2.88.010 - Recognition.¶
There is in the county a social services commission, hereafter in this chapter referred to as the commission.

2.88.020 - Number of members—How selected—Compensation and expenses.¶
The commission consists of seventeen (17) members appointed by the board of supervisors, two of which members shall be nominated by the Alameda County mayors' conference. Members shall serve without compensation and shall be reimbursed the actual amounts of their responsible and necessary expenses incurred in attending meetings and in performing the duties of their offices, in accordance with the provisions of Chapter 3.36, Travel, Mileage and Vehicle Expenses, of this code.

2.88.030 - Members' qualifications.¶
No person shall be appointed to the commission unless he has been resident of the county for at least one year preceding his appointment.

2.88.040 - Members' terms.¶
Each member of the commission shall hold office for the term of four years, except that of the six members appointed to increase the commission from eleven (11) to seventeen (17), three shall be appointed to two-year terms and three shall be appointed to three-year terms. Those members who hold office on the effective date of the ordinance codified in this chapter shall serve until the expiration of their current terms or until four years from the effective date of the ordinance codified in this chapter, whichever occurs first. Any vacancy on the commission shall be filled by the board of supervisors for the unexpired term.

2.88.050 - Organization—Quorum.¶
The members of the commission shall annually elect one of their members as chairman and another member as vice-chairman, each of whom shall serve for one year. The former shall preside at all meetings of the commission. If the chairman resigns, is absent or otherwise is unable to act, the vice-chairman shall preside. The commission may appoint a secretary, who need not be a member of the commission, to serve without compensation. A majority of the currently appointed members of the commission shall constitute a quorum necessary to transact the business of the commission at a meeting and no act of the commission shall be valid or binding unless a majority of the members present at such meeting concur therein.

2.88.060 - Removal of members.¶
In cases of misconduct, inability or wilful neglect in the performance of his duties, any member may be removed by the affirmative vote of four members of the board of supervisors. Such member sought to be removed shall be given an opportunity to be heard in his own defense at a public hearing, and shall have the right to appear by counsel and to have process issued to compel the attendance of witnesses, who shall be required to give testimony, if such member of the commission so requests. A full and complete statement of the reasons for such removal, if such member be removed, together with the findings of fact made by the board of supervisors, shall be filed by the board of supervisors with the county clerk and made a matter of public record.

2.88.070 - General powers and duties.¶
The commission shall study county-wide problems of poverty, deprivation and neglect, and shall, from time to time, reappraise county policies, submit reports to the social services agency director and to the board of supervisors with recommendations to improve the administration of county general assistance, and shall recommend efficient and economical methods of providing assistance to persons entitled thereto.
In all other public assistance aids and services and administration thereof where federal and state grants-in-aid are received, the commission shall act in advisory capacity to the director of the social services agency, and in all matters referred by the social services agency director to the commission for recommendation. The commission, except as to matters vested by law or ordinance in the juvenile justice commission, the housing authority or the human relations commission, shall:
A. Study, report and recommend to the social services agency director and to the board of supervisors efficient and economical methods of providing public assistance and social services to persons entitled thereto;
B. Investigate, study, report and make annual recommendations to the board of supervisors concerning the fiscal budget;
C. Recommend to the social services agency director and the board of supervisors a system of management, accounts and reports of the social services agency;
D. Investigate through the social services agency director the conduct and operation of any persons or functional unit in the social services agency and make reports and recommendations thereon to the social services agency director and the board of supervisors.
