2.96.010 - Recognition.¶
There is in the county a youth advisory commission hereinafter referred to as the commission.

2.96.020 - Review committee.¶
A review committee will select and recommend to the board of supervisors candidates for appointment to the commission. The committee will be composed primarily of persons under age twenty-one (21) and will be representative of the geographic and ethnic diversity of the county. The committee will be assisted by an advisor twenty-one (21) years of age or older. The existence of the committee and the method of appointment of its members will be determined by the board of supervisors. The methods of appointment of its members may include the design group appointing members representing the diversity of the county or each supervisor appointing a designated number of members.

2.96.030 - Number, qualifications and term of commission members.¶
A. The commission consists of twenty-one (21) members appointed by the board of supervisors. There will be three members from each of the five supervisorial districts, and six members will be members at large. A member when appointed or reappointed will be of an age twelve (12) through twenty-three (23) inclusive. A member must reside in the county at least a majority of his or her tenure, and a member's prolonged absence from the county is subject to approval of the review committee.
B. The term of office of a member is two years, except that eleven (11) members of the initial commission will be appointed to one-year terms in order to achieve staggered two-year terms. Members who serve and complete the one-year term may apply for a two-year term.

2.96.040 - Organization—Quorum.¶
The commission is not required to select a chairperson. Youth staff and adult staff will facilitate commission meetings and render advice to commission members. The staff will record meetings and keep pertinent records. Adult staff will act as treasurer and manage commission funds under the general supervision of the county auditor. Supervisorial and county staff may not act as commission staff. A majority of the members of the commission constitutes a quorum and no act of the commission shall be valid or binding unless a majority of all members concur therein.

2.96.050 - General powers and duties.¶
The commission will perform the following advisory functions and activities concerning county youth, generally described as persons under age twenty-one (21), subject to the direction of the board of supervisors adopted by resolution and the oversight of the county administrator:
A. Make recommendations to the board of supervisors on budgetary issues, and have representatives on county budgetary advisory workgroups as appropriate;
B. Submit requests and suggestions to the board of supervisors and county departments concerning crime prevention, recreational activities and other opportunities designed to create youth involvement in county government;
C. Create a youth agenda for the county responsive to the concerns of young people. As part of the agenda, the commission may sponsor quarterly youth speak-outs;
D. Organize an Alameda County youth fair;
E. Publicize April as Youth Month throughout the county;
F. Submit a yearly report of accomplishments to the board of supervisors by July 1st of each calendar year;
G. The clerk of the board shall provide the commission with the agenda of the board of supervisors and its committees and commissions.

2.96.060 - Rules for conduct of business.¶
The commission will adopt rules for the conduct of its business which rules shall be lodged with the clerk of the board of supervisors and made available to the public.
