15A-1 Definitions
The following definitions shall be applicable:
- "Additional parking area" shall mean the area adjacent to the Boat Launch located on the right side of the kiosk area.
- "Annual Use Fee" shall mean a fee established by City Council resolution, for a twelve month period of time, or portion thereof, coinciding with seasonal usage of a designated municipal facility.
- "Camping" shall mean the occupation of any camper, trailer, or other vehicle equipped for human habitation; the erection of any tent or other shelter; or the arrangement of sleeping bags or bedding for the purpose of, or which will permit, remaining overnight.
- "City Manager" shall mean the City Manager for the City of Needles or his designated representative.
- "Commercial activity" shall mean selling, offering for sale, advertising for sale, or solicitation for future delivery or performance of any goods, wares, merchandise or services including magazines, newspapers, pamphlets, periodicals, food or beverages in any recreation area.
- "Day Use Fee" shall mean a fee established by City Council resolution, for a single day's use of a designated municipal facility.
- "Designated area" shall mean an area specially equipped or posted with appropriate signs for either camping, picnicking, or parking of motor vehicles.
- "Designated swimming area" shall mean an area specially equipped or posted with appropriate signs to
be used exclusively for swimming, and, restricted from use by any motorized or electrically controlled
vehicles or devices.
- "Permit" shall mean written authorization to make use of any park, recreation area, or portion thereof, and includes any conditions set forth therein.
- "Picnicking" shall mean the consumption of food or beverages. (646-AC)
- "Recreation area" shall mean all of the following parks or recreation facilities owned and operated by
the City of Needles unless individually designated:
1. Duke Watkins Park
- Ed Parry Field
- Phillips Field
- Bob Belt Beach Park 5. Franz Flowers Field
- Jack Smith Memorial Park 7. Jack Smith Memorial Park Boat Launch Facilities (That portion of Jack Smith Memorial Park inclusive of the roadway from the entrance kiosk through and including the paved parking lot delineated for boat trailer parking, restrooms, small pavilions, and launch ramps generally);
- Manny Morris Beachside Park
- Needles Municipal Aquatics Center
- Route 66 Train Park 11. Nikki Bunch Memorial Field
- Old Trails Monument Park
- Santa Fe Park
15A-2 Regulations In All Recreation Areas
It shall be unlawful for any firm, person or corporation to:
Camp except in designated areas;
- Camp without first obtaining a written permit;
- Enter or remain on the premises after the established closing hours;
- Operate or park a vehicle in other than designated areas or over established roads;
- Burn, kindle, light or maintain a fire except in fireplaces or barbecue pits;
- Operate a vehicle in excess of fifteen miles per hour;
- Engage in commercial activity of any kind except under lease, concession or permit from the city;
- Allow or permit any person under the age of six under their custody, jurisdiction or control, to enter or remain without providing adequate supervision;
- Park or allow any vehicle to remain in excess of eight consecutive hours, except in conjunction with a valid camping permit;
- Leave, drop, place or deposit any trash except in receptacles provided for trash;
- Willfully or negligently pick, dig up, cut, mutilate, destroy, injure, disturb, move, molest, burn or carry away any tree or plant or portion thereof, whether alive or dead;
- Conduct or participate in an assembly or public demonstration without a permit;
- Remain at an assembly or public demonstration after having been requested to leave by a peace officer;
- To have, possess or use any container, receptacle, bottle, cup, drinking vessel, utensil or dish or similar object made of entirely or partially of glass and used for carrying or containing any liquid for drinking purposes, except in locations where such containers are permitted under the terms of a lease, operating agreement or permit;
Engage in body bathing from any water source under the control of the city that is not designated for public bathing purposes and open to public view. (Ord. No. 65-AC; Ord. No. 280-AC; Ord. No. 385-AC, Ord. No. 646-AC)
15A-3 Closing Hours Of Certain Recreation Areas
In the following recreation areas, it shall be unlawful to enter or remain on the premises between the hours of 10:00 PM of one day and 5:00 A.M. of the following day:
- Franz Flowers Field
- Ed Parry Field
- Phillips Field
- Grace Henderson Field
- Duke Watkins Park (except by permit)
- Santa Fe Park
- Nikki Bunch Memorial Field
- Old Trails Monument Park
- Needles Municipal Aquatics Center
- Manny Morris Beachside Park (except by permit)
HISTORY Amended by Ord. 669-AC on 12/10/2024 15A-3.1 Closing Hours For Jack Smith Memorial Park And Boat Launch Facility Recreation Areas
It is unlawful for any person to enter or remain on the premises of Jack Smith Memorial Park and Boat Launch Facility between the hours of 10:00 P.M. of one day and 5:00 A.M. of the following day, except for the purpose of launching or recovering a vessel, fishing from the docks or beach, or by special permit. 15A-3.2 Fees For Jack Smith Memorial Park Boat Launch Facility And Additional Parking Area
Every launch facility user entering Jack Smith Memorial Park Boat Launch Facility shall be charged, and the City shall collect, a per vehicle Day Use Fee or Annual Use Fee established by resolution of the City Council. Every vehicle parking in the additional parking area adjacent to the Boat Launch shall be charged a per vehicle Day Use Fee established by resolution of the City Council.
