10.32.010 - Use of certain streets—Prohibited.¶
A. Heavy Vehicles Restricted. It is unlawful for any person, firm or corporation to drive, run or operate or to cause to be driven, run or operated on, over or across any of the streets described in subsection B of this section within the city any motor vehicle having a maximum gross weight exceeding three tons, except any vehicle which is subject to the provisions of Section 50 1/4 of the Public Utilities Act.
B. Prohibited Streets. The streets within the city the use of which is prohibited, as provided in subsection A of this section, are all streets lying east of Imperial Avenue and west of Blair Avenue, and north of Third Street.
C. Signs. The chief of police is authorized and instructed to erect appropriate signs on all necessary places indicating the streets affected by this section.

10.32.020 - Truck routes.¶
A. Establishment Authority. The chief of police is authorized to establish over an appropriate street or streets and to designate by appropriate signs through traffic routes for the movement of vehicles of two or more tons capacity designed for carrying merchandise, freight or material.
B. Mandatory Use of Routes. When any such through traffic route or routes are established and designated by appropriate signs, the operator of any vehicle mentioned in subsection A of this section shall drive on such route or routes and none other except when it is impractical to do so or when necessary to traverse another street or streets to a destination for the purpose of loading or unloading, but then only by such deviation from the nearest freight route as is reasonably necessary.

10.32.030 - Interpretation of regulations.¶
The regulations set forth in Sections 10.32.030 through 10.32.100 are in addition to any and all other sections of this code regulating the operation, movement and parking of vehicles in the city which are applicable, and are not, and shall not be considered as being, alternative to any or all such other applicable provisions of this code.

10.32.040 - Parking or standing restrictions.¶
A. Applicable Area. The provisions of this section shall apply to all streets, alleys, sidewalks, ways and any and all other public thoroughfares situated in the city from the west line of Imperial Avenue to the east city limits and lying between the north and south limits of the city, from the west line of Imperial Avenue to the east line of Pierce Avenue and lying between the south line of Sheridan Street and the All-American Canal, and from the east line of Pierce Avenue to the west city limits and lying between the north and south city limits, and to include Railroad Boulevard between Highway 98 and Second Street.
B. Affected Vehicles. The vehicles affected consist of all motor trucks, trailers, semitrailers, tractors, and any and all other types of vehicles, whether self-propelled or pulled or propelled by another vehicle, having an actual load capacity in excess of one and one-half tons. Nothing in the above-stated sections should be construed so as to prohibit privately owned recreational vehicles at or near a residence. Signs should be imprinted as follows: "RESIDENTIAL AREA NO TRUCKS OR BUSES OVER 1-1/2 TONS CAPACITY, CALEXICO MUNICIPAL CODE ORD. 10.32.040 B."
C. Purpose Restricted. No vehicles described in subsection B of this section shall be parked or remain standing within the area described in subsection A of this section for any purpose other than for loading or unloading of property or passengers.
D. Time Limit. The time limit for performing the objects provided in subsection C of this section shall not exceed thirty minutes; except that the chief of police, or his duly authorized representative, may at his discretion grant such additional time, not exceeding two hours in any twenty-four-hour period, that may be necessarily required for the loading or unloading designated in subsection C of this section, or for removing any such vehicle when the same cannot be moved by its own motive power as a result of motor failure or accident.

10.32.050 - Vehicles of five tons.¶
A. Prohibited Areas. No vehicle having a gross weight when loaded of five tons or more shall travel on or be driven over any streets or other public thoroughfares in the city in the area described as follows:
All streets, alleys, public ways and thoroughfares in the city lying east and north of a line drawn along the east line of Imperial Avenue from the north city limits to the north line of Third Street; thence east along the north line of Third Street to the east line of Heber Avenue; thence south along the east line of Heber Avenue to the north line of Second Street; thence east along the north line of Second Street to the east city limits, except that all state highways are excluded from the prohibited area. In addition, such trucks are prohibited from parking on Second Street between the west side of Imperial Avenue and the east side of River Road, on Third Street between the west of Imperial Avenue and the east side of Emerson Avenue, on Fourth Street between the west side of Imperial Avenue and the east side of Emerson Avenue, on Fifth Street from the west side of Imperial Avenue to its terminus with the railroad tracks to the west, and Sixth Street from the west side of Imperial Avenue to the east side of Emerson Avenue.
B. Exception. Such vehicles may enter the prohibited area described in subsection A of this section for the purpose of delivery or pickup, within such time limits specified in subsection D of Section 10.32.040, and immediately upon making such pickup or delivery shall proceed by the most direct route out of such prohibited area.
C. Time Limits. There shall be a four-hour parking limit twenty-four hours a day, seven days per week, on such trucks from the east line of Imperial Avenue to the west line of Pierce Avenue and from the south side of Second Street to the north city limits.

10.32.060 - Parking restrictions on certain trucks.¶
Parking of trucks laden with cotton, either baled or loose or in sacks, or with any explosive or highly inflammable materials, is prohibited within the area set forth in subsection C of Section 10.32.050 except cargoes of baled cotton when being transferred from one truck to another.

