2.08.010 - Recognition.¶
There is in the county a county administrator department, hereafter in this chapter referred to as the department.

2.08.020 - Executive officer.¶
The executive officer of the department is the county administrator, appointed by the board of supervisors. The county administrator shall be a person having demonstrated administrative and executive ability as shown by at least five years of experience in private or public employment in responsible administrative or executive positions, requiring the planning and execution of work programs or administrative operations, the budgeting and control of expenditures, and the coordination of varied activities.

2.08.030 - General powers and duties.¶
Under the supervision of the board of supervisors, and subject to its direction and control, it shall be the duty of the county administrator, in those departments and matters which are the responsibility of and directly under the jurisdiction and control of the board of supervisors:
A. To advise, assist, act as agent for the board of supervisors, for the proper and efficient administration of such of the affairs of the said department and matters as are placed in his charge by the board, and to carry out orders or regulations as directed by the board;
B. To study the proper organization of the said departments and to review and recommend for approval existing or proposed systems and procedures within the said departments;
C. To conduct continuous research in administrative practices;
D. To review the functions of the said departments to the end that duplications and unnecessary actions will be eliminated, and to recommend to the board of supervisors policies to be established for the proper coordination and orderly conduct of the business of the said departments;
E. To direct and perform central administrative services in the said departments, such as central statistical, office appliance, and clerical pools, including seasonal help assigned to the said departments;
F. To establish the enforcement of proper personnel policies and practices in the said departments.

2.08.040 - Fiscal matters.¶
Under the supervision of the board of supervisors for the purpose of exercising continuous control of the expenditures of the county at all times, the county administrator shall perform the duties of review, examination, recommendation, approval and control of financial procedures as prescribed in Title 4 of this code and in this chapter.

2.08.050 - Capital improvements plan.¶
The county administrator shall recommend in writing a long-term plan of capital improvement with accompanying financial plans, when requested by the board of supervisors.

2.08.060 - Recommendations of administrator on fiscal matters—Copy to various departments.¶
A copy of any recommendation or decision made by the county administrator pursuant to financial matters in this chapter or Title 4 of this code, with reasons therefor, shall be furnished by him to the head of each department, office, board or commission affected.

2.08.070 - Administrator may utilize services of county employees or of outside experts, if authorized.¶
Under supervision and if and when directed by the board of supervisors, the county administrator may utilize the personnel of those departments which are the responsibility of and directly under the jurisdiction and control of the board, and may utilize the services of such outside facilities and services as the board may authorize.

2.08.080 - Legislative intent.¶
No provision of this chapter, or any other provision of this code, is intended to vest in or impose upon the county administrator any power or duty now conferred by law on any other officers in the county, other than the members of the board of supervisors, it being the intention of the board only to establish a position for an employee to whom the board may delegate certain of its duties, to be performed by him at and under the direction of the board.

2.08.090 - Appeals.¶
The head of any office, department, court, district or any board or commission that is dissatisfied with any decision of the county administrator may appeal to the board of supervisors whose decision shall be final.