15A-3.3 Restrictions On Use Of Coasters, Skates, Roller Blades, Bicycles, Etc., At Jack Smith Memorial Park And Boat Launch Facility
- Except in designated areas or over established roads, no person mounted upon a skateboard, roller skates, roller blades or riding in, on or by means of any bicycle, coaster, toy vehicle, or similar devices shall operate such device or equipment upon or at Jack Smith Memorial Park, including but not limited to areas in and around the boat launch ramps, docks, and/or picnic and recreational areas. 15A-3.4 Jumping, Throwing Objects, Or Swimming From Or Around Docks And/Or Ramps At Jack Smith Memorial Park And Boat Launch Facility Prohibited
- It shall be unlawful for any person to dive, jump or cause or encourage another person to dive or jump
off of any boat launch ramp and/or dock at Jack Smith Memorial Park Boat Launch Facility, or to swim
within a twenty foot (20’) radius of any such boat launch ramp and/or dock, or to swim outside of a
designated swim area.
- It shall be unlawful for any person to moor any boat within the Jack Smith Memorial Park Boat Launch Facility area. (Ord. No. 484-AC, Aug 2006; Ord. No. 514-AC, January 2010)
15A-4 Needles Rotary Park -- Parking
At the Needles Rotary Park it will be unlawful for any vehicle to be parked and remain for more than twelve hours in a day. (Ord. No. 65-AC; minute action Feb 14, 2009 name change; Ord. No. 514-AC, January 2010)
15A-5 Camping, Picnicking, And Day Use Of Areas
- Camping. The City Manager may issue permits for individual or family camping in Jack Smith
Memorial Park, Jack Smith Memorial Park Boat Launch Facility and Manny Morris Beachside Park for
periods not to exceed seventy-two consecutive hours. Only the City Manager may issue permits for
group camping in Duke Watkins Park. Said permits may contain conditions for the use of said areas,
including the arrival and departure times and the maximum number of persons, allowed, not
inconsistent with this chapter.
- It shall be unlawful for any person to day or overnight camp, picnic, or otherwise similarly use the Jack Smith Memorial Park and Boat Launch Facility areas, inclusive of that portion of beach area generally east of the boat launch ramps without a permit issued by the city.
- Picnicking. The City Manager may issue permits for group picnics in any park where adequate facilities exist. Said permits shall be a reservation of space in said park. The City Manager may establish reasonable regulations in said permit not inconsistent with this chapter.
- Day Use. The City Manager may issue permits for the day use of recreational facilities to groups such as the Boy Scouts, Girl Scouts, YMCA, and other similar organizations and may attach reasonable conditions to said permits. Said permits shall allow said group the exclusive use of the area designated.
- Fees. The city council may, by resolution, establish the fees for the issuance of camping and picnicking permits.
- Parking. The Jack Smith Memorial Park designated park area and cul-de-sac is for park use only. Vehicles pulling watercraft trailers are required to park outside of this area. If a violation occurs, the Code Enforcement Officer shall issue a civil citation in the amount of $50.00 and/or have the vehicle towed at the owner's expense. (Ord. No. 65-AC; Ord. 15A-6 Possession And Use Of Alcoholic Beverages In City Parks And/Or City Recreational Facilities
No person shall possess or use any alcoholic beverages on the premises of any recreational area without the express written approval of the city council. (Ord. No. 385-AC; Ord. No. 514-AC, January 2010)
15A-7 Designated Skateboarding Areas
The following regulations shall apply within designated skateboarding areas:
- In the Designated Skateboarding Areas, it shall be unlawful to enter or remain on the premises between the hours 10:00 P.M. of one day and 5:00 A.M. of the following day, or by special permit:
- No person shall cause or initiate any acts of violence or hazing to another person inside or around the
designated skateboard park area;
- Only skateboards and in-line skates shall be allowed in the designated skateboard park area;
- No person shall use the designated skateboard park area unless they wear proper safety equipment including a helmet, elbow pads, and knee pads;
- No person shall consume food or drink in the designated skateboard park area;
- No person shall use alcohol or drugs in the designated skateboard park area;
- All persons using the designated skateboard park area must place trash in cans provided by the City or such persons shall be removed from the designated skateboard park area;
- No person shall cause graffiti or tagging in or around the designated skateboard park area; and
- No person shall skate on the curbs, planters, benches, steps, railing, and driveways of city-owned areas. (Ord. No. 469-AC, Ord. No. 514-AC, Ord. No. 650-AC)
15A-7.1 Pump Track Regulations
The following regulations shall apply within the Pump Track:
- Pump Track hours are 5:00 am – 10:00 pm 2. The Pump Track is for use by Children 5-12 years of
age. Children under 7 years of age must be accompanied by an adult (18 or older). 3. Track is for bicycle use only. NO MOTORIZED BIKES, SKATEBOARDS, OR SCOOTERS ALLOWED. RIDE AT YOUR OWN RISK. 4. Please respect others space. Don’t ride too close. 5. Helmets are required by law, for riders, at all times. Protective gear such as elbow and knee pads, gloves and closed toe shoes are always recommended. 6. No more than six (6) riders on the track at a time. 7. Ride within your limits. Start small and work your way up. 8. RIDE THE SAME DIRECTION AS OTHERS. 9. Riders must always ride with caution and yield the Right of Way to younger or less skilled riders. 10. Visitors / Spectators not riding are required to remain outside the riding area. 11. Do your part to help keep YOUR Park clean. Always pick up after yourself and encourage others to do the same.
