2.08.010 - Generally.

There exists in the city a department known as the Calexico fire department, the purpose of which shall be the prevention of fire and the protection of life and property within the limits of the city.

2.08.020 - Organization.

The fire department shall consist of a fire chief and assistant chief or chiefs and as many other officers and firemen as may be deemed necessary for the effective operation of the department.

2.08.030 - Appointment of fire chief.

The fire chief shall be the chief executive officer of the fire department and shall be appointed by the city manager, subject to the approval of the city council, for an indefinite period of time, and with tenure of office depending upon his good conduct and efficiency. He shall be technically qualified through training and experience and shall have the ability to command men.

2.08.040 - Appointment of officers and firemen.

The fire chief shall appoint all other officers and firemen, subject to the approval of the city manager. Such appointments shall be made insofar as possible following fair and impartial competitive examination. All officers shall be accountable to the fire chief or his representative.

2.08.050 - Rules and regulations—Discipline, training and operation.

The fire chief shall maintain and enforce an up-to-date comprehensive set of rules and regulations governing the discipline, training and operation of the fire department. Such rules and regulations, and any deletions, changes or additions, shall be effective when approved by and filed with the city council.

2.08.060 - Rules and regulations—Enforcement.

The fire chief shall carry out strictly the enforcement of rules and regulations of the department as referred to in this chapter, and is authorized to suspend or remove from service any officer or fireman as provided in the referred-to rules and regulations, subject to the approval of the city manager.

2.08.070 - Budget and reports.

The fire chief shall be responsible to the city manager, shall submit annually to the finance director/city treasurer a tentative budget for the department, and shall make a complete annual report and such other reports as may be required concerning the fire department in general, giving suggestions and recommendations for major improvements and listing other data so as to maintain a complete record of the activities of the department.

2.08.080 - Inspections.

The fire chief and his duly appointed representative are authorized, empowered and required to inspect from time to time, but not less frequently than twice yearly, all buildings and premises other than dwellings and to order such changes or eliminations of hazardous conditions that may exist in violation of city prevention ordinance. For the purpose of inspection, the fire chief and his representative, or either of them, are empowered to enter any and all buildings and premises at any reasonable hour.

2.08.090 - Equipment.

The fire department shall be equipped with such apparatus and other firefighting equipment as may be required to maintain its efficiency.

2.08.100 - Drills.

The fire chief shall at least two times per month provide for suitable drills covering the operation and handling of all equipment essential for efficient department operation. In addition, he shall provide at least two times per month instruction in first aid, water supplies and other related subjects generally considered essential to good firemanship.

2.08.110 - Condition of premises.

All the premises on which fires occur shall be left in a condition which most readily permits reoccupancy. Such premises shall also be left in such condition that they will not rekindle or cause further damage to life or property.
