2.42.010 - Program established.¶
Pursuant to the authority granted to the legislative body of the city, the city council does establish a special federal, state and local manpower program.

2.42.020 - Employees—Not to be civil service—Duration of employment.¶
Any employee appointed or hired under the terms and provisions of the special federal, state and local manpower program, and pursuant to any duty statement under the special federal, state and local manpower program, shall not be a member of the civil service system or classified service. No person hired, employed or appointed under the special federal, state and local manpower program shall hold such position for a period of time longer than such period of time as funds are received by the city from either federal, state or local funds, or to any time which the city elects to discontinue said program.

2.42.030 - Rules and regulations.¶
The city manager, subject to the approval of the city council shall formulate and promulgate rules and regulations for the administration of the special federal, state and local manpower program, standards of employment and selection procedures, subject to the following condition: The first preference for hiring, employing or appointing under the federal, state and local manpower program shall be given bona fide unemployed residents of the city unless some other preference is required under the rules and regulations of the federal, state or local agency supplying funds for the program.

2.42.040 - Right of appeal.¶
No employee under the special federal, state or local manpower program shall have a right of appeal to the personnel board of the city or the city council in any matters affecting his employment, suspension or removal.