(b) Any person who damages the pump track may be subject to civil or criminal citations and penalties. (c) Any violation of any section herein shall be deemed to be an infraction and is punishable as such according to the provisions of the Needles Municipal Code and state or federal law.
HISTORY Adopted by Ord. 669-AC on 12/10/2024 15A-7.2 Splash Pad Area Regulations
- A splash pad and associated water features are located at Duke Watkins Park. The City may install or place splash pads or water features at other City parks as authorized by the City Council. The splash pad days and hours of operation shall be posted on a sign at the park, along with applicable rules and regulations. The splash pad and water features shall generally be open and operational daily from 5:00 a.m. to 10:00 p.m. daily. Notwithstanding the foregoing or the posted days and hours of operation, the splash pad and water features may be closed or rendered nonoperational due to weather, maintenance or operation concerns, or as otherwise determined by the City Manager or his/her designee. The City reserves the right to modify the splash pad regulations by ordinance or resolution. The most current adopted regulations shall be posted by the City at the park. It shall be unlawful for any person to not abide by the adopted and posted splash pad area regulations, including the following: 1. Splash Pad hours are 5:00 am – 10:00 pm daily. Splash Pad is unsupervised. USE AT YOUR OWN RISK. 2. Splash Pad is for ages 12 years and younger only. Children ages 7 and younger must be accompanied by an adult. 3. Clean and proper swim attire must be worn while using the splash pad. Children who are not
“toilet trained” must wear a swim diaper or plastic pants. 4. Surfaces may be hot. Water shoes or proper footwear is strongly recommended. 5. No Climbing, hanging, swinging or sitting on the spray features. 6. The following is NOT ALLOWED: Alcohol, Inline Skates, Running, Rough Play, Bicycles, Scooters, Glass, Pets, Water Balloons & Soaps. 7. Splash Pad water is not suitable for drinking. DO NOT DRINK THE WATER. 8. Prohibited use of the Splash Pad, if you have any infection condition or open wounds. 9. Splash Pad may be closed at any time due to weather or maintenance. 2. Any person who damages the splash pad or water features may be subject to civil or criminal citations and penalties. 3. Any violation of any section herein shall be deemed to be an infraction and is punishable as such according to the provisions of the Needles Municipal Code and state or federal law.
HISTORY Adopted by Ord. 670-AC on 12/10/2024 15A-7.3 Grafitti Art Wall Rules
The following regulations shall apply within the Graffiti Art Wall: The Graffiti Art Wall is a safe space for expression, self-policed by City of Needles. The Graffiti Art Wall may be closed and removed if the City determines that these rules have not been followed.
- Paint only on walls designated; do not paint on trees, sidewalks, monuments, equipment, structures, or
buildings.
- Respect the park and neighborhood. Paint is only permitted on the Graffiti Art Wall and nowhere else in the community.
- Take all paint materials with you when you leave. Clean up after yourself, do not leave a mess and let’s make this project work for everyone in the community.
- Always be respectful of other artists, their expressions, ideas, and work. Keep it about the positivity. That means no hate speech, pornographic material, gang-related tags. Create ART not Vandalism.
- Share this Space – This is a community “Graffiti Art Wall” and is to be used as a learning tool. Paint your piece, take your photos, learn your lessons, and do not get upset when/if someone paints over your artwork.
The ideas and thoughts expressed on the Graffiti Art wall do not necessarily represent the residents of the City of Needles.
a) Any person who damages the Graffiti Art Wall may be subject to civil or criminal citations and penalties.
b) Any violation of any section herein shall be deemed to be an infraction and is punishable as such according to the provisions of the Needles Municipal Code and state or federal law.

Any violation of any section herein shall constitute a misdemeanor, however, the City may, in its discretion, prosecute any such violation as an infraction rather than a misdemeanor. The maximum fine and penalty for such violation shall be the maximum fine and penalty allowed by the State of California for violations of city
