Appendix A6 compiles CALGreen’s voluntary, OSHPD-focused guidance for energy, commissioning, HVAC, site planning and indoor-environment measures for health facilities.

Overview

Appendix A6 (Voluntary Standards for Health Facilities) gathers the CALGreen voluntary measures tailored for health-care projects under the jurisdiction of the Office of Statewide Health Planning and Development (OSHPD 1, 2 & 4). It consolidates relocated voluntary provisions to assist planning, design and construction of environmentally sustainable medical facilities while remaining a set of optional (tiered) measures that supplement the mandatory chapters of CALGreen .

This appendix is organized by topics designers and owners commonly use for hospital and clinic projects: site planning and orientation (e.g., §A6.106.9), energy performance and the CALGreen Tier system (performance requirements in §A6.203 and prescriptive options in §A6.204), HVAC and equipment measures (§A6.207), interior finish pollutant controls (§A6.504.8) and moisture/indoor-environment provisions (§A6.505).     SECTION A6.203—PERFORMANCE APPROACH

    A6.203.2 Energy performance. It is the intent of this code to encourage green buildings to achieve exemplary performance in the area of energy efficiency.

    A6.203.2.2 CALGreen Tier 2. [OSHPD 1] To achieve CALGreen Tier 2, buildings must exceed the latest edition of “Savings By Design, Healthcare Modeling Procedures” by a minimum of 15 percent.

    SECTION A6.204—PRESCRIPTIVE APPROACH

    A6.204.1 ENERGY STAR equipment and appliances. All equipment and appliances provided by the builder shall be ENERGY STAR labeled if ENERGY STAR is applicable to that equipment or appliance.

    A6.204.4 Commissioning. [OSHPD 1 & 4] Building commissioning shall be included in the design and construction processes of the building project to verify that the building’s energy related systems are installed, calibrated and perform according to the owner’s project requirements, basis of design and construction documents.

    The owner and designer shall designate an individual as the Commissioning Authority (CxA) to lead, review and oversee the completion of the commissioning process activities. The owner shall document the Owner’s Project Requirements (OPR). The design team shall develop the Basis of Design (BOD). The CxA shall review these documents for clarity and completeness. The owner and design team shall be responsible for updates to their respective documents, develop and incorporate commissioning requirements into the construction documents and develop and implement a commissioning plan. The CxA shall verify the installation and performance of the systems to be commissioned, verify that training and operation and maintenance documentation have been provided to the owner’s operations staff and complete a commissioning report.

    Commissioning process activities shall be completed for the following energy-related systems, at a minimum:

    1. Heating, ventilating, air conditioning and refrigeration (HVAC&R) systems (mechanical and passive) and associated controls.
    2. Lighting and daylighting controls.
    3. Domestic hot water systems.
    4. Renewable energy systems (wind, solar, etc.).
    5. Building envelope systems.

    A6.204.4.1 Owner’s Project Requirements (OPR). The expectations and requirements of the building shall be documented by the owner and the designer before the design phase of the project begins. This shall be reviewed by the CxA. At a minimum, this documentation shall include the following:

    1. Environmental and sustainability goals.
    2. Energy efficiency goals.
    3. Indoor environmental quality requirements.

    A6.504.8.5.2 Documentation. Verification of compliance with this section shall be provided as requested by the enforcing agency. Documentation shall include at least one of the following:

    1. Product certifications and specifications.
    2. Chain of custody certifications.
    3. Other methods acceptable to the enforcing agency.

    A6.504.9 Environmental tobacco smoke (ETS) control. [OSHPD 1, 2 & 4] Where outdoor areas are provided for smoking, prohibit smoking within 25 feet of building entries, outdoor air intakes and operable windows and within the building, if not already prohibited by other laws or regulations, or as enforced by ordinances, regulations or policies of any city, county, city and county, California Community College, campus of the California State University or campus of the University of California, whichever are more stringent. When ordinances, regulations or policies are not in place, post signage to inform building occupants of the prohibitions.

    SECTION A6.505 [OSHPD 1, 2 & 4]—INDOOR MOISTURE CONTROL

    A6.505.2 Indoor moisture control. Buildings shall meet or exceed the provisions of California Building Code, CCR, Title 24, Part 2, Sections 1203 and Chapter 14.

    A6.106.9 Building orientation. Locate and orient the building as follows:

    1. When site and location permit, orient the building with the long sides facing north and south.
    2. Protect the building from thermal loss, drafts and degradation of the building envelope caused by wind and wind-driven materials such as dust, sand, snow and leaves, with building orientation and landscape features.     SECTION A6.202—DEFINITIONS

    A6.202.1 Definitions. The following words and terms shall, for the purposes of this chapter and as used elsewhere in this code, have the meanings shown herein.

    ENERGY STAR. A joint program of the US Environmental Protection Agency and the US Department of Energy. ENERGY STAR is a voluntary program designed to identify and promote energy-efficient products and practices.

    A6.207.1.2 Controls for heat pumps with supplementary electric resistance heaters. Heat pumps with supplementary electric resistance heaters shall have controls:

    A6.207.1.2.1 That prevent supplementary heater operation when the heating load can be met by the heat pump alone; and

    A6.207.1.2.2 In which the cut-on temperature for compression heating is higher than the cut-on temperature for supplementary heating and the cut-off temperature for compression heating is higher than the cut-off temperature for supplementary heating.

    Exceptions: The controls may allow supplementary heater operation during:

    1. Defrost; and
    2. Transient periods such as start-ups and following room thermostat setpoint advance, if the controls provide preferential rate control, intelligent recovery, staging, ramping or another control mechanism designed to preclude the unnecessary operation of supplementary heating.

    A6.207.1.3 Thermostats. All unitary heating and/or cooling systems including heat pumps that are not controlled by a central energy management control system (EMCS) shall have a setback thermostat.

    1. Setback capabilities. All thermostats shall have a clock mechanism that allows the building occupant to program the temperature set points for at least four periods within 24 hours. Thermostats for heat pumps shall meet the requirements of Section A6.207.1.2.

    Exception: Gravity gas wall heaters, gravity floor heaters, gravity room heaters, noncentral electric heaters, fireplaces or decorative gas appliances, wood stoves, room air conditioners and room air-conditioner heat pumps need not comply with this requirement. Additionally, room air-conditioner heat pumps need not comply with Section A6.207.1.2. Under perfor
