Chapter 2.20 — PARKING AND TRANSPORTATION COMMISSION

2.20.010 - Created.

There is created and established a parking and transportation commission which shall be concerned with the study and recommendation of matters pertaining to the movement of goods and people throughout the community; the

establishment, abandonment and regulation of parking zones and otherwise shall cooperate with the city traffic engineer and the police department in establishing policy pertaining to traffic movement and control.

2.20.020 - Membership.

The commission shall consist of five members who shall be appointed by the city council.

2.20.030 - Meetings.

The commission may adopt rules and regulations not inconsistent with the City Charter and other applicable laws, which rules and regulations shall govern the organization, procedure and activities of the commission. The rules and regulations shall not be effective until approved by the city council. The city traffic engineer and the chief of police or their designees shall attend all meetings of the commission.

2.20.040 - Duties and authority.

A.

The commission shall have the following duties and authority:

To recommend to the city council the most practical means for coordinating the activities of all offices and agencies of the city having responsibility with respect to the administration or enforcement of traffic regulations; and

To review long-range capital outlay plans for the city as they apply to parking and transportation within the city and make recommendations regarding such plans to the city council; and

To review and comment on environmental impact reports as they apply to parking and transportation within the city; and

To receive complaints having to do with parking and transportation within the city, and recommend the disposition thereof to the city council; and

To study and recommend to the city council where school crossing guards should be situated within the city; and

To issue permits for parades within the city; and

To determine where signs for no stopping, standing or parking of vehicles, signs for stopping and standing of vehicles for periods of not more than twenty minutes or one hour or two hours where necessary, should be located, and to direct

the city traffic engineer to post the necessary signs giving notice thereof; and

To determine areas where parking should be prohibited between the hours of two a.m. and six a.m.

B.

Commission decisions made pursuant to subdivisions 6, 7 and 8 of subsection A of this section shall be final and conclusive on the twentieth calendar day following the date of commission's decision to the city council. The denial of a parade permit may be appealed to the city council in accordance with the provisions of Section 12.12.090. Such an appeal may be made by any interested person; the appeals shall be in writing, and must be timely filed with the city clerk. The city clerk shall not accept such an appeal for filing unless a filing and processing fee, in an amount set by the city council, is paid by the party offering the appeal for filing.

2.20.050 - Officers.

The commission shall elect its own chairperson and vice chairperson at the first meeting, which shall be convened after July 1st of each year.

2.20.060 - Compensation.

No compensation shall be paid commission members as such. However, members may be entitled to reasonable and necessary expenses incurred in the performance of their duties as commission members, subject to prior approval of the city council and provided further, that the total of the expenditures shall not exceed the amount budgeted.

2.20.080 - Staff.

There shall be paid staff appointed by the city manager and approved by the city council whose duties shall be to carry out the daily activities pertaining to parking and transportation needs. This staff person shall serve as the secretary to the commission and shall record accurate minutes of meetings held by the commission, furnishing copies of all such minutes to the city council.
