10.24.010 - Prohibited parking on Frontage Road.¶
A. It is unlawful for the operator of a vehicle to stop or park such vehicle (except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer) in any place below described:
On the east and west side of Frontage Road lying to the east of Highway 111 from the Southerly Terminus of said Frontage Road to the north city limits of the city of Calexico, county of Imperial, state of California.
B. The chief of police of the city shall erect such signs and paint curb markings as may be necessary to carry out the provisions of the ordinance codified in this section.

10.24.020 - Stopping or parking—Imperial Avenue.¶
A. It is unlawful for the operator of a vehicle to stop or park such vehicle, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer, in any place described in this subsection:
On the east and west side of Imperial Avenue (State Highway), from the International Border to the south curb of Birch Street in the city of Calexico, county of Imperial unless allowed under Section 10.24.110.
B. The city manager of the city shall erect such signs and paint curb markings as may be necessary to carry out the provisions of this section.

10.24.030 - Prohibited stopping places.¶
A. It is unlawful for the operator of a vehicle to stop such vehicle in any of the following places, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or traffic sign or signal:
In an intersection;
In a crosswalk;
Between a safety zone and the adjacent curb or within twenty feet of a point on the curb immediately opposite the end of a safety zone;
Within thirty feet of an intersecting roadway, except buses at a designated bus stop.
B. Upon all streets within any business district, the chief of police shall designate the provisions of subdivisions 3 and 4 of subsection A of this section by placing and maintaining red paint or other red material upon the entire curb surface within such areas, omitting any crosswalk area, or by placing and maintaining appropriate signs directing that the stopping of vehicles is prohibited.

10.24.040 - Parking or standing—Time limit.¶
A. It is unlawful for any person to park or leave standing, or cause to be parked or left standing, any vehicle upon any public street in the city for one hundred twenty or more consecutive hours.
B. Enforcement of subsection (A) shall conform to that allowed by the California Vehicle Code.

10.24.045 - Unlawful parking of trailers, mobilehomes, recreational vehicles, trucks…¶
A. Street Parking of Trailers, Semi-Trailers, Mobilehomes, Trucks and Buses. It is unlawful to park or stand or permit to remain for a period longer than two hours on any street or highway or public alley or on a parkway area between curb and sidewalk any of the following vehicles:
Any trailer (whether attached to another vehicle or separate);
Semi-trailer;
Mobilehome;
Bus (as defined in the California Vehicle Code);
Any vehicle which is capable of greater than one thousand five hundred pounds (three-fourths-ton) cargo capacity;
B. Street Parking of Recreational Vehicles. It is unlawful to park or stand or permit to remain for a period longer than twenty-four hours on any street or highway or public alley or on a parkway area between curb and sidewalk any recreational vehicle or temporary recreational vehicle as defined below:
- "Recreational vehicle" means:
a. Recreational Vehicle. A motor home, slide-in camper, travel trailer, with or without motive power, designed for human habitation for recreational or emergency occupancy.
b. Camping Trailer. A vehicular portable unit mounted on wheels and constructed with collapsible partial sidewalls which fold for towing by another vehicle and unfold at the campsite and is designed for human habitation for recreational or emergency occupancy.
c. Motor Home. A vehicular unit built on or permanently attached to a self-propelled motor vehicle chassis, chassis cab or van, which becomes an integral part of the complete vehicle, designed for human habitation for recreational or emergency occupancy.
d. Slide-in Camper. A portable unit, consisting of a roof, floor and sides, designed to be loaded onto and unloaded from the bed of a pickup truck and designed for human habitation for recreational or emergency occupancy and shall include a truck camper.
e. Travel Trailer. A portable unit, mounted on wheels, of such a size and weight as is not to require special highway movement permits when drawn by a motor vehicle and for human habitation for recreational or emergency occupancy.
- "Temporary recreational vehicle" means:
a. Any motor vehicle altered and equipped for sleeping or human habitation.
C. Overnight Parking. It is unlawful to park or stand or permit to stand any trailer (whether attached to another vehicle or separate), semi-trailer, mobilehome or bus (all as defined in the California Vehicle Code); or any vehicle which is capable of greater than one thousand five hundred pounds (three-fourths-ton) cargo capacity on any city street between the hours of ten p.m. and six a.m. without a permit as defined in this chapter.
D. Exception. This section shall not apply to a commercial truck (as established by a current registration with the state department of motor vehicles) in the following circumstances:
While such truck is being loaded or unloaded and such additional time is reasonably required for such loading and unloading operations; or
When such vehicle is parked in connection with, and in aid of, the performance of a service to or on a property in the block on which such vehicle is parked for a period reasonably necessary to complete such service.
E. Street Parking Permit.
Purpose. The purpose of authorizing the issuance of a permit is to give an owner of a vehicle as described in this section the ability to park the subject vehicle for purposes of loading or unloading such vehicle and to allow an out of town visitor to park on a street adjacent to the residence which the out of town visitor is visiting. The purpose of authorizing the issuance of a permit to a handicapped person is to allow such person to park a vehicle as described in this section, whether or not such person has a handicapped license plate.
Persons holding a valid permit issued pursuant to this chapter may park permitted vehicle on a street in a residential area.
The police chief, or his/her designee, is authorized to issue permits authorized by this chapter.
Every person desiring a parking permit or handicap permit will file an application with the police chief, or his/her designee, containing the following:
a. The name, address and phone number of the registered owner and applicant of the vehicle for which a permit is sought;
b. The license number, make and model of the vehicle;
c. The dates for which the permit is requested;
d. The dates and duration of any and all permits issued to the applicant within the immediately preceding ninety-day period;
e. Additional information the police chief, or designee, may reasonably require;
f. The applicant must sign an application under penalty of perjury.
Fees. Applicants for permits issued pursuant to this chapter will pay to the city a fee equal to the sum of money sufficient to reimburse the city for all expenses incurred by it in connection with processing permit applications. The amount of such fees will be established periodically by city council resolution.
Issuance.
a. The police chief will issue a permit if:
i. The application was complete in accordance with this chapter;
ii. There are no grounds for denying the permit; and
iii. The applicant accepts the permit in writing.
b. Use of any permit issued pursuant to this chapter will conform to the general permit conditions of this chapter and such other conditions as may be imposed by the chief of police or his/her designee.

