Installer training and certification for HVAC systems
CALGreen requires HVAC installers to be trained and certified by recognized programs and ties that requirement to commissioning, documentation, and enforcement.

Overview
This part of CALGreen requires that HVAC system installers be trained and certified in the proper installation of HVAC equipment and ducts by a nationally or regionally recognized program; uncertified workers may only install under the direct supervision of a certified installer or licensed contractor (see §702.1).
The requirement is tied into verification and commissioning obligations: the code expects documentation and special inspection (see §703.1) and links installer/commissioning qualifications to systems operations training and the systems manual (see CALGreen commissioning and training provisions, e.g., §5.410.2.5 and related commissioning sections). These measures protect energy performance, indoor environmental quality and warranty/maintenance continuity.
CALGreen also identifies acceptable training sources (state apprenticeship, utility or trade programs, manufacturer trainings, and other programs acceptable to the enforcing agency) and requires that commissioning and post‑construction training be provided to maintenance staff and documented in the systems manual or commissioning report (see §702.1, §5.410.2.5 and related commissioning appendices).

SECTION 702—QUALIFICATIONS
702.1 Installer training. HVAC system installers shall be trained and certified in the proper installation of HVAC systems including ducts and equipment by a nationally or regionally recognized training or certification program. Uncertified persons may perform HVAC installations when under the direct supervision and responsibility of a person trained and certified to install HVAC systems or contractor licensed to install HVAC systems. Examples of acceptable HVAC training and certification programs include but are not limited to the following:
- State certified apprenticeship programs.
- Public utility training programs.
- Training programs sponsored by trade, labor or statewide energy consulting or verification organizations.
- Programs sponsored by manufacturing organizations.
- Other programs acceptable to the enforcing agency.
702.2 Special inspection.
[HCD] When required by the enforcing agency, the owner or the responsible entity acting as the owner’s agent shall employ one or more special inspectors to provide inspection or other duties necessary to substantiate compliance with this code. Special inspectors shall demonstrate competence to the satisfaction of the enforcing agency for the particular type of inspection or task to be performed. In addition to other certifications or qualifications acceptable to the enforcing agency, the following certifications or education may be considered by the enforcing agency when evaluating the qualifications of a special inspector:
- Certification by a national or regional green building program or standard publisher.
- Certification by a statewide energy consulting or verification organization, building performance contractors and home energy auditors.
- Successful completion of a third party apprentice training program in the appropriate trade.
- Other programs acceptable to the enforcing agency.
Note: Special inspectors shall be independent entities with no financial interest in the materials or the project they are inspecting for compliance with this code.
[BSC-CG] When required by the enforcing agency, the owner or the responsible entity acting as the owner’s agent shall employ one or more special inspectors to provide inspection or other duties necessary to substantiate compliance with this code. Special inspectors shall demonstrate competence to the satisfaction of the enforcing agency for the particular type of inspection or task to be performed. In addition, the special inspector shall have a certification from a recognized state, national or international association, as determined by the local agency. The area of certification shall be closely related to the primary job function, as determined by the local agency.

SECTION 703—VERIFICATIONS
703.1 Documentation. Documentation used to show compliance with this code shall include but is not limited to, construction documents, plans, specifications, builder or installer certification, inspection reports or other methods acceptable to the enforcing agency which demonstrate substantial conformance. When specific documentation or special inspection is necessary to verify compliance, that method of compliance will be specified in the appropriate section or identified in the application checklist.

E 802.6 Post Construction Documentation and Train- ing. A system manual and systems operations training are required.
E 802.6.1 Systems Manual. Documentation of the operational aspects of the HVAC system shall be completed within the systems manual and delivered to the building owner and facilities operator. The systems manual shall include not less than the following:
(1) Site information, including facility description, history, and current requirements.
(2) Site contact information.
(3) Basic O&M, including general site operating procedures, basic troubleshooting, recommended maintenance requirements, and site events log.
(4) Major systems.
(5) Site equipment inventory and maintenance notes.
(6) Equipment/system warranty documentation and information.
(7) “As-Built” design drawings.
(8) Other resources and documentation.
E 802.6.2 Systems Operations Training. The training of the appropriate maintenance staff for each equipment type or system shall include not less than the following:
(1) System/Equipment overview (what it is, what it does, and what other systems or equipment it interfaces with).
(2) Review of the information in the systems manual.
(3) Review of the record drawings on the system/equip ment.
E 802.7 Commissioning Report. A complete report of commissioning process activities undertaken through the design, construction, and post-construction phases of the building project shall be completed and provided to the
owner.
Part II
E 803.0 Commissioning Acceptance.
E 803.1 General. Part II of this appendix provides a means of verifying the commissioning requirements of Section E 802.1. The activities specified in Part II of this appendix includes three aspects, as described as follows:
(1) Visual inspection of the equipment and installation.
(2) Review of the certification requirements.
(3) Functional tests of the systems and controls.
E 803.2 Construction Documents. Details of commissioning acceptance requirements shall be incorporated into the construction documents, including information that describes the details of the functional tests to be performed. This information shall be permitted to be integrated into the specifications for testing and air balancing, energy management and control system, equipment startup procedures or commissioning. It is possible that the work will be performed by a combination of the test and balance (TAB) contractor,

mechanical/electrical contractor, and the energy management control system (EMCS) contractor, so applicable roles and responsibilities shall be clearly called out.
E 803.2.1 Roles and Responsibilities. The roles and responsibilities of the persons involved in commissioning acceptance are included in Section E 803.2.1.1 through Section E 803.2.1.3.
E 803.2.1.1 Field Technician. The field technician shall be responsible for performing and documenting the results of the acceptance procedures on the certificate of acceptance forms. The field technician shall sign the certificate of acceptance to certify that the information he provides on the certificate of acceptance is true and correct.
E 803.2.1.2 Responsible Person. The responsible person shall be the contractor or registered design professional of record. A certificate of acceptance shall be signed by a responsible person to take responsibility for the scope of work specified by the certificate of acceptance document.

