Installer and Special Inspector Qualifications (Chapter 7)
Chapter 7 sets qualification standards for installers and special inspectors and explains the documentation and inspections used to verify compliance.

Overview
Chapter 7 of CALGreen establishes who must be trained or certified to perform certain green-building work and how compliance is verified. Key provisions require HVAC installers to be trained and certified through nationally or regionally recognized programs (§702.1), set expectations for when owners must hire special inspectors and what qualifications those inspectors must demonstrate (§702.2), and identify acceptable verification documentation such as installer certifications, inspection reports, and construction documents (§703.1) .
These requirements matter because they tie technical performance to demonstrable competence and independence — for example, special inspectors must be independent and able to show competence to the enforcing agency, while installer competence can be shown through apprenticeship, utility, manufacturer, or other recognized training programs (§702.1–§702.2) . The enforcing agency retains discretion to accept equivalent credentials and to specify when special inspection or particular documentation is required to substantiate compliance (§702.2, §703.1) .
Local adoption can vary: the CALGreen matrix shows some agencies adopt the whole chapter while others adopt only specific sections (for example, §702.2 and §703.1 are highlighted in adoption tables), so always confirm local adoption and application with the enforcing agency .

SECTION 701—GENERAL (RESERVED)
SECTION 702—QUALIFICATIONS
702.1 Installer training. HVAC system installers shall be trained and certified in the proper installation of HVAC systems including ducts and equipment by a nationally or regionally recognized training or certification program. Uncertified persons may perform HVAC installations when under the direct supervision and responsibility of a person trained and certified to install HVAC systems or contractor licensed to install HVAC systems. Examples of acceptable HVAC training and certification programs include but are not limited to the following:
- State certified apprenticeship programs.
- Public utility training programs.
- Training programs sponsored by trade, labor or statewide energy consulting or verification organizations.
- Programs sponsored by manufacturing organizations.
- Other programs acceptable to the enforcing agency.
702.2 Special inspection.
[HCD] When required by the enforcing agency, the owner or the responsible entity acting as the owner’s agent shall employ one or more special inspectors to provide inspection or other duties necessary to substantiate compliance with this code. Special inspectors shall demonstrate competence to the satisfaction of the enforcing agency for the particular type of inspection or task to be performed. In addition to other certifications or qualifications acceptable to the enforcing agency, the following certifications or education may be considered by the enforcing agency when evaluating the qualifications of a special inspector:
- Certification by a national or regional green building program or standard publisher.
- Certification by a statewide energy consulting or verification organization, building performance contractors and home energy auditors.
- Successful completion of a third party apprentice training program in the appropriate trade.
- Other programs acceptable to the enforcing agency.
Note: Special inspectors shall be independent entities with no financial interest in the materials or the project they are inspecting for compliance with this code.
[BSC-CG] When required by the enforcing agency, the owner or the responsible entity acting as the owner’s agent shall employ one or more special inspectors to provide inspection or other duties necessary to substantiate compliance with this code. Special inspectors shall demonstrate competence to the satisfaction of the enforcing agency for the particular type of inspection or task to be performed. In addition, the special inspector shall have a certification from a recognized state, national or international association, as determined by the local agency. The area of certification shall be closely related to the primary job function, as determined by the local agency.
Note: Special inspectors shall be independent entities with no financial interest in the materials or the project they are inspecting for compliance with this code.
SECTION 703—VERIFICATIONS
703.1 Documentation. Documentation used to show compliance with this code shall include but is not limited to, construction documents, plans, specifications, builder or installer certification, inspection reports or other methods acceptable to the enforcing agency which demonstrate substantial conformance. When specific documentation or special inspection is necessary to verify compliance, that method of compliance will be specified in the appropriate section or identified in the application checklist.

Installation of all adhesive anchors in horizontal and upwardly inclined positions shall be performed by an ACI/CRSI Certified Adhesive Anchor Installer, except where the factored_
design tension on the anchors is less than 100 pounds and those anchors are clearly noted on the approved construction documents or where the anchors are shear dowels across
cold joints in slabs on grade where the slab is not part of the lateral force-resisting system.|For SI: 1 inch = 25.4 mm.

In the absence of sufficient data or documentation providing evidence of conformance to quality standards for materials in Chapters 19, 20 and 26 of ACI 318, as modified by Chapter 19A, the building official shall require testing of materials in accordance with the appropriate standards and criteria for the material in Chapters 19, 20 and 26 of ACI 318 as modi- fied by Chapter 19A. Cementitious materials shall be in accordance with 1910A.1 ([DSA-SS/CC] 1909.2.3). Tests of reinforcing bars shall be in accordance with Section 1910A.2 ( [DSA-SS/CC] 1909.2.4).
1705A.3.3 Batch plant inspection. Except as provided under this section, the quality and quantity of materials used in transit-mixed concrete and in batched aggregates shall be continuously inspected by an approved agency at the location where materials are measured.

For I-occupancies that are not regulated by OSHPD or for I-occupancies and L-occupancies that are not regulated by the California Energy Code Section 100.0 Scope, all requirements in Sections 5.410.2 through 5.410.2.6 shall apply.
Note: For energy-related systems under the scope (Section 100) of the California Energy Code, including heating, ventilation, air conditioning (HVAC) systems and controls, indoor lighting systems and controls, as well as water heating systems and controls, refer to California Energy Code Section 120.8 for commissioning requirements.

