2.52.010 - Purpose.

The rules and regulations set out in this chapter have been adopted with respect to the use of Calexico International Airport to provide for the safety of all persons using or entering on said airport. Nothing in these rules and regulations shall be construed as permitting violations of any federal law or state statute.

2.52.020 - Definition.

"Person" means any individual, firm, copartnership, corporation, company, association, joint stock association, or body politic, and includes any trustee, receiver, assignee, or other similar representative thereof.

2.52.030 - General rules.

A. Conformance with Federal Regulations. All aeronautical activities at the Calexico International Airport, and all flying of aircraft departing from or arriving at the Calexico International Airport, shall be conducted in conformity with the current pertinent provisions of the Federal Aviation Regulations.

B. Suspension or Restriction of Operations. The airport manager may suspend or restrict any and all operations without regard to weather conditions whenever such action is deemed necessary in the interest of safety.

C. Enforcement of Safety Action. The airport manager shall at all times have authority to take such action as may be necessary to safeguard the public in attendance at the airport. Every pilot, mechanic or other person employed on or using the airport shall cooperate with the airport management to enforce these rules and to see that all persons upon the premises use due care and caution to prevent injury to persons or damage to property.

D. Responsibility of Flight Instructors and Students. All flight instructors shall fully acquaint their students with the rules set out in this section and shall be responsible for the conduct of students in their direction during dual instruction. When a student is flying solo, it shall be his sole responsibility to observe and abide by said rules.

2.52.040 - Ground rules.

A. Starting and Warming Up. Aircraft engines shall be started or warmed up only in the places designated for such purposes by the airport manager. At no time shall engines be turned on when hangar, shops, other buildings or persons in the observation area are in the path of the propeller's stream. When hand cranked, a competent operator shall be at the controls and the wheels chocked.

B. Parking. Aircraft shall not be parked except in the areas and in the manner designated by the airport manager.

C. Repairs. All repairs to aircraft or engines, except emergency repairs, shall be made in the spaces designated for this purpose and not in the area reserved for landing and takeoff.

D. Persons within Landing Area. No person or persons except airmen, duly authorized personnel, passengers going to or from aircraft or other persons being personally conducted by airmen or airport attendants shall be permitted to enter the area within the boundary lights (landing area proper). This does not give any person or persons so accepted the privilege of unrestricted use of the space within the boundary lights. These privileges are confined to the necessary use of this space in connection with flights, inspections or routine duties.

E. Blocking and Tying Down. Aircraft shall be properly blocked and tied down by the owner or operator when parked for overnight or when conditions otherwise warrant.

F. Motor Vehicles on Landing Area. No motor vehicles shall be driven out onto the landing area proper without the express permission of the airport manager or his designated representative, nor other than in accordance with his instructions.

G. Automobile Parking Restrictions. No automobile shall be parked on the airport property except in areas designated for that purpose by the airport manager. Violation of this section shall result in a fine and bail of ten dollars.

2.52.050 - Taxiing rules.

A. Visual Inspection Required. No person shall taxi an aircraft to or from the hangar blind or to or from an approved parking space until he has ascertained that there will be no danger of collision with any person or object in the immediate area by visual inspection of the area and, when available, through information furnished by airport attendants.

B. Speed. No aircraft shall be taxied except at a safe and reasonable speed.

C. Inadequate Brakes. Aircraft not equipped with adequate brakes shall not be taxied near buildings or parked aircraft unless an attendant is at a wing of the aircraft to assist the pilot.

D. Minimum Distance from Runway. Taxiing aircraft shall be stopped a minimum distance of one hundred feet from the active runway for engine runup, or on the designated runup area.

E. Conformance to Taxi Patterns. Aircraft taxiing shall conform to the taxi patterns attached to the ordinance codified in this chapter which are made, supplemental to the rules set out in this section.

2.52.060 - Landing and takeoff—Rules.

A. Winds. Landing and takeoff shall be made directly into the wind or on the runway landing strip most nearly aligned with the wind or when winds are light, in a direction designated by the airport manager, and indicated by the windsock.

B. Entering Traffic Pattern. Aircraft of over twelve thousand five hundred pounds maximum takeoff weight shall enter the traffic pattern at one thousand feet altitude. All aircraft with less than twelve thousand five hundred pounds maximum takeoff weight shall enter the traffic pattern at eight hundred feet.

C. Safe Distance Required. No landing or takeoff shall be made except on a designated runway at a safe distance from buildings and aircraft.

D. Following Too Closely. No landing or takeoff shall be made following another plane so close that an abortion on takeoff or an accident in landing of the forward plane would endanger the plane following; nor shall formation landing or takeoff be allowed.

E. Turning. No turn shall be made after takeoff until the airport boundary has been reached and the pilot has attained an altitude of at least four hundred feet and has ascertained there will be no danger of collision with other aircraft.

F. Traffic Leaving Rectangular Pattern. Traffic leaving the rectangular pattern should do so with a forty-five-degree turn out left using runway 8 and right when using runway 26, and in level flight after having made the initial ninety-degree turn to the left or right (depending on the runway used) at four hundred feet.

2.52.070 - Landing and takeoff—Fees.

Pursuant to Government Code Section 26020 and pursuant to applicable provisions of Title 49 of the United States Code and regulations promulgated thereunder, the privilege of use of the runways, taxiways, aprons and appurtenances thereto at the Calexico International Airport by aircraft for the purposes of landing and taking off shall be subject to the payment of a fee as prescribed by the city council by resolution duly adopted and filed with the clerk of the city. The fee shall be payable at the times required and at the places required by said resolution. Any person who fails to pay the fees prescribed in this section, upon demand, shall be liable to the penalties prescribed by said Code. In addition, the city may retain sufficient personal property of the owner or operator of such aircraft as may be required to constitute security for the payment of any such fees due and payable. Said property may be sold upon the same terms and conditions as specified in Civil Code Section 1861(a).

2.52.080 - Aircraft engaged in aerial application activities.

Duster and spray planes will be required to enter the standard traffic pattern at an altitude of eight hundred feet.

2.52.090 - Fire regulations.

A. Generally. All persons using in any way the airport area or the facilities of the airport shall exercise the utmost care to guard against fire and injury to persons or property.

B. Welding or Open Flame. No person shall conduct any welding or open flame operation in or adjacent to any hangar or building unless specifically authorized by the airport manager.

C. Storing Equipment. No persons shall store or stock material or equipment in such a manner as to constitute a fire hazard.

D. Operating Radio Equipment. No person shall operate any radio equipment in any aircraft when such aircraft is in a hangar.

E. Smoking. No person shall smoke within fifty feet of any aircraft, fuel tank or fuel pit.

F. Fueling. No aircraft shall be fueled while the engine is running or while such aircraft is in a hangar.

G. Grounding. All aircraft shall be positively grounded when being serviced with gasoline or jet fuel.

2.52.100 - Penalty for violation.

Violation of any of the provisions contained in this chapter shall constitute a misdemeanor and shall be punishable by a fine not to exceed five hundred dollars or imprisonment in the county jail not to exceed six months. In addition to penalties otherwise provided, any person violating the rules and regulations set out in this chapter or refusing to comply therewith may be promptly removed or rejected from the airport by or under the authority of the airport manager, and upon the order of the airport manager may be deprived of the further use of the airport and its facilities for such length of time as may be required to ensure the safeguarding of the same and the public and its interest therein. These rules shall be posted in the airport terminal building, in each hangar, and in each place of business on Calexico International Airport.
