2.22.010 - Established—Membership.¶
There is established a planning agency, which shall consist of the planning commission and the city council.

2.22.020 - Functions—Generally.¶
The functions of the planning agency are as follows:
A. It shall develop and maintain a general plan;
B. It shall develop such specific plans as may be necessary or desirable;
C. It shall periodically review the capital improvement program of the city;
D. It shall perform such other functions as the legislative body may provide.

2.22.030 - Functions—Planning commission hearing.¶
All matters involved within the functions of the planning agency shall be first heard by the planning commission. Such matters as provided for in various sections of this chapter, or as provided for by this code or ordinance adopted by the city, or by state law, shall be further reviewed or heard by the city council.
