2.04.010 - Meetings—Location and time.¶
The city council shall hold regular official meetings at the City Council Chambers located in the City Hall at 333 90th Street, Daly City, California, on the second and fourth Mondays of each month at seven p.m. of such days.

2.04.015 - Mayor and vice mayor.¶
The mayor is elected from those on the council at the regular or special meeting at which the certification of election results and oath of office is given to councilmembers. The vice mayor is elected from those on the council after the election of the mayor. In the absence of the mayor, the vice mayor performs the duties of the mayor.
Reference within state statutes or regulations, locally adopted rules of order, city ordinances or resolutions to "mayor pro tempore" shall in all cases mean the "vice mayor."

2.04.020 - Meetings—To be governed by Robert's Rules of Order.¶
Except as provided in this chapter, the proceedings of the city council shall be governed by the latest edition of Robert's Rules of Order, on all matters pertaining to parliamentary law, but no ordinance, resolution, proceeding or other action of the city council shall be invalidated, or the legality thereof otherwise affected, by the failure or omission to observe or follow such rules.

2.04.021 - Motion for reconsideration.¶
Any person who has been refused, denied or had revoked a license, permit or any other entitlement issued or to be issued by the city shall have the right to request the council for a motion for reconsideration pursuant to Robert's Rules of Order. Such request shall be made at the same or next succeeding regular meeting of the council after action has been taken on such permit, license or entitlement.

2.04.030 - Meetings—Minutes.¶
The minutes of the city council or journal of their proceedings, shall be kept by the city clerk or secretary of the city council and shall be neatly typewritten in a book kept for that purpose, with a record of each particular type of business transacted set off in paragraphs and with proper subheads; provided, that the city clerk or secretary of the city council shall be required to make a record only of such business as was actually passed upon by vote of the city council, and shall not be required to record any remarks of members of the city council, or any other person, except at the special request of a member of the city council. A record shall be made of the names of the persons addressing the city council and the title of the subject matter to which their remarks related, provided request is made for such record.

2.04.040 - Finance committee—Auditing duties.¶
A finance committee of the city council shall audit all bills and accounts prior to their submission for payment to the city council and shall note their approval or disapproval thereof on the demand sheets.

2.04.050 - Salaries of councilmembers—Based upon population.¶
The salaries of councilmembers shall be as set forth in Section 36515 of the Government Code of the state, as amended by Chapter 100 of the Statutes of 1984, pursuant to the population of the city being in excess of seventy-five thousand but less than one hundred fifty thousand persons.

2.04.055 - Councilmembers' salaries—Adjustments in salaries.¶
The salary of the councilmembers shall be a bi-weekly salary of one-thousand one hundred and two dollars and ninety-two cents in accordance with Government Code Section 36516. The salary is payable in the same manner as the salaries are paid to other officers and employees of the city.

2.04.060 - Special election to fill vacancy.¶
A person appointed to fill a vacancy on the city council holds office only until the date of a special election which shall immediately be called to fill the remainder of the term. Such a special election may be held on the date of the next regularly scheduled election to be held throughout the city in not less than one hundred fourteen days from the call of the special election.
