Chapter 13.28 — GENERAL PROVISIONS

13.28.010 - Definitions.

For the purposes of this article, unless it is plainly evident from the context that a different meaning is intended, the following terms used in this article are defined as follows:

A.

"Approved" means approval by the city engineer as the result of investigation and tests conducted by him/her or his/her deputies or by reason of accepted principles or tests by national authorities, technical or scientific organizations.

B.

"Boiler blowoff" means the condensed steam or hot water from a boiler when blown off to remove scale and slime or blowdown from cleaning and repair.

C.

"Chief engineer" means the chief engineer of the county sanitation districts or his/her authorized deputy or representative.

D.

"Chimney" means a vertical section of a house sewer extending from a vertical tee or wye in the main sewer or from a long radius one-fourth bend set vertically in the house sewer at the property line and in either case suitably reinforced with concrete.

E.

"Effluent" means partial or completely treated sewage flowing out of any sewage treatment device.

F.

"Existing house sewers," as used in this article, refer to those house sewers existing at the time Ordinance 1129 became effective.

G.

"House sewer" means and includes a private sewer or a private sewer lateral.

H.

"Industry pretreatment plant" means any works or device for pretreatment of industrial waste, liquid wastes prior to discharge into the public sewer.

I.

"Inspector" means the authorized inspector, deputy, agent or representative of the city engineer, the superintendent, or chief engineer.

J.

"Private lateral sewage discharge" or "PLSD" means a discharge of sewage that is caused by blockage or other defective condition within a private sewer lateral.

K.

"Private sewer" or "private sewer lateral" means a privately owned sewer which conveys sewage from a building to the public sewer, including all pipes, fittings, and appurtenances, from the outer face of the building served to the connection into the public sewer main, including the connection itself.

L.

"Public sewer" means the main sewer or trunk sewer, constructed in a street, highway, alley, place or right-of-way dedicated to public use. "Public sewer" does not include house sewer.

M.

"Sewage treatment plant" means any works or device for treating sewage except any septic tank, settling tank, or cesspool designed to one lot.

N.

"Short title" means this article, which shall be known as the "Sanitary Sewer Code" and may be cited as such.

O.

"Specifications" means specifications for the construction of street improvements, including storm drains, sanitary sewers and appurtenances in the city, adopted and approved by the council.

P.

"Trunk sewer" means a sewer under the jurisdiction of a public entity other than the city.

13.28.020 - Administration.

A.

The city engineer shall administer the provisions of this article unless otherwise specified in this article.

13.28.030 - Exceptions to requirements.

A.

The city engineer may grant an exception to any requirement of this chapter if he/she finds that literal compliance with the provision is impossible or impractical because of peculiar conditions in no way the fault of the person requesting the exception and that the purposes of this article will be accomplished and public safety secured by an alternative construction or procedure.

B.

Sewage treatment plants and sewage pump plants under the jurisdiction of a county sanitation district are exempted from all the provisions of this article.
