employee organizations affected shall be advised. All suggestions shall be submitted to the city manager in writing. (Res. No. 7-7-87-2, Rule III, (part).)

15-43 Allocation Of Positions

Following the adoption of the classification plan, and consultation with any recognized employee organization affected, the city manager shall allocate every position in the classified service to one of the classes established by the plan. (Res. No. 7-7-87-2, Rule III, (part).)

15-43.1 New Positions

Before a new position is created and filled, the city manager shall:

  1. Amend the classification plan to incorporate the new position; and
  2. Establish an appropriate employment list for each new position;
  3. Prepare a job description for the new position.

15-44 Reclassification

The city, through its city manager, reserves the right to materially alter or change the duties assigned to its personnel. When such a change takes place, the city manager shall reclassify employees as the city manager deems appropriate and allocate employees to a different class. The city shall not, however, reclassify employees to effect a change in salary, unless the employees’ duties and responsibilities are substantially changed. (Res. No. 7-7-87-2, Rule III, (part).)