10.24.050 - Standing for loading only.¶
It is unlawful for the operator of a vehicle to stop said vehicle for a period of time longer than is necessary for the loading or unloading of passengers or materials; provided that the loading or unloading of passengers shall not consume more than three minutes, nor the loading or unloading of materials more than twenty minutes, in any of the following places:
A. In any alley; provided further, however, that parking in those certain east and west alleys between First and Second Streets and Second and Third Streets bounded by Imperial Avenue and Heber Avenue is limited to the parking of commercial vehicles only for the purpose of loading and unloading material, and that all vehicles must be attended during such loading and unloading process;
B. In any loading zone;
C. At any curb within twenty-five feet of the entrance to any hospital;
D. At any curb within fifty feet of the entrance to any police station;
E. At any curb within fifteen feet of a fireplug.

10.24.060 - Parking or loading on certain alley.¶
The operator of a vehicle shall not park such vehicle at any time for loading or any other purpose on the south side of that certain alley running east and west between Rockwood and Heffernan Avenues and between Second and Third Streets in the city. All other provisions of this code shall apply to the parking and standing for loading and unloading in said alley, except that the parking or standing of vehicles and the loading or unloading of materials shall be conducted entirely on the north one-half of said alley.

10.24.070 - Stop intersections—Boulevards designated.¶
A. The following streets and parts of streets constitute boulevards for the purpose of this section and Section 10.24.080:
Second Street, from the east city limits to the west side of Imperial Avenue; provided, however, that at the intersection of Second Street and Imperial Avenue, only those vehicles approaching Second Street on Imperial Avenue from the south shall be required to stop before entering said intersection;
Imperial Avenue, from the south side of Second Street to the north city limits; provided, however, that at the intersection of Imperial Avenue and Second Street, only those vehicles approaching Imperial Avenue on Second Street from the west side shall be required to stop before entering said intersection;
Heber Avenue, from the south side of Third Street to the north city limits;
Heffernan Avenue at the intersection of First Street;
Third Street, from the east side of Heffernan Avenue to the west side of Paulin Avenue;
Fourth Street at the intersection of Rockwood Avenue;
Heffernan Avenue at the intersection of Fourth Street;
Fifth Street at the intersection of Blair Avenue.
B. In accordance with the provisions of subsection A of this section, and when signs are erected giving notice thereof, drivers of vehicles shall stop at the entrance or entrances to those boulevards designated in said subsection before entering the same from any intersecting street.

10.24.080 - Stop intersections—Erection of signs.¶
The city council may by ordinance or resolution designate any street or portion thereof as a through street or boulevard, or designate any intersection at which vehicles are required to stop; and whenever any such ordinance or resolution does so designate and describe any street or portion thereof as a through street or boulevard, or any intersection at which vehicles are required to stop at one or more entrances thereto, the chief of police shall erect and maintain stop signs as follows:
A. A stop sign shall be erected on each and every street intersecting such through street or portion thereof designated as a boulevard, and at those entrances of other intersections where a stop is required.
B. Every such sign shall be placed at or near the entrance to the highway or intersection where a stop is required, and every such sign shall conform to the requirements of the Vehicle Code.