E 608.0 Low VOC Solvent Cement and Primer.
E 608.1 General. Primers and solvent cements used to join plastic pipe, and fittings shall be in accordance with Section E 608.1.1 and Section E 608.1.2.

E 701.0 Installer Qualifications.
E 701.1 Scope. The provisions of this section address minimum qualifications of installers of mechanical systems covered within the scope of this appendix.
E 702.0 Qualifications.
E 702.1 General. Where permits are required, the Authority Having Jurisdiction shall have the authority to require contractors, installers, or service technicians to demonstrate competency. Where determined by the Authority Having Jurisdiction, the contractor, installer, or service technician shall be licensed to perform such work.

E 801.0 Heating, Ventilation, and Air Conditioning Systems Commissioning. E 801.1 Applicability. The provisions of this section apply to the commissioning of commercial and institutional HVAC systems.
E 802.0 Commissioning. E 802.1 Commissioning Requirements. HVAC commissioning shall be included in the design and construction processes of the project to verify that the HVAC systems and components meet the owner’s project requirements and in accordance with this appendix. Commissioning shall be performed in accordance with this appendix by personnel trained and certified in commissioning by a nationally recognized organization. CALGreen § 2.2 Medium relevance — show source text
Refrigerant charge shall be verified according to one of the following options, as applicable. I. The installer and rater shall perform the standard charge verification procedure as specified in Reference Residential Appendix Section RA3.2.2, or an approved alternative procedure as specified in Section RA1; or
II. The installer shall perform the weigh-in charging procedure as specified by Reference Residential Appendix Section RA3.2.3.1, provided the system is of a type that can be verified using the RA3.2.2 standard charge verification procedure and RA3.3 airflow rate verification procedure or approved alternatives in RA1. The ECC-Rater shall verify the charge using RA3.2.2 and RA3.3 or approved alternatives in RA1.
Exception to Section 150.2(b)1Fiib: When the outdoor temperature is less than 55°F and the installer utilizes the weigh-in charging procedure in Reference Residential Appendix Section RA3.2.3.1 to demonstrate compliance, the installer may elect to utilize the verification procedure in Reference Residential Appendix Section RA3.2.3.2. If the verification procedure in Section RA3.2.3.2 is used for compliance, the system’s thermostat shall conform to the specifications in Section 110.12. Ducted systems shall comply with the minimum system airflow rate requirements in Section 150.2(b)1Fiia. iii. Air-cooled air conditioners in Climate Zones 2 and 8 through 15 and air-source heat pumps in all climate zones, including but not limited to ducted split systems, ducted package systems, small duct high-velocity, and minisplit systems, which are of a type that cannot comply with the requirements of 150.2(b)1Fiib shall comply with Subsections a and b, as applicable. a. The installer shall confirm the refrigerant charge using the weigh-in charging procedure specified in Reference Residential Appendix RA3.2.3.1, as verified by an ECC-Rater according to the procedures specified in Reference Residential Appendix RA3.2.3.2; and b. Systems that utilize forced air ducts shall comply with the minimum system airflow rate requirement in Section 150.2(b)1Fiia provided the system is of a type that can be verified using the procedures in Section RA3.3 or an approved alternative procedure in Section RA1. Exception to Section 150.2(b)1Fiii: Entirely new or complete replacement packaged systems for which the manufacturer has verified correct system refrigerant charge prior to shipment from the factory are not required to have refrigerant charge confirmed through field verification and diagnostic testing. The installer of these packaged systems shall certify on the Certificate of Installation that the packaged system was pre-charged at the factory and has not been altered in a way that would affect the charge. Ducted systems shall comply with minimum system airflow rate requirement in Section 150.2(b)1Fiiib, provided that the system is of a type that can be verified using the procedure specified in Section RA3.3 or an approved alternative in Section RA1. G. Altered space-heating system. Altered or replacement space-heating systems shall not use electric resistance as the primary heat source. Exception 1 to Section 150.2(b)1G: Nonducted electric resistance space heating systems, if the existing space heating system is electric resistance. Exception 2 to Section 150.2(b)1G: Ducted electric resistance space heating systems, if the existing space heating system is electric resistance and a ducted space cooling system is not being replaced or installed.

6.2.1 Intent:
The systems operation training verifies that a training program is developed to provide training to the appropriate maintenance staff for each equipment type and/or system and that this training program is documented in the commissioning report. The systems operations training program is specified in the project specifications for the major systems listed. The systems manual, Operation and Maintenance (O&M) documentation and record drawings are prepared and available to the maintenance staff prior to implementation of any training or the development of a written training program. The training program is to be administered when the appropriate maintenance staff is made available to receive training.
6.2.2 Compliance Method:
The written training program includes: (a) learning goals and objectives for each session, (b) training agenda, topics and length of instruction for each session, (c) instructor information and qualifications, (d) location of training sessions (on-site, off-site, manufacturer’s or vendor’s facility), (e) attendance forms, (f) training materials and (g) description on how the training will be archived for future use.

Frequently asked questions
Who must be trained or certified to install HVAC systems?
HVAC system installers must be trained and certified per §702.1; uncertified persons may work only under the direct supervision and responsibility of a person who is trained and certified or a contractor licensed to install HVAC systems.
What types of training or certification programs satisfy CALGreen?
CALGreen lists acceptable examples: state certified apprenticeship programs, public utility training, trade or labor programs, statewide energy/verification organizations, manufacturer‑sponsored programs, or other programs acceptable to the enforcing agency (see §702.1).
