2.10.010 - Generally.

There exists in the city a department known as the Calexico police department, the purpose of which shall be law enforcement, the prevention of crime and the protection of life and property within the limits of the city.

2.10.020 - Organization.

The police department shall consist of a police chief and as many other officers and policemen as may be deemed necessary for the effective operation of the department.

2.10.030 - Appointment of police chief.

The police chief shall be the chief executive officer of the police department, and shall be appointed by the city manager, subject to the approval of the city council to serve at the will and pleasure of the city manager and may be dismissed without cause. Subject to the approval of the city council, city manager may execute a written con

tract with the police chief further describing the conditions of this appointment including modification of the at will status.

2.10.040 - Appointment of officers and policemen.

The police chief shall appoint all other officers and policemen, subject to the approval of the city manager. Such appointment shall be made insofar as possible following fair and impartial competitive examination. All officers shall be accountable to the police chief or his representative.

2.10.050 - Rules and regulations—Discipline, training and operation.

The police chief shall maintain and enforce an up-to-date comprehensive set of rules and regulations governing the discipline, training and operation of the police department. Such rules and regulations, and any deletions, changes or additions, shall be effective when approved by and filed with the city council.

2.10.060 - Rules and regulations—Enforcement.

The police chief shall carry out strictly the enforcement of rules and regulations of the department as referred to in this chapter, and is authorized to suspend or remove from service any officer or policeman as provided in the referred to rules and regulations, subject to the approval of the city manager.

2.10.070 - Budget and reports.

The police chief shall be responsible to the city manager, shall submit annually to the finance director/city treasurer a tentative budget for the department, and shall make a complete annual report and such other reports as may be required concerning the police department in general, giving suggestions and recommendations for major improvements and listing other data so as to maintain a complete record of the activities of the department.

2.10.080 - Schools of instruction.

The police chief shall at his discretion conduct or provide for suitable schools of instruction covering the operation and handling of any and all equipment essential for efficient department operation. In addition, he shall provide instruction in subjects generally considered essential to good law enforcement.

2.10.090 - Equipment.

The police department shall be equipped with such mobile and other law enforcement equipment as may be required to maintain its efficiency.

2.10.100 - Calexico police department reserve program.

A reserve officer program is hereby established pursuant to applicable penal code sections.