10.32.070 - Standing on streets prohibited.¶
A. Applicability. The regulations set forth in this section shall apply to all areas of the city.
B. Permit Required. No commercial vehicle of any description, whether consisting of trucks, trailers, semi-trailers, tractors, dollies or any part of any vehicle or any other object not having its own motive power for self-propulsion in working order, or that for any reason whatever cannot be moved under its own power without undue delay, shall be parked or placed or moved across or upon any street, alley, sidewalk, public way or any other public thoroughfare, except in the ordinary and usual course of loading and unloading or transporting property or passengers, unless under special permit issued by the chief of police of the city.
C. Warning Signals. No vehicle described in subsection B of this section shall be left standing at any time upon a street, alley, sidewalk, public way or other public thoroughfare without a flagman or other attendant in charge thereof at the point of standing, or unless lights, flags, barriers or other warning is placed about such vehicles to give due and adequate warning that a hazard to traffic exists at such point.

10.32.080 - Obstructing streets and alleys.¶
A. No vehicle described in Sections 10.32.030 through 10.32.100 which is standing or parked for any purposes permitted in this chapter shall at any time occupy or obstruct more than one-third of the width of any street having a roadbed width of more than twenty feet; nor shall any such vehicle occupy or obstruct more than one-half of the width of any alley, public driveway or other public way having a total width of twenty feet or less; provided further, that in any alley or other public way having a width of twenty feet or less, vehicles shall be parked a sufficient distance away from other vehicles parked or standing therein, either upon the same or opposite side of said alley or other public way, so as to allow clear passage for emergency vehicles which may travel therein; provided further, that such vehicles shall at all times park as closely as possible to the side line of the street, alley or other public way in which it is standing.
B. No vehicle described in Sections 10.32.030 through 10.32.100 which is standing or parked for any purposes permitted in this chapter shall at any time be parked so as to interfere with the use of any driveway or alley and shall not be parked so that any of the right-hand wheels of the truck or trailer are more than twenty-four inches from the curb, except when loading or unloading.

10.32.090 - Prohibited parking areas—Trucks in excess of three-fourths ton.¶
Parking shall be prohibited for all trucks in excess of three-fourths ton in the following described areas in the city of Calexico, county of Imperial, state of California:
A. First Street between Imperial Avenue and Paulin Avenue;
B. Second Street between Imperial Avenue and Railroad Boulevard;
C. Third Street and Fourth Street between Imperial Avenue and Emerson Avenue;
D. Fifth Street between Emerson Avenue and Railroad Boulevard;
E. Emerson Avenue between Fifth Street and the alley in the middle of Lot 32.

10.32.100 - Prohibited parking areas—Vehicles in excess of one and one-half tons.¶
Parking shall be prohibited for all trucks, trailers, semitrailers, buses and any and all other types of vehicles, whether self-propelled or pulled or propelled by another vehicle, having an actual load capacity in excess of one and one-half tons, and all passenger vehicles, motor buses, automobiles or trucks used for transportation of passengers, either as private vehicles or public, having an actual capacity of more than ten passengers on private or public property in any R-1 or R-2 zone within the city; provided further, however, that any of the vehicles described in this section may park for the purpose of loading or unloading property or passengers for a period not to exceed thirty minutes if not otherwise limited by other provisions of this code.

10.32.110 - Inflammable vehicles—Findings.¶
The city council finds and declares that the health, welfare and safety of the inhabitants of the city are being endangered by reason of the following facts:
Numerous trucks, tractors, tanks and trailers loaded with inflammables are entering the city and parking in various areas of the city awaiting the opportunity to pass into the Republic of Mexico with their cargoes. Due to the highly inflammable nature of their cargoes, a catastrophe would befall the city if any of said vehicles become inflamed or explode, and there would be large loss of life and damage to property. The city council finds, therefore, that the parking of such vehicles within certain areas of the city must be restricted in order to preserve the health, welfare and safety of the inhabitants of the city.

10.32.120 - Inflammable vehicles—Parking in certain areas restricted.¶
It is unlawful for the operator of any trucks, tractors and/or trailers which are laden with explosives, gasoline, butane gas or other inflammables, and tanks, trucks and/or trailers which are empty but still contain explosive gases, to park or to permit the same to be parked in any area of the city lying east and north of the railroad right-of-way of the Southern Pacific Company, unless such vehicles at all times have in attendance the drivers thereof, who shall at all times while said vehicles are parked in said areas remain in the cab thereof fully awake.

10.32.130 - Inflammable vehicles—Parking distances.¶
Any of such vehicles parked in the areas of the city described in Section 10.32.120 in accordance with said section shall not park closer than twenty feet away, end clearance, and ten feet away, side clearance, from any other vehicle similarly laden with cargoes as described in said section.

10.32.140 - Inflammable vehicles—Parking area.¶
The property in the city described as Lots 5 and 6 of Industrial Addition, located on the north side of Second Street, west of the railroad right-of-way of the Southern Pacific Company, is established as a parking area for vehicles described in Section 10.32.120 while the same are unattended. It is unlawful to park any of such vehicles while the same are not attended in any area of the city other than said property described in this section.

10.32.150 - Inflammable vehicles—Establishment of other parking areas.¶
The city council shall have power from time to time, by resolution, to designate other areas in the city located west of the railroad right-of-way of the Southern Pacific Company in which such vehicles described in Section 10.32.120 may be parked unattended.
