2.18.010 - Declaration of city council.¶
The city council hereby declares itself to be the redevelopment agency of the city and all the rights, powers, duties, privileges and immunities, vested in an agency (commencing with Section 33000 of the Health and Safety Code) by the Community Redevelopment Law shall be vested in the city council.

2.18.020 - Findings and determination.¶
The city council hereby finds and determines that this action will serve the public interest and promote the public safety and welfare in a more effective manner than the current organization, and that there has been full public disclosure of all reports and proposals relating to the city council's intent to declare itself to be the redevelopment agency.
