Marin County Municipal Code Ch. 3.48 Fees for Permits Administered by the Department of Public Works

Pursuant to Government Code Section 54985 et seq., the board of supervisors hereby finds that the fees specified herein comprise the estimated cost to provide the indicated service.

The following fees shall be effective on and after May 16, 1991:

1. Encroachment permit.

a. Application, sixty-five dollars.

b. Inspection (minimum), seventy dollars.

c. Recordation, thirty-five dollars.

d. Annual, four hundred twenty-five dollars.

e. Vending, three hundred dollars.

2. Film permit, per day, five hundred dollars.

3. Transportation permit.

a. Single trip, sixty dollars.

b. Annual, seventy-five dollars.

4. Excavation permit application, five hundred fifty dollars.

5. Tidelands permit application, five hundred fifty dollars.

6. Dam permit application, five hundred dollars.

The following fees shall be effective on and after May 16, 1991:

1. Encroachment permit.

a. Application, sixty-five dollars.

b. Inspection (minimum), seventy dollars.

c. Recordation, thirty-five dollars.

d. Annual, four hundred twenty-five dollars.

e. Vending, three hundred dollars.

2. Film permit, per day, five hundred dollars.

3. Transportation permit.

a. Single trip, sixty dollars.

b. Annual, seventy-five dollars.

4. Excavation permit application, five hundred fifty dollars.

5. Tidelands permit application, five hundred fifty dollars.

6. Dam permit application, five hundred dollars.

7. Quarry.

a. Surface mining and quarry permit (including reclamation plan), at cost, deposit, four thousand dollars.

b. Reclamation plan amendment, at cost, deposit, two thousand dollars.

c. Financial assurance cost estimate revision (greater than 1 year since last revision or associated with amended rec. plan), at cost, deposit, $300.00

d. Financial assurance cost estimate revision, (one year or less since last revision) $300.00

e. Interim management plan, at cost, deposit, $2,000.00

f. Annual state required inspection, (county inspector, (contract inspector) at cost plus 30% administration overhead $500.00

g. Application of fees:

i. Deposits shall be submitted at time of application or plan submittal;

ii. Should anticipated costs exceed deposit, applicant shall be required, upon notice, to deposit in advance additional sums to process application. The application process shall be suspended should there be insufficient funds in the applicant's account to cover county costs;

iii. If total application processing costs do not exceed the deposit the difference shall be refunded, and

(iv) Fees do not include environmental review.

8. Creek permit application, two hundred twenty dollars.

9. Gallinas Creek Dock permit application, eighty-five dollars.

10. Corte Madera Creek Dock permit application, forty dollars.

11. Environmental review, same as planning department.

12. Building permit plan and site review, to be charged at a rate sufficient to cover actual and anticipated costs.

13. Assessment District Administration.

a. Initial fee, to be charged at seventy-five dollars per staff person hour, in advance, to cover anticipated actual costs prior to board approval, minimum charge of four hundred dollars.

b. Administrative fee, for the processing, reviewing, and administration of assessment districts following board approval:

14. Plan review fee, to be paid at the time of submittal of improvement plans for review:

Two percent of value based on the engineering estimate submitted with the improvement plans.

Upon approval of the improvement plans, additional plan review fees shall be paid at the above rate on the incremental increase in the engineer's estimate submitted at the time the improvement plans are approved.

15. Field Inspection Fee.
