10.16.010 Crosswalks established. The chief of police is hereby authorized to establish and maintain and to designate upon the surface of the roadway, by appropriate devices, marks or white lines, crosswalks approximately equal in width to the adjacent sidewalk at all intersections where in their opinion there is particular danger to pedestrians crossing the roadway. 10.16.020 Marking crosswalks. When crosswalks are established and maintained outside a business district, the chief of police shall by appropriate devices, marks or white lines, mark and maintain along the surface of the roadway an arrow not less than twelve inches wide in the shaft and not less than thirty feet long, pointing in the direction of such crosswalk, together with the word "SLOW" in block letters not less than twenty-four inches high and not less than four inches wide one hundred feet distant from each crosswalk so established. (Prior code §3604 (part)).
Under the Freedom to Walk Act, pedestrians crossing outside of a crosswalk or against traffic signal are still violating road rules. But, law enforcement will no longer administer citations as long as there was no immediate risk of a collision present when such actions were performed. (Ord. 728 (part), 2025)
10.16.040 Walking along edge of roadway. It is unlawful for any pedestrian to proceed along any roadway, along one or both sides of which there is a sidewalk or foot path; provided, however, that this provision shall not apply to such use by a pedestrian of a roadway along at least one side of which there is no sidewalk or footpath, but in proceeding along the roadway, a pedestrian shall at all times keep as nearly as practicable to the left hand edge thereof. 10.16.050 Pedestrian use of road. CVC 21954 (a) Every pedestrian upon a roadway at any point other than within a marked crosswalk or within an unmarked crosswalk at an intersection shall yield the right-of-way to all vehicles upon the roadway so near as to constitute an immediate hazard. (Ord. 728 (part), 2025).
10.16.060 Hitchhiking prohibited along Sir Francis Drake Boulevard. No person, while on or along Sir Francis Drake Boulevard within the town, shall solicit a ride from the driver of any vehicle, except that the area within a bus stop, designated by the chief of police under Section 10.28.030, hereof, may be used for such purpose.
