3.16.010 - Road work time sheets required.

Every supervisorial district road commissioner of this county and every county officer, elective or appointive, and every department head in the county government hiring or employing an employee or employees in, on or in connection with county road work on a per diem basis shall prepare, sign and file, in accordance with the terms hereof, a time sheet recording the services performed by the employee or employees and such other and further information, details and date concerning the employee or employees, such work and the authorization therefor as may be called for in the time sheet. If the labor of the employee or employees was performed under the direction of a foreman or timekeeper, the time sheet may be prepared, signed and filed by the foreman or timekeeper, provided, however, that any time sheet prepared by any foreman or timekeeper shall, before the same is filed, have endorsed thereon the signature of the supervisor of the road district in which the labor was performed or the engineer in charge of the work, if such work was in the charge of an engineer, approving payment of the laborer or laborers at the rate and in the amount shown by the time sheet subject, however, to deductions to be made therefrom by the county auditor as may be permitted by law.

3.16.020 - Filing and payment for road work.

The time sheet hereinabove provided for shall be filed by the persons hereinabove directed or permitted to prepare the same, in the office of the county auditor on the first and sixteenth day of each and every calendar month. Each time sheet shall contain the record, information and data therein required and provided to be given for the period of fifteen or sixteen calendar days, as the case may be, immediately preceding the date of filing the same. The county auditor shall, after auditing and approving the separate items contained on any time sheet, draw his warrant on the funds of the particular road district of the county in favor of the laborer or laborers named in the time sheet in payment for the labor at the rate and in the amount as shown by the time sheet, subject to any deductions therefrom permitted by law.

3.16.030 - List of warrants for road work—Review.

Upon the drawing of warrants, the county auditor shall prepare, in triplicate, a list of warrants and file the same with the clerk of the board of supervisors. At its first regular meeting following the filing of the list of warrants, the board of supervisors shall review and approve or disapprove the list of warrants.

3.16.040 - List of warrants for road work—Distribution.

Triplicate copies of the list of warrants shall be distributed by the clerk of this board as follows:

(a) The original thereof with the action of the board thereon endorsed on the same shall be returned to the county auditor to serve as his record of warrants issued;

(b) The duplicate copy similarly endorsed shall be filed with the county clerk as his record or register of labor payments approved;

(c) The triplicate copy similarly endorsed shall be retained by the supervisor of the particular supervisorial district in which the work was performed or by the engineer in charge of the work, if the work was in charge of an engineer under the direction of the board of supervisors.

3.16.050 - Departmental payroll sheets required.

All officers and employees of this county, whether elective or appointive, other than those governed by Section 3.16.010 hereof, shall be reported to the office of the county auditor on departmental payroll sheets filed by the particular departmental head, whether elective or appointive, in the office of the county auditor on the last day of each and every calendar month following the effective date hereof. All departmental payroll sheets shall contain a certification of the correctness thereof by the particular departmental head and his signature approving payments of the amounts shown by the payroll sheet to be due the person named therein subject to such deductions as may be permitted by law. All payroll sheets shall be presented to the board of supervisors for approval at the first regular meeting of the board in each and every month. Following the review thereof by this board, the payroll sheets shall be returned to the county auditor by the clerk of this board with the action of the board endorsed thereon.

3.16.060 - Forms and records.

All forms, records or documents necessary or proper to complete carrying out of the provisions of this chapter shall be prepared by the county auditor, approved by the district attorney and this board, and supplied by this board.
