2.16.010 - Generally.

There exists in the city a department known as the department of public works, the purpose of which is to install, construct and maintain public facilities of the city, including the operation of and services of the water department, sewer maintenance, repair shop, refuse collections, street cleaning, maintenance of all mechanical installations and equipment, and such other functions as may be assigned to said department by the city council or city manager.

2.16.020 - Organization.

The department of public works shall consist of a director of public works and an assistant director of public works and as many other officers and personnel as may be deemed necessary for the effective operation of the department.

2.16.030 - Appointment of director of public works.

The director of public works shall be the chief executive officer of the department of public works and shall be appointed by the city manager, subject to the approval of the city council, for an indefinite period of time, and with tenure of office depending upon his good conduct and efficiency.

2.16.040 - Appointment of officers and personnel.

The director of public works shall appoint all other officers and personnel, subject to the approval of the city manager. All said personnel shall be accountable to the director of public works or his representative.

2.16.050 - Enforcement of rules and regulations.

The director of public works shall carry out strictly the enforcement of rules and regulations of the department, and is authorized to suspend or remove from service any employee in said department for violation of said rules or incompetence, subject to the approval of the city manager.

2.16.060 - Budget and reports.

The director of public works shall be responsible to the city manager and shall submit annually to the finance director/city treasurer a tentative budget for his department and shall make a complete annual report and such other reports as may be required concerning the department of public works in general, giving suggestions and recommendations for major improvements and listing other data so as to maintain a complete record of the activities of the department.
