15-45 Announcement
All examinations for positions in the classified service shall be publicized by such methods as the city manager deems appropriate. The city manager shall attempt “special recruiting,” if necessary, to insure that all segments of the community are aware of the forthcoming examinations. Special recruiting announcements shall specify:
- The title and pay of the position for which the examination is announced;
- The nature of the work of the positions;
- The manner of making application; and
- Other information the city manager deems appropriate.

15-46 Application Forms
Applications shall be made as prescribed on the examination announcement. Application forms shall require information covering training, experience and other pertinent information. Application forms may require certificates from one or more examining physicians, references and fingerprints. All applications must be signed and verified as true by the applicants.
In addition each applicant shall complete all forms required by the Immigration Reform Act of 1986. (Res. No. 7-7-87-2, Rule IV, (part).)
15-47 Disqualification
The city manager or his designee shall reject any application which indicates, on its face, that the applicant does not possess the minimum qualifications required for the position. Applications may also be rejected if the application shows the applicant:
- Is physically or psychologically unable to perform the job applied for, and no reasonable accommodation can be made for such disability;
- Is addicted to the habitual excessive use of drugs or intoxicating liquor; or
- Has made any false statement of any material fact, or practiced any deception or fraud in the application. (Res. No. 7-7-87-2, Rule IV, (part).)
15-48 Criminal Conduct--Ineligibility For Employment
Conviction of, or a plea of guilty or nolo contendere to, a felony, shall prima facie disqualify an applicant for employment. The city manager may, however, disregard such matter if he or she finds and determines mitigating circumstances exist. In making such determination, the city manager may consider the following factors:
- The classification of the work which the person is applying and whether the classification in unrelated to the conviction;
- The nature and seriousness of the offense;
- The circumstances surrounding the conviction;
- The length of time elapsed since the conviction;
- The age of the applicant at the time of conviction; and
- The presence or absence of rehabilitation or efforts at rehabilitation.
Notwithstanding the foregoing, an applicant for a peace officer position is disqualified, without right of appeal, from employment if the applicant has been convicted of or pleaded guilty or nolo contendere to, a felony. (Res. No. 7-7-87-2, Rule IV, (part).)
