10.64.010 - Business district restrictions.¶
No pedestrian shall cross a roadway other than by a crosswalk in any business district in the city.

10.64.020 - Intersections—Obedience to traffic signals.¶
At intersections where traffic is directed by a traffic sign or signal, or by a traffic officer from the city, county or state, no pedestrian shall cross the roadway other than with released traffic.

10.64.030 - Stopping and standing on streets and sidewalks.¶
A.
It shall be unlawful for any person to loiter or stand or sit in or upon any public highway, alley, sidewalk or crosswalk so as to in any manner hinder or obstruct the free passage of, or to in any manner annoy, accost or molest any persons or vehicles passing thereon along the same.
B.
This section shall not apply to any police officer, surveyor, street-sweeper or other public employee or agent, when necessarily acting in the line of duty.

10.64.040 - Improper use of benches, public structures and landscaped areas.¶
A.
No person, after having been notified by a peace officer or city employee that he/she is in violation of this section shall:
Walk or stand upon any public bench;
Walk, stand, sit or lie upon any monument, decoration, artwork, drinking fountain, bike rack, trash receptacle, median, fire hydrant, planter, berm, utility cabinet, railing, fence or upon any other public structure not designed or customarily used for such purposes; or
Walk, stand, sit or lie upon any public lawn, landscaped area or planted area posted with signs that forbid such conduct.
B.
For purposes of this section, the following definitions apply:
"Benches" means any device made of wood, metal, concrete or a combination thereof, provided by the city and designed for the seating of pedestrians.
"Public structure" means any device provided by the city and affixed to the ground or a building including, but not limited to benches, tables, sculptures, artwork, lampposts, railway structures, hydrants, or tree box.
"Landscaped areas" means an area that contains outdoor plants, turf or other vegetation, including the design features adjacent to the landscaped area, which may or may not include an irrigation system.
"Peace officer" means any peace officer of the Whittier Police Department, as provided in the California Penal Code.
"City employee" means any employee of the city of Whittier acting within the course and scope of his/her employment.