10.24.090 - No-parking zones.¶
A. The operator of a vehicle shall not park such vehicle at any time in any of the following places;
Along the south side of First Street at any point west of the intersection of First Street and Heffernan Avenue in the city of Calexico, county of Imperial, state of California, except for the purpose of loading or unloading passengers or goods;
On the south side of First Street between Heffernan Avenue and Heber Avenue, subject to the exceptions and restrictions imposed by Sections 10.24.030 and 10.24.050;
Along the north side of Highway 98, also known as Birch Street in the city, at any location from the easterly city limit line to the westerly city limit line with the exception of the area in front of the United States Post Office. This is from the westerly boundary of Ollie Street, approximately two hundred eighty feet to the westerly boundary of the United States Post Office property;
Along the south side of Highway 98, also known as Birch Street in the city, at any location from the easterly city limit to the westerly city limit line;
On the east side of Imperial Avenue between Second Street and Third Street in the city;
Along Imperial Avenue within forty feet of the stop signs located at the intersections of Grant Avenue and Imperial Avenue, all in the city of Calexico, county of Imperial, state of California.
Northbound Cesar Chavez Boulevard from Second Street to State Route 98 and Southbound Cesar Chavez Boulevard from Lincoln Street to Second Street.
Westbound and Eastbound Second Street from Imperial Avenue to Gran Plaza Way.
B. Curb markings shall be painted as may be necessary to carry out the provisions of this section.

10.24.110 - Parking—Two-hour limit—Streets designated.¶
The operator of a vehicle shall not park such vehicle for longer than two hours between the hours of eight a.m. and ten p.m. on any day of the following streets:
A. Second Street, from Imperial Avenue to the west city limits;
B. Northbound Imperial Avenue to Eighth Street, Southbound Imperial Avenue to Sherman Street to Third Street and all intersections associated with these streets;
C. West side of Emerson Street, from Fourth Street to Sixth Street.

10.24.120 - Parking—Two-hour limit—Business district.¶
The operator of a vehicle shall not park such vehicle for longer than two hours between the hours of eight a.m. and ten p.m. of any day within any other business district except:
A. Third and Fourth Streets between Heber and Mary Avenues;
B. Second Street from Mary Avenue to the easterly city limits;
C. Paulin, Rockwood, Heffernan and Heber Avenues north of Fourth Street;
D. Imperial Avenue north of the south line of Roosevelt Street;
E. Emerson Avenue from the north side of Seventh Street to the south side of Roosevelt Street.

10.24.130 - Parking—Prohibited between two a.m. and four-thirty a.m.¶
It is unlawful for the operator of any vehicle to park said vehicle, and the parking of any vehicle is prohibited, between the hours of two a.m. and four-thirty a.m. of any day upon those streets described as follows:
A. On Second Street from the east line of Imperial Avenue to the west line of Heber Avenue, and on the north side of Second Street from the west line of Heber Avenue to the west line of Mary Avenue;
B. On Paulin Avenue from the north line of First Street to the south line of Third Street;
C. On Rockwood Avenue from the north line of First Street to the south line of Third Street;
D. On Heffernan Avenue from the international boundary to the south line of Third Street;
E. On First Street from Imperial Avenue to Heber Avenue;
F. On Third Street from Imperial Avenue to Heber Avenue;
G. On the south side of Second Street from the east line of Heber Avenue to the west line of Mary Avenue.

10.24.140 - Parking—Prohibited between two-thirty a.m. and four-thirty a.m.¶
It is unlawful for the operator of any vehicle to park said vehicle on or along the east or west side of Imperial Avenue, from its intersection with Birch Street to the north, to Second Street to the south, all within the city of Calexico, between the hours of two-thirty a.m. and four-thirty a.m.

10.24.150 - Parking—Forty-minute limit between one a.m. and six a.m.¶
On any and all paved streets within the city, other than those streets designated in Sections 10.24.130 and 10.24.140 in which parking is prohibited, the parking of any vehicle is prohibited, and it is unlawful for the operator of any vehicle to park said vehicle on any of said streets for a period of time longer than forty minutes between the hours of one a.m. and six a.m. of any day.

10.24.160 - Determination of parallel or angle parking.¶
The city council, by resolution, or the chief of police, is authorized to determine and fix upon what streets parking shall be angle parking and upon what streets there shall be parallel parking, and to indicate upon streets on which angle parking is permitted by the painting of white lines upon the surface of the roadway to indicate the proper angle for parking.

