10.36.010 - Fixing and marking requirements.¶
The chief of police shall determine the location of loading zones and shall mark by appropriate signs or as specifically required in this chapter those places where standing for loading only is permitted under Section 10.24.070, subject to the following requirements and limitations:
A. Marking. Every loading zone, also that portion of every curb reserved for loading only by subsections D and E of Section 10.24.070, shall be designated by yellow paint or other yellow material upon the entire curb surface therein with the words "Loading Only" in black letters thereon.
B. Limitation on Extent. Within any business district, not more than one-half of the total curb length in any one block may be set apart as a loading zone.

10.36.020 - Passenger loading zones—Findings.¶
The city council finds and declares that the health, welfare and safety of the inhabitants of the city are being endangered by reason of the following facts:
The city is the staging and assembly area for thousands of farm laborers and employers; and the pickup and discharge of farm workers on the city streets and public facilities within the city has created a serious traffic and pedestrian problem and, at times, a complete stoppage of traffic; and the city is situated as the port of entry into the United States from Mexico wherein great numbers of pedestrian and vehicle traffic enter the city and create serious traffic congestion; and whereas the public streets of the city are inadequate to accommodate such traffic without control measures, and the life, health and safety of the citizens and residents of the city are seriously threatened, the city council finds, therefore, that control of passengers loading vehicles within the city must be restricted in order to protect the health and safety of the citizens and residents of the city.

10.36.030 - Passenger loading zones—Authorized locations only.¶
A. Commercial Vehicles. Passengers of any commercial bus or vehicle for hire other than a duly licensed taxicab may be discharged or boarded only at an authorized location in any public street, area, or facility owned by the city.
B. Farm Labor Vehicles. Passengers may not be boarded or discharged from any farm labor bus, truck, or similar conveyance, other than a private automobile, in any public street area or facility owned by the city except at such authorized location as the city council may designate.

10.36.040 - Passenger loading zones—Establishment.¶
The city council may establish the loading zones regulated by this chapter by resolution, and the chief of police of the city shall post said zones with the appropriate signs and curb markings.

10.36.050 - Passenger loading zones—Violation deemed misdemeanor.¶
Any person in control of a vehicle mentioned in this chapter who allows or assists passengers to load in violation of the terms of this chapter is guilty of a misdemeanor.
