Low‑emitting materials, resilient flooring and no‑added‑formaldehyde requirements

For CALGreen Tier compliance: resilient flooring must meet the CDPH 01350 emission standard (90% area for Tier 1, 100% for Tier 2 unless a small specialty allowance), and thermal insulation must meet low‑emitting criteria and contain no added formaldehyde for the stricter tier — in all cases you must collect product certification/documentation per the cited CALGreen sections.

What the code requires — 2–4 sentences

CALGreen requires that resilient flooring and thermal insulation meet California low‑emitting materials criteria (the CDPH “01350” chamber test) and that insulation contain no added formaldehyde in the stricter tier. The single most important rule: For Tier 2 CALGreen compliance, 100% of installed resilient flooring must meet CDPH Standard Method (Specification 01350) and all thermal insulation must be installed with no‑added‑formaldehyde and meet the pollutant emission limits.

Exceptions & special cases

  • Tier 2 resilient flooring: an allowance of up to 5% specialty‑purpose flooring may be permitted — check the Tier 2 voluntary measures language and local enforcing agency interpretation. This is not automatic; it is an allowance referenced in the Tier 2 selections.
  • Certification programs: CALGreen refers to CDPH’s certification programs and testing labs for 01350 compliance; manufacturers certified under CDPH (or equivalent recognized programs) satisfy the material acceptance referenced in the code. Confirm the product appears on a current CDPH/CHPS/third‑party list.
  • Composite wood vs insulation: the NAF/ULEF requirement in CALGreen applies explicitly to composite wood products (see § A5.504.4.5.1) and to thermal insulation when the insulation rule requires no‑added‑formaldehyde; these are distinct product families and must be verified separately.

Common mistakes

  • Counting percentages incorrectly — percentage requirements are by floor area receiving resilient flooring, not by product count. For example, Tier 1 requires 90% of the resilient flooring area to comply, Tier 2 100% (with the 5% specialty allowance exception). Always calculate by area.
  • Relying on vendor marketing claims without documentation — CALGreen requires documentation that materials meet the pollutant emission limits; verbal assurance is insufficient. Keep certificates and product listings in the project file.
  • Mixing up CHPS/01350 and ARB requirements — CDPH 01350 governs low‑emitting criteria for resilient flooring and insulation emissions, while ARB governs composite wood formaldehyde certification (NAF/ULEF). Both can apply on a project but are separate standards.
  • Forgetting to verify insulation composition — simply specifying “low VOC” insulation is not enough for the no‑added‑formaldehyde requirement; the product must contain no added formaldehyde and documentation must be provided per § A5.504.4.8.1.

Worked example — concrete scenario with numbers

Project: small nonresidential tenant improvement with 2,000 sq ft of resilient flooring installed and 10,000 sq ft of thermal insulation installed in the building envelope.

  • Resilient flooring Tier 1 path:

    • Requirement: 90% of resilient flooring area must meet CDPH 01350.
    • Calculation: 90% × 2,000 sq ft = 1,800 sq ft must be CDPH‑compliant; you may install up to 200 sq ft of non‑compliant or specialty materials under Tier 1 (unless local rules differ).
  • Resilient flooring Tier 2 path:

    • Requirement: 100% of resilient flooring area must meet CDPH 01350 (but up to 5% specialty purpose flooring may be permitted via allowance).
    • Calculation with the 5% allowance: 5% × 2,000 = 100 sq ft specialty allowed; therefore 1,900 sq ft must be CDPH‑compliant and up to 100 sq ft could be licensed as specialty (if the allowance is granted).
  • Thermal insulation (Tier 2 / NAF requirement):

    • Requirement: All installed thermal insulation must both meet CDPH 01350 emission limits and contain no added formaldehyde; documentation required.     4.504.5 Composite wood products. Hardwood plywood, particleboard and medium density fiberboard composite wood products used on the interior or exterior of the building shall meet the requirements for formaldehyde as specified in ARB’s Air Toxics Control Measure for Composite Wood (17 CCR 93120 et seq.) as shown in Table 4.504.5.

    4.504.5.1 Documentation. Verification of compliance with this section shall be provided as requested by the enforcing agency. Documentation shall include at least one of the following:
