The California Green Building Standards Code, known as CALGreen, is Part 11 of the California Building Standards Code (Title 24, California Code of Regulations). It was the first statewide mandatory green building code in the United States and sets requirements for water efficiency, construction waste diversion, indoor air quality, material conservation, EV charging readiness, and embodied carbon. Unlike most Title 24 parts, CALGreen is a California-original code rather than an amended model code.

The 2025 CALGreen is the current edition, effective January 1, 2026, replacing the 2022 edition. CALGreen applies a baseline of mandatory measures to nearly every project, plus voluntary Tier 1 and Tier 2 levels that cities can adopt or that owners can pursue for green certification. CALGreen is organized so that the same five themes repeat twice: once for residential work in Chapter 4 and once for nonresidential work in Chapter 5. What CALGreen regulates: mandatory measures vs. Tier 1 and Tier 2

CALGreen is split into residential mandatory measures and nonresidential mandatory measures, organized around five themes: planning and design, energy efficiency, water efficiency and conservation, material conservation and resource efficiency, and environmental quality (indoor air). Every covered project must meet the mandatory baseline. The most cited mandatory items include recycling or salvaging at least 65% of construction and demolition waste, water-conserving fixtures, and low-emitting (low-VOC) finishes and materials.

On top of the baseline, CALGreen defines voluntary Tier 1 and Tier 2 levels in its appendices for projects that want to go further (and that some jurisdictions adopt as mandatory). To reach a tier, a project must meet all mandatory measures plus the additional Tier 1 or Tier 2 prerequisites and electives. Energy-efficiency targets in CALGreen coordinate with the California Energy Code (Part 6).

EV charging, water efficiency and construction waste

EV charging requirements were substantially restructured in the 2025 CALGreen. Multifamily projects now generally require one EV-ready receptacle per dwelling unit, a shift away from the older percentage-of-parking approach, and nonresidential and Tier 2 projects see higher shares of EV-capable spaces and installed charging stations (EVCS). Water efficiency measures cover low-flow fixtures, irrigation controls, and separate indoor/outdoor water meters for larger buildings.

Construction waste diversion requires recycling or salvaging at least 65% of nonhazardous construction and demolition debris, documented with a waste-management plan. Embodied carbon: the headline 2025 update

The biggest change in the 2025 cycle is embodied carbon. CALGreen now requires larger nonresidential projects to reduce the carbon embedded in their building materials through one of several pathways — a whole-building life-cycle assessment (LCA), a prescriptive material-reuse path, or environmental product declarations (EPDs) for key materials like concrete and steel. As of January 1, 2026, the threshold for nonresidential buildings dropped to roughly 50,000 square feet, pulling many more projects into compliance.

How to read CALGreen: the Chapter 4 / Chapter 5 mirror

Both chapters follow the same five divisions: planning and design (x.1xx), energy efficiency (x.2xx), water efficiency and conservation (x.3xx), material conservation and resource efficiency (x.4xx), and environmental quality (x.5xx). Once you know which side of the code your project is on, the division number tells you where to look.

That mirror is why EV charging appears in both Section 4.106 (site development, residential) and Section 5.106 (site development, nonresidential), and why the embodied-carbon requirements sit in the life-cycle-assessment sections, 4.409 and 5.409. Mixed-use projects apply Chapter 4 to the residential portion and Chapter 5 to the nonresidential portion.

Some CALGreen mandatory measures are also reprinted inside other Title 24 parts. Residential construction waste reduction and pollutant control, for instance, appear in the California Residential Code as Sections R334 and R340, so a home built under the CRC picks them up without opening Part 11.

What CALGreen checks at permit and at inspection

CALGreen is enforced through documentation as much as through construction. Projects typically submit a construction waste management plan before permit and reconcile it with weight tickets before final, provide VOC compliance data for adhesives, sealants, paints, flooring and composite wood, and show fixture flow rates on the plumbing schedule. Larger buildings add commissioning and separate indoor/outdoor water metering.

The most common CALGreen correction is missing paperwork rather than a wrong product: a waste plan without a diversion calculation, a finish schedule with no VOC data, or an EV parking layout that shows conduit but not the panel capacity. Which projects have to do an embodied carbon assessment?

What are the CALGreen VOC limits?

Pollutant control — Section 4.504 residential, Section 5.504 nonresidential — sets VOC limits for adhesives, sealants, caulks, paints and coatings, carpet systems, resilient flooring and composite wood products, with formaldehyde limits for composite wood. Compliance is shown with product data sheets in the submittal, not by inspection alone.

Can a city make CALGreen Tier 1 or Tier 2 mandatory?

Yes. The tiers are written as voluntary appendices, and a city or county may adopt one as a local mandatory requirement, or adopt individual tier measures. Several California cities have done so, which is why an identical project can carry different green obligations in neighboring jurisdictions.

How is CALGreen different from LEED?

CALGreen is a building code — enforced by the building department through plan check and inspection, and mandatory within its scope. LEED is a voluntary third-party rating system. Meeting CALGreen mandatory measures does not earn LEED certification, though the documentation overlaps substantially, particularly for waste diversion and low-emitting materials.

Does CALGreen replace the Energy Code?

No. Operational energy efficiency — envelope, HVAC, lighting, water heating, solar PV and storage — is set by the California Energy Code (Part 6). CALGreen's energy division coordinates with it and adds measures such as commissioning, but it does not supersede Part 6.
