2.04.010 - Board of supervisors—Recognition.¶
There is in the county a board of supervisors, hereafter in this chapter referred to as the board.

2.04.020 - Board of supervisors—Membership—Terms—Qualifications.¶
The board consists of five members, one member elected from each of the five supervisorial districts designated as provided by the Charter at the time and in the manner and for the terms provided by state law.

2.04.030 - Supervisorial districts.¶
The county is divided into five supervisorial districts, the boundaries and designation of which shall be as described in Ordinance No. 941.1 s.r.c. The board may be a two-thirds vote of its members change the boundaries of any or all supervisorial districts of the county; provided, however, that the board shall, at intervals of not more than every ten years from January 31, 1956, change the boundaries of the said districts pursuant to the method and limitations prescribed in Section 7 of the Charter.
The criteria for any change in the boundaries of the supervisorial districts shall be those considerations set forth in Section 7 of the Alameda County Charter and in California Election Code Section 35000 together with the criteria that cities within a proposed district shall be maintained intact, insofar as possible.
Prior to the adoption of any ordinance changing the boundaries of the supervisorial districts the board shall:
A. Hold at least five public hearings on the proposed ordinance. At least one public hearing shall be held within the boundaries of each current supervisorial district. Each hearing shall be at a time convenient for the members of the general public and shall be of sufficient length to allow a broad representative sample of public opinion to be heard.
B. Give notice to the public of its intention to change the boundaries of the supervisorial districts at least sixty days prior to the first public hearing required by subsection A of this section.

2.04.040 - Organization—Quorum.¶
The board of supervisors shall elect a chairman, who shall preside at all meetings, and a vice chairman who shall preside in the absence or inability to act of the chairman. In case of the absence or inability to act of the chairman or vice chairman, the members present shall select one of their members to act as chairman temporarily. A majority of the members shall constitute a quorum, and no act of the board shall be valid or binding unless a majority of the members concur therein.

2.04.050 - Regular meetings—Tuesday—Holidays—Lack of quorum.¶
Regular meetings of the board of supervisors shall be held on each and every Tuesday, unless a regular meeting day falls on a holiday, in which case the regular meeting of the board shall be held on the first business day next succeeding, or unless at least seven days prior to any such meeting the board of supervisors has published a notice at least once in a newspaper of general circulation in the county fixing a different date for the holding of such meetings.

2.04.060 - Lack of quorum—Recess.¶
Sufficient number of members of the board of supervisors to constitute a quorum are not present by twelve noon on the date and at the place of any regular meeting, or on the date and at the place of any adjourned or recessed meeting, a less number than a quorum may adjourn or recess the meeting to a day and time certain for want of a quorum.

2.04.070 - Meetings—Where held.¶
A. Regular meetings of the board shall be held either in the board chambers, situated on the fifth floor of the Administration Building at 1221 Oak Street, Oakland, California, or at another location within the county.
B. If a meeting of the board shall be conducted outside the county seat, the board shall adopt the location change by motion at a prior regular meeting of the board and shall post notice of the location change not later than fifteen (15) days prior to the meeting of the board to be held outside the county seat.

2.04.080 - Meeting adjourned or recessed.¶
When the board is convened in regular or special session, it may adjourn or recess to a subsequent day or from day to day until its business is finished, and may at the time and place to which the meeting is adjourned or recessed transact any business which it could have transacted at the meeting which is adjourned or recessed.

2.04.090 - General powers and duties.¶
The board shall have all the jurisdiction and powers which are now or which may be hereafter granted by the Constitution and laws of the state, or by the Charter, and shall perform the duties prescribed by state law, the Charter, and ordinances not inconsistent therewith, which duties shall include, but not by way of limitation:
A. To appoint all county officers other than elective officers, and all officers, assistants, deputies, clerks, attaches and employees whose appointment is not otherwise provided for by the Charter;
B. To provide, by ordinance, for the compensation of elective and appointive officers, assistants, deputies, clerks, attaches and employees unless such compensation is otherwise fixed by the Charter or state law;
C. To provide, by ordinance, for the number of assistants, deputies, clerks, attaches and other persons to be employed from time to time in the several offices and institutions of the county;
D. To provide suitable quarters for the municipal and justice courts and supply them with furniture, books and supplies for carrying out their duties;
E. To divide the county into judicial districts for the purpose of electing judges and other officers of the municipal and justice courts;
F. To fill by appointment any vacancy in the office of judge of a justice court;
G. To regulate the compensation of the judges and constables of the justice courts and prescribe the number, qualifications, and compensation of such clerks, deputies and other attaches as public convenience requires;
H. To provide, by ordinance, for the creation of offices, boards and commissions other than those required by the Constitution and laws of the state, and for the appointment and compensation of persons to fill such offices, boards and commissions, and to prescribe their powers and duties;
I. To require any county or township officer or employee to give bond for the faithful performance of the duties of his office, in such penal sum as may be fixed by the board;
J. To provide, publish and enforce a complete code of rules not inconsistent with general laws or the Charter, prescribing in detail the duties and the systems of office and institutional management, accounts and reports for each of the offices, institutions and departments of the county;
K. To provide, by ordinance, for the consolidation and segregation of county offices;
L. To let all contracts for any public work in accordance with the laws of the state and Charter;
M. To provide for the formation of road districts and highway construction districts as prescribed in the Charter;
N. To have the powers and perform the financial duties prescribed by state law, the Charter, this code, and ordinances not inconsistent therewith;
O. To make appointments to fill vacancies in elective offices;
P. To contract with any city, town, district, or public agency within the county for the performance of municipal functions or for the joint purchase of materials, supplies, equipment and other personal property as prescribed by the Charter;
Q. To make and enforce any regulations concerning the business and government of the county of like or different kind not in conflict with the provisions of the Charter or state law;
R. To contract with the Alameda County agricultural fair association to hold and conduct the annual fair on dates selected by the board of supervisors.
