Internal Order Code (IOC)

Internal Revenue Manual Part 6. Human Resources Management · 2026-10-03 edition · updated 2026-10-04 · United States

An internal order code (IOC) is a five or eight-digit, alphanumeric financial code that tracks the costs of specific projects or costs across IRS travel, procurement, and financial systems. It must be used for events with costs between $0 and $19,999. IOCs are business unit specific and are not used by other business units.

The business unit’s finance or budget staff establishes IOCs following Corporate Budget Office guidance.

If an event has a dual training and operational purpose, the business unit must assign a training IOC for the training portion and an operational IOC to capture the operational portion of the event.
