2.62.010 - Recognition.

There is in the county a welfare department, hereafter in this chapter referred to as the department.

2.62.020 - Executive and administrative officer.

The executive and administrative officer of the department is the welfare director, appointed by the board of supervisors.

2.62.030 - General powers and duties.

The director shall, for and in behalf of the board of supervisors:

A. Have full charge of the county welfare department and responsibility for administering and enforcing the provisions of the Welfare and Institutions Code pertaining to public social services in providing aid and/or services to families with dependent children, to the aged under the Old Age Security Law, to the blind and self-supporting blind, and to the disabled, and in providing medical services to recipients of public assistance under the state law and the regulations of the State Department of Social Welfare, and he shall abide by all lawful directives of the State Department of Social Welfare transmitted through the board of supervisors;

B. Establish such administrative units as he may deem necessary for the proper and efficient administration of the welfare department and recommend establishment of such personnel subject to the civil service requirements and the standards established in accordance with the Welfare and Institutions Code;

C. Grant, deny, suspend, terminate, discontinue, restore, increase or decrease aid currently or retroactively in the public assistance programs established by the Welfare and Institutions Code for which federal and/or state funds are received by the state of California, and also in the county general assistance program;

D. Put into effect and operate a system of financial aid and/or aid in kind in cooperation with the welfare commission under the policies, procedures, and rules of the welfare commission and board of supervisors, which shall include the receiving and investigation of applications and granting of aid for indigent relief and the furnishing of food, support, clothing, shelter, heat, light, water and transportation to persons entitled to the same, and shall, with the welfare commission, enforce the necessary rules to accomplish this purpose;

E. Cooperate with all state agencies established for charitable and welfare purposes, and shall be empowered to accept for the county the cooperation and assistance of any and all of the charitable organizations to the end that all charity, assistance and welfare, both public and private, may be dispensed in an efficient, economical, coordinated and humane manner;

F. Attend the monthly meetings of the welfare commission and such other meetings as requested by the commission, and make such investigation, studies and reports to the commission as it may request;

G. Report in his discretion, to the welfare commission and the board of supervisors any unusual occurrences in the administration of public assistance, county relief and welfare services which may require remedial or corrective action by the board of supervisors;

H. Authorize the transporting of nonresident indigents to another state or county when information at hand reasonably tends to show that the person has a legal residence in such state or county.

2.62.040 - Licensed agency—Adoptions—Boarding homes—Foster care.

Subject to the direction and control of the board of supervisors, and subject to applicable state laws, rules and regulations, the County Charter and ordinances not inconsistent therewith, the department may, as licensed or accredited by the State Department of Social Welfare:

A. Accept relinquishment and place children for adoption, and administer the independent adoptions program;

B. Investigate and license boarding homes for children and aged; and

C. Place children in foster homes.