Areas less than 10,000 square feet used for offices or other conditioned accessory spaces within unconditioned warehouses.
Tenant improvements less than 10,000 square feet as described in Section 303.1.1.
Open parking garages of any size, or open parking garage areas, of any size, within a structure.
Note: For the purposes of this section, unconditioned shall mean a building, area or room which does not provide heating and/or air conditioning.

5.410.2.1 Owner’s or Owner representative’s Project Requirements (OPR). [N] The expectations and requirements of the building appropriate to its phase shall be documented before the design phase of the project begins. This documentation shall include the following:
- Environmental and sustainability goals.
- Building sustainable goals.
- Indoor environmental quality requirements.
- Project program, including facility functions and hours of operation, and need for after hours operation.
- Equipment and systems expectations.
- Building occupant and operation and maintenance (O&M) personnel expectations.
5.410.2.2 Basis of Design (BOD). [N] A written explanation of how the design of the building systems meets the OPR shall be completed at the design phase of the building project. The Basis of Design document shall cover the following systems:
Renewable energy systems.
Landscape irrigation systems.
Water reuse systems.
5.410.2.3 Commissioning plan. [N] Prior to permit issuance a commissioning plan shall be completed to document how the project will be commissioned. The commissioning plan shall include the following:
- General project information.
- Commissioning goals.
- Systems to be commissioned. Plans to test systems and components shall include: a. An explanation of the original design intent. b. Equipment and systems to be tested, including the extent of tests.
c. Functions to be tested.
d. Conditions under which the test shall be performed. e. Measurable criteria for acceptable performance. 4. Commissioning team information. 5. Commissioning process activities, schedules and responsibilities. Plans for the completion of commissioning shall be included.

110.3.4.1 [HCD 1] Moisture content verification. Moisture content of framing members shall be verified in accordance with the California Green Building Standards Code (CALGreen), Chapter 4, Division 4.5.
[A] 110.3.5 Types IV-A, IV-B and IV-C connection protection inspection. In buildings of Types IV-A, IV-B and IV-C construction, where connection fire-resistance ratings are provided by wood cover calculated to meet the requirements of Section 2304.10.1, inspection of the wood cover shall be made after the cover is installed, but before any other coverings or finishes are installed.
[A] 110.3.6 Lath and gypsum panel product inspection. Lath and gypsum panel product inspections shall be made after lathing and gypsum panel products, interior and exterior, are in place, but before any plastering is applied or gypsum panel product joints and fasteners are taped and finished.
Exception: Gypsum panel products that are not part of a fire-resistance-rated assembly or a shear assembly.
[A] 110.3.7 Weather-exposed balcony and walking surface waterproofing. Where balconies or other elevated walking surfaces have weather-exposed surfaces, and the structural framing is protected by an impervious moisture barrier, all elements of the impervious moisture barrier system shall not be concealed until inspected and approved.
Exception: Where special inspections are provided in accordance with Section 1705.1.1, Item 3.
[A] 110.3.8 Fire- and smoke-resistant penetrations. Protection of joints and penetrations in fire-resistance-rated assemblies, smoke barriers and smoke partitions shall not be concealed from view until inspected and approved.
[A] 110.3.9 Energy efficiency inspections. Inspections shall be made to determine compliance with Chapter 13 and shall include, but not be limited to, inspections for: envelope insulation R- and U-values, fenestration U-value, duct system R-value, and HVAC and water-heating equipment efficiency.
[A] 110.3.10 Other inspections. In addition to the inspections specified in Sections 110.3.1 through 110.3.9, the building official is authorized to make or require other inspections of any construction work to ascertain compliance with the provisions of this code and other laws that are enforced by the department of building safety.
[A] 110.3.11 Special inspections. For special inspections, see Chapter 17.
[A] 110.3.12 Final inspection. The final inspection shall be made after all work required by the building permit is completed.
[A] 110.3.12.1 Flood hazard documentation. If located in a flood hazard area, documentation of the elevation of the lowest floor or the elevation of dry floodproofing, if applicable, as required in Section 1612.4 shall be submitted to the building official prior to the final inspection.
110.3.12.2 [HCD 1] Operation and maintenance manual. At the time of final inspection, a manual, compact disc, web-based reference or other media acceptable to the enforcing agency shall be placed in the building in accordance with the California Green Building Standards Code (CALGreen), Chapter 4, Division 4.4.
[A] 110.4 Inspection agencies. The building official is authorized to accept reports of approved inspection agencies, provided that such agencies satisfy the requirements as to qualifications and reliability.
Frequently asked questions
Who must be trained or certified to install HVAC systems under CALGreen?
HVAC system installers must be trained and certified in proper installation (including ducts and equipment) by a nationally or regionally recognized program; uncertified persons may work only under the direct supervision of a certified installer or licensed contractor (§702.1) .
When are special inspectors required and what qualifications do they need?
When the enforcing agency requires them, owners must employ special inspectors to substantiate code compliance; inspectors must demonstrate competence to the satisfaction of the enforcing agency and, where noted, hold certifications from recognized organizations. Special inspectors must be independent with no financial interest in the inspected materials or project (§702.2) .
What documentation verifies compliance under Chapter 7?
Verification may include construction documents, plans and specifications, builder or installer certifications, inspection reports, or other methods acceptable to the enforcing agency; when special inspections are specified, the method will be noted in the applicable section or application checklist (§703.1) .