10.24.170 - Parallel parking.¶
The operator of a vehicle shall not stop, stand or park such vehicle in a roadway other than parallel with the curb and with the two right-hand wheels of the vehicle within one foot of the regularly established curbline, except as provided in this chapter.

10.24.180 - Angle parking—Required on designated streets.¶
Upon those streets which have been marked for angle parking, as provided in Sections 10.24.180 through 10.24.200, vehicles shall be parked at the angle to the curb indicated by such marks.

10.24.190 - Angle parking—Prohibited places.¶
Such lines as required by Section 10.24.160 shall not be placed upon, nor shall angle parking be permitted upon, any of the following streets:
A. Any street where such parking would diminish the width of the roadway available for travel to less than twenty feet;
B. Any street where there is less than thirty feet between the curb and the nearest rail of any streetcar track;
C. Any street which is a continuation of or a part of a county trunk line highway or a state highway, unless a clear width of forty feet is left for the movement of vehicles when angle parking is permitted.

10.24.200 - Angle parking—Parking prohibited on opposite side of street.¶
The chief of police is authorized to prohibit the parking of vehicles, provided appropriate signs are placed and maintained to give notice thereof, on one side of a street in any block where angle parking is permitted on the opposite side of the street in such block.

10.24.210 - Authority to remove vehicles for sale in certain areas within the public right-of-way.¶
A. Purpose. The council of the city of Calexico finds that the display of vehicles for sale on its streets creates a distraction for drivers and pedestrians, thereby creating a hazard; creates a nuisance for the community; and decreases the parking available for businesses and residents. Council further finds that numerous methods are available and necessary to alleviate this problem in the method most appropriate. The purpose of this section is to authorize and empower an authorized peace officer or other regularly employed and salaried employee of the city of Calexico who is engaged in directing traffic or enforcing parking laws and regulations of the city, to take various actions when public streets and highways identified in this section are used for the private sale of vehicles.
B. Parking For Sale Vehicles Restricted. It shall be unlawful for any person to park any vehicle on the streets or public lands in the city of Calexico listed in this subsection for the purpose of advertising to the public the private sale of that vehicle:
Along any public street in any residential zone in the city;
Along all streets listed in the table, below:

C. Removal of Vehicle Advertising Sale. Pursuant to Section 22651.9, Subdivision (a)(4), of the California Vehicle Code, the city authorizes any peace officer, as defined in Chapter 4.5 (commencing with Section 830) of Title 3 of Part 2 of the Penal Code, or any regularly employed and salaried employee, who is engaged in directing traffic or enforcing parking laws and regulations of the city, to remove a vehicle located within its territorial limits which is in violation of this section, if all of the following requirements are satisfied:
Because of a sign or placard on the vehicle, it appears that the primary purpose of parking the vehicle at that location listed in subsection B. of this section is to advertise to the public the private sale of that vehicle.
Within the past thirty days, the vehicle is known to have been previously issued a notice of parking violation, under this section, which was accompanied by a notice containing all of the following:
a. A warning that an additional parking violation may result in the impoundment of the vehicle.
b. A warning that the vehicle may be impounded pursuant to this section, even if moved to another street subject to this section so long as the signs or placards offering the vehicle for sale remain on the vehicle.
c. A listing of the streets or public lands subject to this section.
- The notice of parking violation was issued at least twenty-four hours prior to removal of the vehicle.
D. Post-Storage Impound Hearing. Section 22852 of the California Vehicle Code applies to this section with respect to the removal of any vehicle in violation of this section. Section 22852 is incorporated by reference as if set forth in full herein and provides, in summary, that whenever an authorized member of a public agency directs the storage of a vehicle, the city shall direct the storage operator to provide the vehicle's registered and legal owner(s) of record, or their agent(s), with the opportunity for a post-storage hearing to determine the validity of the storage. Notice of the storage shall be mailed or personally delivered to the registered and legal owner(s) within forty-eight hours, excluding weekends, as specifically provided for under Section 22852 of the California Vehicle Code. To receive a post-storage hearing, the owner(s) of record, or their agent(s), must request a hearing in person, in writing, or by telephone within ten days of the date appearing on the notice. The city may authorize its own officer or employee to conduct the hearing as long as the hearing officer is not the same person who directed the storage of the vehicle.
E. Violation—Penalties. A first violation of this section is punishable by a fine of one hundred dollars. A second violation of this section is punishable by a fine of two hundred fifty dollars. A third violation and any subsequent violations of this section are punishable by a fine of five hundred dollars. The city council may increase the amount of the fines from time to time. A person shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of this section is committed, continued or permitted.

10.24.220 - Parking vehicles for vending.¶
It is unlawful for the operator of any vehicle to park upon any street in any business district any vehicle from which merchandise is being sold, except peddlers licensed by the city to sell or peddle merchandise upon the streets at some specific location or parking place.

10.24.230 - Parking area.¶
A. Designated. The property in the city, described as Lot 9, River Tract, city of Calexico, is established as a parking area for motor vehicles. The chief of police of the city shall designate so much of said area of Lot 9, River Tract, city of Calexico, as may be necessary for the use of truck and trailer parking and the balance of said area may be used as automobile parking. The chief of police of the city is directed to erect and post signs designating said respective truck and trailer parking area and automobile parking area. The area of Lot 9, River Tract, city of Calexico, designated as truck and trailer parking area by the chief of police of the city is further established as a truck and trailer parking area, pursuant to Section 10.32.150.
B. Time Limit. It is unlawful for any person to park or leave standing or cause to be parked or left standing any vehicle in the parking area designated in subsection A of this section, either truck or auto, for one hundred twenty or more consecutive hours.
C. Removal of Vehicle. Any regularly employed and salaried police officer may remove or cause to be removed any vehicle that may be left parked or standing in said parking area for one hundred twenty or more consecutive hours and arrange for storage of said vehicle, in accordance with the provisions of this code and the vehicle code of the state of California. The keeper of any garage in which any vehicle is stored or removed to in accordance with the provision of this section and the vehicle code of the state of California shall have a lien thereon for and as compensation for towage and caring for and keeping such vehicle, and may satisfy such lien in compliance with and under the conditions stated in the vehicle code of the state of California.

10.24.231 - Parking—Two-hour.¶
A. Designated. The property of the city, south of First Street between Heber and Blair Avenues of the city is established as a two-hour parking area for motor vehicles.
B. Parking Permit. Parking permits for those wishing to park longer than two hours and/or up to five days in the eastern one-third section of the parking lot may obtain a parking permit at city hall and/or the Calexico police department.
C. Signposting. The chief of police of the city shall post signs as may be necessary giving notice that parking permits are available.

10.24.240 - Vehicle impoundment.¶
A. Authority. The chief of police of the city may order any vehicle in violation of the parking laws set forth in this code to be towed away and stored at the owner's expense in the nearest garage or parking facility.
B. Signposting. The chief of police of the city shall post signs as may be necessary giving notice that said vehicles found in violation will be removed.

10.24.250 - Handicapped parking.¶
A. It is unlawful for any person to park or leave standing any vehicle in a stall or space designated for physically handicapped persons, if, immediately adjacent to and visible from such stall or space, there is posted a sign consisting of a profile view of a wheelchair with occupant in white on a blue background or the space is outlined in blue markings and there is on the ground in the space a similar profile view depicting a wheelchair with occupant, unless the vehicle displays either one of the distinguishing license plates or a placard issued pursuant to Vehicle Code Section 22511.5 or to disabled veterans, as specified in Vehicle Code Section 9105.
B. The provisions of subsection A of this section shall apply to all off-street parking facilities owned or operated by the state, or to all off-street parking facilities owned or operated by a local authority. The provisions of subsection A of this section shall also apply to any privately owned and maintained off-street parking facility.

10.24.251 - Double parking and parking on sidewalks.¶
A. No person shall stop, park or leave standing any vehicle whether attended or unattended, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or official traffic device, in any of the following places:
On a sidewalk, except electric cart when authorized by local ordinance, as specified in CVC 21114.5;
On the roadway side of any vehicle stopped, parked or standing at the curb or edge of a highway and/or street.

10.24.252 - Parking violations of curb marking.¶
It is unlawful for the operator of a vehicle to park or stop in any area where the city has enacted local parking regulations and has indicated them by the use of paint upon curbs and the following colors are used and indicate the following:
A. Yellow indicates stopping only for the purpose of loading or unloading passengers for such time as may be specified by local ordinance or resolution.
B. White indicates stopping only for loading or unloading of passengers for such time as may be specified by local ordinance or resolution for the purpose of depositing mail in an adjacent mailbox.
C. Green indicates time-limit parking specified by local ordinance or resolution.

10.24.253 - Parking near fire hydrants.¶
A. No person shall stop, park or leave standing any vehicle within fifteen feet of a fire hydrant, except when the city indicates a different distance by signs or markings, and except when such vehicle is attended by a licensed driver who is seated in the front seat and who can immediately move such vehicle in case of necessity. This section shall not apply in respect to any vehicle owned or operated by a fire department and clearly marked as a fire department vehicle.
