2.40.010 - Program established.

Pursuant to the authority granted to the legislative body of the city, the city council does establish an affirmative action program.

2.40.020 - Program employees—Not to be civil service—Duration of employment.

Any employee appointed or hired under the terms and provisions of the affirmative action program and pursuant to any duty statement under the affirmative action program shall not be a member of the civil service system or classified service. No person hired, employed or appointed under the affirmative action program shall hold such position for a period in excess of eighteen months.

2.40.030 - Rules and regulations.

The city manager, subject to the approval of the city council, shall formulate and promulgate rules and regulations for the administration of the affirmative action program, standards of employment and selection procedures, subject to the following condition: That first preference for hiring, employing or appointing under the affirmative action program shall be given to bona fide residents of the city whenever possible.

2.40.040 - Right of appeal.

No employee under the affirmative action program shall have a right of appeal to the personnel board of the city or the city council in any matters affecting his employment, suspension or removal.
